On June 19, the website of the Ministry of Foreign Affairs published an article entitled "Errors and Truths in the US Perception of China":

Forty thousand words! The Ministry of Foreign Affairs issued a blockbuster release

introduction

Recently, US Secretary of State Blinken delivered a speech on China policy at the Asia Association, exaggerating the Chinese threat through carefully packaged language, interfering in China's internal affairs, smearing China's domestic and foreign policies, and trying to launch a comprehensive containment and suppression of China.

Let us speak with facts and figures to make the deceptive, hypocritical, and harmful nature of the US China policy known to the world.

Myth 1: China poses the most serious long-term challenge to the international order and is undermining it. The United States will uphold international law, agreements, principles, and institutions to maintain world peace and security and protect the rights of individuals and nations.

The truth of the matter: The international order that the United States claims to be talking about is actually an order that serves the interests of the United States itself and maintains the hegemonic status of the United States. The United States is the greatest source of chaos in the world order.

China was, is and will be a defender of the international order. China is a founding Member of the United Nations and the first country to sign the UN Charter. China has always upheld the international system with the United Nations at its core, the international order based on international law and the basic norms governing international relations based on the purposes and principles of the Charter of the United Nations. The Five Principles of Peaceful Coexistence jointly advocated by China, India and Myanmar have been widely recognized by the international community and have become the basic norms governing state-to-state relations.

China adheres to genuine multilateralism and maintains global strategic stability. China is the largest contributor of peacekeepers among the permanent members of the Security Council and the second largest contributor to united Nations peacekeeping. China has actively participated in the international arms control, disarmament and non-proliferation process and has signed or acceded to more than 20 multilateral arms control, disarmament and non-proliferation treaties, including the Treaty on the Non-Proliferation of Nuclear Weapons and the Treaty on the Trade in Arms, and opposes the arms race.

After the outbreak of the international financial crisis in 2008, China adopted responsible macroeconomic policies and became a "stabilizer" of the world economy, making important contributions to stimulating global recovery. China has actively provided international public goods to all countries and has signed agreements with 149 countries and 32 international organizations to jointly build the Belt and Road Initiative.

◆ In recent years, President Xi Jinping's concept of building a community with a shared future for mankind has aroused enthusiastic repercussions in the international community and has been written into important documents of multilateral mechanisms such as the United Nations and the Shanghai Cooperation Organization for many times. UN Secretary-General António Guterres said that China has become an important pillar of multilateralism, and the purpose of our practice of multilateralism is to build a community with a shared future for mankind. President Thomson of the 71st session of the Un-Communist Party of China said that the concept of building a community with a shared future for mankind advocated by China is "the only future for mankind on this planet."

In the face of various new global challenges, President Xi Jinping has also put forward the Global Development Initiative and the Global Security Initiative, and put forward the Chinese plan to promote the establishment of a more just and reasonable global governance system, which has received positive response and broad support from the international community.

The United States flagrantly violates the purposes and principles of the Charter of the United Nations and the basic norms governing international relations, relies on its strong military strength to wage wars everywhere, creates separatist conflicts, and brings great turmoil and disaster to the world. In the more than 240 years since the founding of the People's Republic of China, the United States has only been at war for 16 years, and it can be called "the most warlike country in the history of the world." National Interest magazine quoted Dakota Wood, a senior fellow in the defense program at the Heritage Foundation, as saying that the United States is involved in an average of one war every 15 years.

Since the end of World War II, the United States has launched or participated in many wars overseas, such as the Korean War, the Vietnam War, the Afghanistan War, and the Iraq War, causing extremely serious civilian casualties and property losses, resulting in huge humanitarian disasters. Since 2001, U.S. wars and military operations in the name of counterterrorism have killed more than 900,000 people, of whom about 335,000 are civilians, millions have been injured and tens of millions have been displaced.

◆ The United States has always put domestic law above international law and adopted a pragmatic attitude of applying international rules and discarding them if they do not. Since the 1980s, the United States has withdrawn from 17 international organizations or agreements, including the United Nations Human Rights Council, WHO, UNESCO, the Paris Climate Agreement, the Comprehensive Agreement on the Iranian Nuclear Issue, the Arms Trade Treaty, the INF Treaty, and the Open Skies Treaty.

After the current US government came to power, although it high-profile declared that "the United States is back" and returned to some international organizations or agreements, in essence, it did not abandon the "America First" policy, but promoted "selective multilateralism". For agreements such as the Open Skies Treaty that are considered detrimental to U.S. interests, the current U.S. government still continues the practice of "breaking the treaty and withdrawing from the group", which is called "America First 2.0" by the European media.

◆ The United States abuses its financial hegemony and technological superiority to engage in economic coercion in the name of safeguarding national security. The United States has enacted domestic laws such as the International Emergency Economic Power Act, the Global Magnitsky Human Rights Accountability Act, and the Countering using Sanctions against U.S. Enemies Act, and has concocted a series of executive orders to directly impose sanctions on specific countries, organizations, or individuals, arbitrarily expand the jurisdiction of the United States' internal law with ambiguous rules such as the "principle of least contact" and the "principle of effect," and abuse domestic judicial litigation channels to engage in "long-arm jurisdiction" over entities and individuals in other countries.

For more than 60 years, the United States has disregarded many resolutions of the United Nations General Assembly, built a comprehensive embargo system against Cuba on the basis of the embargo policies adopted by the Torricelli Act, the Helms-Burton Act, and other domestic laws, and implemented the longest and most severe systematic trade embargo, economic embargo and financial sanctions in modern history, causing Cuba to suffer direct economic losses of more than 100 billion US dollars and seriously damaging Cuba's economic and social development.

Since the late 1970s, the United States has imposed a long-term blockade and sanctions on Iran. In May 2018, the U.S. government unilaterally withdrew from the JCPOA, followed by the resumption and addition of a series of sanctions against Iran. Many countries and related entities have been forced to abandon cooperation with Iraq, a large number of foreign oil companies have withdrawn from Iraq, it is difficult for Iraq's manufacturing industry to operate normally, and the economic growth rate has declined, resulting in high inflation and a sharp depreciation of the currency.

The United States has also imposed unilateral sanctions on Belarus, Syria, Zimbabwe and other countries for many years, and increased "maximum pressure" on North Korea, Venezuela and other countries.

◆ According to statistics, the previous US administration has implemented more than 3900 sanctions, which is equivalent to waving the "sanctions stick" on average 3 times a day. As of fiscal year 2021, the U.S. net sanctions entities and individuals reached 9,421, an increase of 933% over fiscal year 2000.

The united states' illegal unilateral sanctions and "long-arm jurisdiction" have seriously damaged the sovereignty and security of other countries, seriously affected the national economy and people's livelihood of relevant countries, and seriously violated international law and the basic norms governing international relations.

Daniel Drezner, a professor at Tufts University and a senior fellow at the Brookings Institution, published an article in Diplomacy magazine in September 2021 criticizing successive US governments for using sanctions as the preferred solution to diplomatic problems, which not only had no effect, but also caused humanitarian disasters, saying that the "United States of America" has become "sanctions against the United States of America" and "sanctions against the United States of America"

◆ The So-called "rules-based international order" flaunted by the United States is actually a copy of power politics, imposing its own will and standards on others and replacing the universally accepted international laws with the "gang rules" of a few countries.

There is only one system in this world, that is, the international system with the United Nations at its core; There is only one order, and that is an international order based on international law; There is only one set of rules, which is the basic norms governing international relations based on the purposes and principles of the Charter of the United Nations.

Before talking about rules and order, the Us side should first pay the US$1 billion in contributions and US$1.4 billion in peacekeeping assessments owed to the United Nations, ratify the UN Convention on the Rights of the Child and the Convention on the Elimination of All Forms of Discrimination against Women as soon as possible, stop exclusively obstructing the negotiations on the verification protocol of the UN Biological Weapons Convention, lift illegal unilateral sanctions, earnestly fulfill its international obligations, and set an example in abiding by rules and discipline.

Myth 2: The United States does not seek conflict or a "new Cold War," nor does it seek to prevent China from playing its role as a great power, nor does it seek to prevent China from developing its economy and promoting the interests of its people.

The truth of the matter: The US side claims not to seek to prevent China from playing its role as a great power or from preventing China from developing its economy, but in fact it is using all its internal and external resources to carry out bottomless containment and suppression of China.

◆ Without any factual basis, the US government has generalized the concept of national security, used national forces to suppress and sanction Huawei for no reason, restricted Huawei products from entering the US market, "cut off" chips and operating systems, and coerced other countries to prohibit Huawei from participating in local 5G network construction around the world. The United States also instigated pressure on Canada to unjustifiably detain Huawei's chief financial officer for nearly 3 years.

◆ In violation of the principles of fair competition, market economy, and international economic and trade rules, the United States has encircled, blocked, and intercepted Chinese high-tech enterprises with international competitiveness under various false pretexts, and has so far included more than a thousand Chinese enterprises in various sanctions lists; Delineate key control technologies such as biotechnology and artificial intelligence, strengthen export controls, and strictly review investment; Crack down on Chinese social media apps including TikTok and WeChat.

◆ Under the guise of "protecting human rights", the US side fabricated rumors and rumors related to Xinjiang such as "forced labor", and based on this, introduced the so-called "Uyghur Forced Labor Prevention Act" to maliciously suppress Xinjiang's cotton, tomato, solar photovoltaic and other advantageous industries, curb China's development, disrupt the international trade order, and undermine the stability of the global industrial chain supply chain.

◆ The previous US administration seriously violated WTO rules and launched a large-scale trade war against China. According to the so-called "301 investigation", the US side has imposed high tariffs on about $360 billion of Chinese goods exported to the United States in three rounds. In September 2021, just as the global commodity high was fluctuating, the current US government announced the opening of a "232 investigation" on whether NdFeB permanent magnet materials harmed the national security of the United States.

◆ The US side has long grossly interfered in China's internal affairs on issues involving China's core interests such as Taiwan, Xinjiang, Tibet, and Hong Kong, and has openly and covertly condoned and supported separatist activities and undermined China's security and stability.

◆ The "bipartisan innovation bill" under consideration by the US Congress, under the banner of enhancing the competitiveness of the United States, actually uses China as an "imaginary enemy" throughout the text, mentions "China" more than 800 times in the text, and is full of a large number of content clauses that harm China's interests.

◆ In order to maintain its international institutional power and monopoly position, the United States has slandered, smeared, and blocked and blocked conceptual initiatives such as promoting the construction of a community with a shared future for mankind and jointly building the "Belt and Road" in multilateral institutions, and prevented relevant conceptual initiatives from being included in the documents of the United Nations and other international organizations.

◆ The United States adheres to the Cold War mentality, follows the logic of hegemony, promotes group politics, concocts the narrative of "democracy against authoritarianism", co-opts other countries to piece together "small circles", strengthens the "Five Eyes Alliance", peddles the "quadrilateral mechanism", cobbles together the TRILATERAL security partnership between the United States, Britain and Australia, and tightens bilateral military alliances.

◆ The United States has promoted NATO's involvement in Asia-Pacific affairs, thrown out a new version of the "strategic concept" document to hype the "China threat", and invited Japan, South Korea, Australia and other Asia-Pacific allies to participate in the NATO Madrid Summit, in an attempt to establish an "Asia-Pacific version of NATO" and seriously threaten the security and stability of the Asia-Pacific region.

◆ The development of relations between countries emphasizes equality, respect and mutual benefit and win-win results. At present, Sino-US relations are at an important crossroads, and the US side should abandon the Zero-Sum Thinking of the Cold War to view Sino-US relations, focus its energy on practicing the "three principles" of mutual respect, peaceful coexistence, and win-win cooperation, and implement the "four noes and one unintentional" (not seeking to fight a new Cold War with China, not seeking to change the Chinese system, not seeking to oppose China through strengthening alliances, not supporting "Taiwan independence," and having no intention of clashing with China).

Myth 3: While U.S. diplomacy is based on partnership and respect for each other's interests, China engages in coercive diplomacy against other countries and retaliates recklessly. Our task is to prove that all States are free to chart their own path without coercion.

Fact: The United States is the inventor and aggregator of coercive diplomacy. Over the years, the United States has interpreted to the world one textbook case after another of coercive diplomacy through economic blockades and unilateral sanctions.

◆ In 1971, the American scholar Alexander George first proposed the concept of "coercive diplomacy" to summarize the policy of the United States toward Laos, Cuba and Vietnam at that time. The U.S. government called the 1994 forced ouster of the Haitian junta "an example of coercive diplomacy," and in 2003 explicitly listed the use of $30.3 billion in military spending as "coercive diplomacy."

On the pretext of punishing the Afghan Taliban, the US government has frozen $7 billion of the assets of the Central Bank of Afghanistan in the United States and appropriated the "life-saving money" of the Afghan people for itself, resulting in the deterioration of the humanitarian situation in Afghanistan. Mohammed Naim, spokesman for the Afghan Taliban political office in Doha, said the U.S. actions showed that it had "degenerated to the point of humanity and morality to a minimum."

In order to force the Nepalese parliament to approve the "Millennium Challenge Plan (MCC)" agreement between Nepal and the United States, the United States openly issued an "ultimatum", saying that if the Nepalese parliament does not pass the relevant agreement on time, it will re-examine the diplomatic relations between the United States and Nepal.

After the outbreak of the Russian-Ukrainian conflict, the US Department of Justice set up a "thieves arrest operation task force" to find Russian citizens' yachts, apartments, private planes and huge deposits in the United States and Europe, freeze and confiscate them, fully demonstrating that the so-called "sanctity and inviolability of private property" in the United States is only a lie. The United States has forced countries to take sides and pressured them to join sanctions against Russia, otherwise it will "pay a price."

Since China and the Solomon Islands signed the Framework Agreement on Bilateral Security Cooperation, the US side has arranged for senior officials of the National Security Council to visit the institutes and has done its utmost to obstruct china's legitimate cooperation. The Solomon Star commented that the United States has completely forgotten the Solomon Islands since World War II, and now that it has finally remembered, it is to force the Solomon Islands to abandon the signing of the agreement with China.

In May 2022, on the eve of a high-level video conference of the Group of Friends of the Global Development Initiative, the United States pressured a number of United Nations development agencies to obstruct the participation of relevant personnel and threaten to "scale back funding."

◆ The "Clean Network" program launched by the previous US administration has vividly interpreted coercive diplomacy. Under the pretext of safeguarding U.S. national security and citizens' privacy, the plan explicitly calls for the complete removal of Chinese enterprises such as Huawei, Baidu, and Alibaba from five aspects: telecom operators, mobile phone app stores, mobile phone applications, cloud services, and submarine cables. Then US Secretary of State Pompeo and other US politicians lobbied and coerced other countries and regions to join the so-called "Clean Network Alliance". Senior U.S. officials have even intimidated countries such as Cyprus, demanding that they not cooperate with Chinese 5G suppliers, otherwise the consequences will be serious. Former British Commerce Secretary Cable said the British government's decision to ban Huawei's 5G equipment and services "has nothing to do with national security" but is under pressure from the United States because "the United States tells us we should do it."

◆ The United States is not soft on coercing its allies. Due to geopolitical and energy interests, the United States has imposed sanctions on the Nord Stream-2 natural gas pipeline project since December 2019. After the outbreak of the Russian-Ukrainian conflict, even though Germany has announced the suspension of the certification process for the project, the United States has imposed new sanctions on related companies and personnel.

American scholars point out that since World War II, U.S. foreign policy has been based on a simple idea — "You are either with us or you are enemy of us." The United States should lead, the allies should follow, and those who oppose america's supremacy will suffer." This fully exposes the essence of US coercive diplomacy.

◆ China has never engaged in coercive diplomacy, and it is also resolutely opposed to coercive diplomacy in other countries. China does not threaten other countries with force, does not cobble together military alliances, does not export ideology, does not run to the door of others to provoke trouble, does not extend its hand into other people's homes, does not take the initiative to provoke trade wars, and does not unjustifiably suppress enterprises in other countries. However, China has the right to make necessary and proper responses to acts that harm China's sovereignty, security and development rights and interests.

Myth 4: The American model of democracy is one of the most powerful capitals in the U.S. competition with China. Our task is to prove that democracy can meet pressing challenges and that the future belongs to those who believe in freedom.

The truth of the facts: The United States delineates "democratic standards" according to its own model, does not allow other institutional road models to exist, and forms gangs and factions under the banner of so-called "democracy" and arbitrarily interferes in the internal affairs of other countries.

◆ American-style democracy is a "game of the rich" based on capital, and money politics runs through all aspects of elections, legislation, and governance in the United States, which actually restricts the people's right to participate in politics, and the inequality of economic status has been transformed into an inequality of political status. According to statistics, 91% of THE US congressional elections are won by the candidates who receive the most financial support, while large enterprises, a few rich people and interest groups have made more generous moves and become the main source of election funding. After these so-called "public opinion representatives" are successfully elected, they often serve the financial lords behind them and become spokesmen for vested interests, rather than speaking out for the ordinary people. A US senator pointed out pointedly: "Some people think that the US Congress controls Wall Street, but the truth is that Wall Street controls the US Congress."

Rep. Mo Brooks, Republican of Alabama, publicly refuted the "corruption system of the U.S. Congress" in a social media video, saying that U.S. lawmakers must buy seats on the main committees of Congress if they want to, and the cost depends on the importance of the committee, with seats on top members starting at $1 million. "If lawmakers can't afford to pay the money, they have to accept donations from special interest groups, and then after taking office, thank those political lobbyists, who control Washington, I'm not making an analogy, I'm serious," Bu said. ”

Singaporean scholars say it is clear that the United States is a plutocratic country, not a democracy. Democracy represents a government owned by the people, ruled by the people, and enjoyed by the people, and the rule of the rich means that the government is owned, ruled by the rich, and enjoyed by the one percent of the rich.

◆ The US presidential election follows the Electoral College system, and the president and vice president are determined by the electoral college. The disadvantages of this electoral system are very obvious: First, the president-elect may not win a majority of popular votes, and the representation is insufficient; Second, the specific election rules are decided by each state on its own, which is prone to chaos; Third, the "winner-take-all" system exacerbates the unequal status of states and parties, causing huge vote waste and inhibiting turnout, voters in deep blue and crimson states are often ignored, and swing states gain relatively asymmetrical importance and become the object of competition between the two parties. There have been 5 times in the history of the United States that we have won the national popular vote but lost the presidential election.

The "Jerry Salamander" is recognized by the American people as a major drawback of the electoral system, that is, to help the party win as many seats as possible through unfair division of constituencies and consolidate its dominant position. The United States conducts a census every 10 years and then redivides constituencies according to the principle of "the population of each constituency is roughly equal" and in light of demographic changes. The U.S. Constitution gives the power to divide constituencies to state legislatures, providing room for the state legislature majority, the Jerry Salamander. According to a 2021 YouGov Survey of Netizens, only 16 percent of voters believe the state can divide constituencies fairly, 44 percent say no, and the remaining 40 percent are unsure.

◆ American-style democracy is called "one person, one vote", which is actually "minority elite rule". "Pluralistic politics" is only a superficial phenomenon, and the elite controls the political, economic, military, etc., controls the state apparatus, formulates rules and regulations, grasps the direction of public opinion, dominates commercial companies, exercises various privileges, and so on.

According to the Associated Press, the 2020 census results of the United States missed 18.8 million people, of which the black population was missed 3.3%, hispanics were about 5%, and the Indians were 5.6%, which will cause minorities to be at a clear disadvantage in terms of access to resources such as education, health care, housing, and the division of constituencies, reflecting the hypocrisy of American democracy and its "systemic racism."

Noam Chomsky, a political commentator and social activist at the Massachusetts Institute of Technology in the United States, pointed out that the United States is a "real capitalist democracy", the influence of Americans on policymaking and their wealth level is positively correlated, about 70% of Americans have no influence on policymaking, they are at a disadvantage in terms of income level, wealth, etc., equivalent to being deprived of the right to participate in politics.

Wertheimer, president of the American nonprofit Democracy for the 21st Century, has bluntly said that corruption in the United States is the systemic corruption of the political process itself, and when you handle billions of dollars, most of which are used to buy influence, the system is undermined and it is more difficult to maintain the representation of ordinary Americans.

American independent journalist Danny Haiphong argues that Western-style democracy views elections as their highest achievement, and that the question of whether the system serves the needs of a broad masses of people is often overlooked to obscure the fact that powerful Western interests set policy agendas before they vote.

◆ The balance of power in American democracy has become "veto politics." In his monograph Political Order and Political Decline, American political scientist Francis Fukuyama pointed out that there is a deep-rooted phenomenon of political paralysis in the United States, and there are too many checks and balances in the American political system, so that the cost of collective action is greatly increased, and sometimes even difficult to move. The democratic process in the United States is scattered and lengthy, there are a large number of veto points, and individual veto behavior can affect the system's actions, and the premise of the so-called "mutual checks and balances implying the ability to correct deviations" is increasingly out of shape in actual operation. Politicians in Washington are concerned with preserving partisan interests, and the grandeur of the country's development has long been forgotten. The two parties in the United States are obsessed with "veto" and fall into a vicious circle that is difficult to extricate themselves from, and the inevitable result is that the effectiveness of the government is weakened, the just rule of law is trampled on, the development and progress are delayed, and the social division is magnified.

According to a survey conducted by the Pew Research Center, a U.S. think tank in October 2021, in 17 advanced economies, including the United States, Germany, and South Korea, the United States is regarded as the most politically polarized country, with 90% of U.S. respondents believing that there are serious differences between supporters of different parties, and nearly 60% of U.S. respondents believe that the public not only disagrees in the policy field, but also finds it difficult to reach consensus on basic facts.

With the increasing polarization of party and political strife, the Republican Party and the Democratic Party have become more "opposed for the sake of opposition." As a result, voters from both parties have increasingly opposed attitudes toward guns, with 76 percent of Republican voters defending the right to hold guns and 81 percent of Democrats arguing that gun control is more important. Under the influence of interests, party struggle, and public opinion, the process of us gun control legislation and law enforcement is difficult. For 10 years, Democratic congressmen have put forward dozens of bills on gun violence and gun control every year, but due to the stubborn obstruction of the Republican Party, only a few people can successfully enter the deliberation and debate of the Senate or the House of Representatives.

The NRA has 5 million members, spends hundreds of millions of dollars a year advertising and lobbying, and its tentacles penetrate deep into the fabric of American society. The NRA is an important funder of the Republican Party in the United States, and since its establishment in 1871, it has successfully attracted nine presidents to join the membership. According to CNN in 2018, 307 of the 535 members of Congress have received political contributions from the association and its affiliates or benefited from its advertising campaigns. In the face of huge interests, all kinds of gun control efforts can only be reduced to nothing.

◆ The United States is not a superior student of democracy, and the practice of democracy in the United States is full of chaos. On January 6, 2021, thousands of Americans gathered on Capitol Hill in Washington and forced their way into the Capitol to prevent the U.S. Joint Congress from confirming the newly elected president of the United States. The incident interrupted the U.S. presidential transition process and left five people dead and more than 140 injured. The incident was the worst violence in Washington since the White House was set on fire by British troops in 1814 and shocked the international community. Republican leaders in the U.S. Senate called the incident a "failed rebellion."

Scholars from the Council on Foreign Relations said that the United States is not as different as many Americans think, and that the intrusion into Congress should put an end to the "American exceptionalism" and "city on the top of the mountain."

An article in the New York Times said that although the US leader has reunified the West, he may not be able to reunify the United States. Trump and his supporters' lies in denying the established constitutional rules and norms of the United States may undermine the ability of the US government to transfer power peacefully and legally, resulting in the inability of any US institution to operate for a long time and fall into political and financial chaos.

◆ The failure of the American democratic system has triggered a crisis of trust. American-style democracy shouts at the people in front of the stage, engages in transactions behind the scenes, and the party fights against differences, money politics, and veto politics cannot bring about the high-quality governance that the people want. The American people are becoming more and more disgusted with American politics and more negative about American-style democracy.

In October 2020, a Gallup Polling Company survey showed that only 19 percent of U.S. respondents were very confident about the presidential election, the lowest record for the survey since 2004. According to a June 2022 Wall Street Journal poll, 60 percent of the population is pessimistic about the prospects of the American Dream.

According to a 2021 Pew poll, 65 percent of Americans believe that U.S. democracy needs major reforms; Confidence in U.S. democracy in 16 developed countries has declined, with 57 percent of respondents believing that the United States is no longer a model of democracy.

According to the 2021 Democracy Perception Index released by The German Pollster, 44% of respondents in 53 countries believe that the United States threatens their own democracy.

◆ For a long time, the United States has ignored the structural defects of its own democratic system and the inadequacies of domestic democratic practice, advocated the so-called "alliance of democratic countries" and hyped up the so-called "democratic confrontation with authoritarianism" narrative, the essence of which is to fight the same party under the banner of democracy, and to use ideology and values as tools to suppress other countries and promote geostrategy, which is false democracy and true hegemony. Former senior CIA officials in the United States have openly declared that it is in our national security interest to intervene in [other countries' internal affairs]. If you don't like it, just put up with it.

In the name of "promoting democracy," the United States has promoted the "New Monroe Doctrine" in Latin America, instigated "color revolutions" in Eurasia, and remotely controlled the "Arab Spring" in West Asia and North African countries, bringing chaos and disaster to many countries and seriously undermining world peace, stability, and development. French online media pointed out that "democracy" has long become a "weapon of mass destruction" for dissident countries in the hands of the United States.

The key to whether a country is democratic or not democratic lies in whether it has truly achieved the people's mastery of their own affairs, and it depends on whether the people have the right to vote, and still more to see whether the people have the right to participate extensively; It depends on what verbal promises the people received during the electoral process, and even more on how many of those promises were fulfilled after the elections; It is necessary to look at what kind of political procedures and political rules are prescribed by the system and the law, and even more to see whether these systems and laws have really been implemented; It is necessary to see whether the rules and procedures for the operation of power are democratic, and even more to see whether power is truly supervised and constrained by the people.

◆ The Communist Party of China has led the people to realize people's democracy in the whole process, and the people's democracy in the whole process not only has complete institutional procedures, but also has complete participation in practice, forming a comprehensive, extensive, and organic system of people's mastery, and building a diverse, smooth, and orderly democratic channel. The entire people practice democratic elections, democratic consultation, democratic decision-making, democratic management, and democratic supervision in accordance with the law, and manage state affairs, economic and cultural undertakings, and social affairs through various channels and forms in accordance with the law. China's whole process people's democracy has realized the unity of process democracy and results democracy, procedural democracy and substantive democracy, direct democracy and indirect democracy, people's democracy and the will of the state, which is a full-chain, all-round, and full-coverage democracy, and the most extensive, true, and effective socialist democracy. China's whole process of people's democracy has been widely recognized and praised by the international community.

British scholars have bluntly stated that electoral democracy will not establish a close relationship between the people and the government, because it only requires the participation of the people when the election is conducted. The practice of Chinese-style democracy is very different, and consultation is a very important part of Chinese-style democracy.

◆ Democracy is historical, concrete and developed, and democracy in all countries is rooted in the historical and cultural traditions of their own countries, growing up in the practice and exploration and wisdom creation of their own people, and the paths of democracy are different, and the forms of democracy are different. China adheres to respecting the sovereignty and territorial integrity of all countries, does not interfere in the internal affairs of other countries, and respects the development path and social system independently chosen by the people of all countries. China has no intention of engaging in institutional competition and ideological confrontation with the United States, and China has never exported ideology, never interfered in the internal affairs of other countries, and never sought to change the Us system.

Myth 5: The United States has deep differences with the Chinese Communist Party and the Chinese government, but these differences are between the government and the system, not between the two peoples.

The truth of the matter: The leadership position of the Communist Party of China is the choice of history and the people. The Communist Party of China and the Chinese government have the heartfelt support and support of the Chinese people. The US side's sowing discord between the CPC and the Chinese people just proves its hostility to China's institutional path.

◆ The Communist Party of China is deeply rooted in the Chinese people, and is deeply connected with the Chinese people, fish, water, flesh and blood, and has always maintained a strong vitality and vitality. By the end of 2021, the Communist Party of China has more than 95 million members, making it the world's largest party in the world's most populous country. Under the leadership of the Communist Party of China, China has created the "two miracles" of rapid economic development and long-term social stability, with more than 800 million people successfully lifting themselves out of poverty and 1.4 billion people moving toward modernization, completing the path that Western developed countries have followed for hundreds of years in just a few decades.

Harvard University has tracked polls for 13 consecutive years, showing that the Chinese people's support for the party and the government has remained above 90% for a long time, ranking first in the world for a long time. According to the trust survey released by Edelman, a well-known public relations company in the United States, the trust of the Chinese people in their own governments in the past year was as high as 91%, ranking first among the countries surveyed.

◆ The previous US administration vigorously pursued McCarthyism, vigorously attacked and smeared the Communist Party of China, attacked the Chinese leadership and its domestic and foreign policies, provoked relations between the Communist Party of China and the Chinese and people, openly challenged the LEADERSHIP and ruling position of the Chinese Communist Party, incited anti-China hatred and republican sentiments, and advocated the adoption of visa restriction measures against the CPC members and their families.

Since the current U.S. administration took office, it has not made any substantive changes to these policies. In June 2021, the U.S. Senate deliberated and passed the more than 2,000-page U.S. Innovation and Competition Act of 2021, viewing China as a strategic competitor and the most important challenge of the United States, slandering and smearing China's development path and domestic and foreign policies, falsely claiming to resist the "influence and malicious actions" of the Chinese Communist Party, requesting more than $200 billion to ensure the United States' superiority over China in key technology fields, and advocating the mobilization of U.S. strategy, diplomacy, economics, science and technology and other means to carry out comprehensive strategic competition with China. The U.S. Senate also proposed to allocate $300 million a year for fiscal years 2022 to 2026 to "respond to the malicious influence of the CCP," and assigned the U.S. State Department and the Agency for International Development to cultivate the investigative capabilities of U.S. journalists on the Belt and Road Initiative, including "supporting civic organizations and independent media."

The US side continues to use the background of the Communist Party of China as an excuse to suppress normal people-to-people exchanges and cooperation between the two countries. For some time now, there have been frequent incidents of Chinese students studying in the United States and visiting students being unjustifiably harassed and suppressed by the United States. Most of these personnel were asked whether they or their parents were members of the Communist Party. Some of them were deported for reasons that are bizarre, such as suspected military background because they have photos of university military training on their mobile phones. These interrogations are far beyond the scope of "normal law enforcement" claimed by the US side.

◆ The Blood of the Communist Party of China, the Chinese Government and the Chinese is thicker than water and inseparable. The US side says that it wants to respect the Chinese people, then it should respect the development path and political system chosen by the Chinese people, and respect the Communist Party of China, which represents the fundamental interests of the broadest Chinese people. By targeting the Communist Party of China and the Chinese government, the US side is aiming at Chinese people. The ATTEMPT by the US side to separate and oppose the Communist Party of China, the Chinese government and the Chinese people will surely be met with unanimous opposition and resolute retaliation from more than 1.4 billion Chinese people.

Myth 6: The United States calls for China to change in human rights, not to oppose China, but to uphold peace, security, and human dignity.

The truth of the facts: At present, the human rights of the Chinese people have been protected as never before, and the people's sense of gain, happiness and security has been enhanced as never before. On the contrary, the United States has widely violated human rights at home and abroad, and what it has done is shocking. The United States is the world's largest human rights violator.

◆ China has always put the protection of the right to subsistence in the first place, always regarded the promotion of the right to development as a priority, always regarded the protection of the legitimate rights and interests of citizens as a basic task, always regarded the protection of the rights of ethnic minorities as an important content, and always regarded the protection of people's security as a long-term goal.

The Communist Party of China has adhered to the people-centered approach, and since its birth, it has regarded seeking happiness for the Chinese people and rejuvenation for the Chinese nation as its original mission, and has been fighting for the interests of the people for more than 100 years. The people's yearning for a better life is our goal. China has continuously developed people's democracy throughout the process, promoted the protection of human rights and the rule of law, safeguarded social fairness and justice, and Chinese people enjoy broader, fuller and more comprehensive democratic rights.

◆ China has created a miracle of eliminating absolute poverty. By the end of 2020, all 98.99 million rural poor people under China's current standards will be lifted out of poverty. In 2021, China has built a moderately prosperous society in an all-round way, which has historically solved the problem of absolute poverty. Since the reform and opening up, according to the current poverty standard, China's 770 million rural poor people have been lifted out of poverty; according to the World Bank's international poverty standards, China's poverty reduction population accounts for more than 70% of the global poverty reduction population in the same period. China achieved the poverty reduction goal of the United Nations 2030 Agenda for Sustainable Development 10 years ahead of schedule, making significant contributions to the development of global poverty reduction and the progress of human rights in the world. China has also built the world's largest education, social security and health care system.

◆ Since the outbreak of the new crown pneumonia epidemic, China has adhered to the supremacy of the people and the supremacy of life, formulated and implemented the general policy of "dynamic zero clearance" from its own national conditions, continuously adjusted the prevention and control measures according to the time and the situation, and protected the people's life and health to the greatest extent, while ensuring the sustained, healthy and stable development of the economy and society with good prevention and control results. China's COVID-19 infection rate and mortality rate are among the lowest in the world.

◆ China has actively participated in global human rights governance, made Chinese contributions to the development of the world's human rights cause, and provided Chinese solutions. In recent years, the UN Human Rights Council has written the resolutions "Building a Community with a Shared Future for Mankind", the UN Human Rights Council has repeatedly adopted resolutions such as "Development contributes to the enjoyment of all human rights" and "Promote win-win cooperation in the field of human rights" put forward by China, and China has repeatedly made joint statements on behalf of developing countries on "implementing the right to development", "promoting human rights through poverty reduction" and "promoting the fair distribution of global vaccines", contributing to the protection of the basic human rights of the vast number of developing countries and winning widespread approval and support from the international community.

◆ China is an advocate for the development of the international human rights cause, and even more so, an activist. According to a study released by the World Bank, the full implementation of the Belt and Road Initiative can lift 32 million people out of moderate poverty with an average daily living cost of less than $3.20, indicating that the joint construction of the Belt and Road initiative will effectively improve the level of human rights protection in more countries. In the face of the COVID-19 pandemic, China has implemented the largest global humanitarian action since the founding of the People's Republic of China and actively promoted the joint construction of a community of human health. In the face of the global development deficit, China has put forward a global development initiative, which takes the improvement of people's well-being and the realization of all-round human development as the starting point and the foothold, which has received the response and support of more than 100 countries and many international organizations such as the United Nations. The initiative has gathered broad international consensus to promote countries to accelerate the implementation of the United Nations 2030 Agenda for Sustainable Development, which is conducive to enhancing the international synergy of coordinated development and providing a strong guarantee for the development of the international human rights cause.

◆ The right to life is the greatest human right, and survival is the basis for the enjoyment of all human rights. The United States has the most advanced medical equipment and technology in the world, but it has become the country with the highest number of COVID-19 infections and deaths in the world. Epidemic prevention and control has always been highly politicized, becoming a tool and chip for republicans and Democrats to attack, veto and confront each other. Politicians only focus on political self-interest, but ignore the lives and health of the people. Unscientific, unequal and irresponsible epidemic prevention and control has seriously damaged the American people's right to life and health.

At present, the number of new crown deaths in the United States has exceeded 1 million, and the Atlantic Monthly commented that it was "unexpected", "unexpected", "unexpected", "particularly painful" and "in many cases can be avoided". U.S. politicians also declare that "the elderly can sacrifice for the country" and "the national economy is more important than the lives of the elderly." According to the U.S. Centers for Disease Control and Prevention, the majority of patients who die from COVID-19 are over the age of 65. Research from the University of Southern California and Princeton University shows that COVID-19 has reduced the average life expectancy of Americans by 1.13 years, the biggest drop since World War II. Among them, the average life expectancy of African Americans and Hispanics fell by 2.1 years and 3.05 years, while the average life expectancy of whites fell by 0.68 years in relative terms.

The Washington Post reported that behind the 1 million American deaths from the new crown pneumonia, there is a higher number - 9 million. That's the number of Americans who have lost their spouses, parents, grandparents, siblings, and children to COVID-19. Monitoring by Imperial College Ukwide shows that as of 23 May 2022, more than 250,000 children in the United States have lost their primary or secondary guardians due to COVID-19. Data released by the U.S. Government Accountability Office in March 2022 shows that 23 million people in the U.S. may be experiencing chronic COVID-19 symptoms, and about 1 million are expected to be unable to work due to sequelae.

◆ The United States is the country with the worst gun violence. The United States has a population of 333 million, accounting for only 4% of the world's population, but has more than 400 million guns, accounting for 46% of the world's total number of private firearms, the highest rate of civilian gun ownership in the world, and the average number of continuous shootings takes the lives of more than 110 people every day. Many people lament that it is easier to buy a gun in the United States than to buy milk powder.

According to the U.S. Gun Violence Archives website, about 45,000 Americans will die from gun violence in 2021. On May 24, 2022, a shooting at Rob Elementary School in Texas, USA, killed 21 people, including 19 children. According to US media statistics, this is the 39th school shooting in the United States this year. The Washington Post said that in the five and a half months of this year, there have been 202 mass shootings in the United States. Over the past few decades, the United States Government has not seen any substantive steps to address these issues. For the past 25 years, the U.S. federal government has failed to introduce a gun control bill. The New York Times commented that the United States became unregulated not because of political differences or protests or incivility, but because the country was unwilling to protect and care for its citizens — its women, its minorities, and especially its children.

◆ The founding fathers of the United States said that "all men are created equal", but at the same time retained the slavery system in the constitution implemented in 1789. To this day, although the United States ostensibly abolished the apartheid system, white supremacy is rampant, and discrimination against ethnic minorities still exists systematically. The deep-seated racist "virus" in the United States has spread alongside the coronavirus, anti-Asian hate crimes are high, racial persecution by indigenous peoples continues, discrimination against Muslim groups continues unabated, racial economic divides are widening, and racial inequality is increasing. Nearly 60 years have passed since Martin Luther King Jr. uttered the cry of "I have a dream," but what people still see is the harsh reality of Freud's "I can't breathe."

The United States genocidated the Indians through massacres, expulsions, sterilizations, forced assimilation, and other means, causing the Indian population to plummet from 5 million in 1492 to 250,000 in the early 20th century. Native American groups have long been ignored and discriminated against, Indian culture has been fundamentally damaged, and the intergenerational survival of life and spirit has been seriously threatened. Many statistics in the U.S. government completely ignore Indians, or sloppily classify them as "other."

Shannon Keller, executive director and attorney at the American Indian Affairs Association, said, "We have diverse cultures and languages, but we are often not seen as an ethnic group, but only as a political class, based on our treaties with the Federation to achieve limited autonomy." The Atlantic magazine commented that from the historical expulsion, slaughter and forced assimilation, to the current overall poverty and neglect, the Indians who were originally the masters of this continent have a weak voice in American society.

The U.S. government has historically implemented a boarding school system for Indians to promote English and Christian education, and has enacted laws prohibiting indigenous peoples from performing religious ceremonies that are passed down from generation to generation. According to an article titled "The United States Must Face Up to Its Own Acts of Genocide, published on the U.S. Foreign Policy website on October 11, 2021," the U.S. government funded more than 350 Indigenous boarding schools between the 19th and 20th centuries to force Indigenous children to leave their families and communities and enroll in remote boarding schools and implement cultural assimilation. Hundreds of thousands of indigenous children have been forced to leave their homes, and many have been abused and killed in schools. In these boarding schools, the identities, languages, and beliefs of native American Indians, Alaska, and Hawaii were suppressed. The United States has committed genocide not only morally, but also legally against its own people.

American Indian writer Rebecca Nagel argues that information about Native Americans is systematically purged in the mainstream American media and popular culture. According to the American Native Education Organization, 87 percent of state-level history textbooks do not cover Aboriginal history from 1900 onwards. The Smithsonian Institution and others have written that the content taught about indians in American schools is full of inaccurate information and does not truthfully describe the suffering of indigenous peoples. Former Republican Senator Santorum went so far as to publicly state at the American Youth Foundation that "the United States is a country born from scratch, and there was almost nothing here before... To be honest, Native American culture is hardly included in American culture."

◆ The fear, discrimination, and suppression of Muslims and Islam in mainstream society in the United States have intensified. Bloomberg reported on September 9, 2021, that discrimination against Muslims in the United States has been on the rise in the 20 years since 9/11. The Associated Press reported on September 9, 2021, that the survey found that 53 percent of Americans have a negative view of Islam. The Committee on U.S.-Islamic Relations released a 2021 report saying it receives more complaints each year about speech related to bullying and Muslim hatred.

According to survey data released by the Institute of Others and Belonging at the University of California, Berkeley on October 29, 2021, 67.5% of Muslim respondents have experienced the harm caused by "Islamophobia", and 93.7% of Muslim respondents said that their physical and mental health is negatively affected by "Islamophobia".

◆ The United States is the hardest hit area of human trafficking and forced labor, and has not yet ratified the 1930 Convention on the Rights of the Child, the United Nations Convention on the Rights of the Child and the Convention on the Elimination of All Forms of Discrimination against Women, and nearly 100,000 people are trafficked to the United States from abroad to engage in forced labor every year, at least 500,000 people are currently enslaved in the United States, and 240,000 to 325,000 women and children are subjected to sexual slavery.

◆ The issue of immigrant refugees has become a political tool of partisan attacks and political struggles in the United States, the government has changed its orders and violently enforced the law, and immigrant groups have been subjected to inhuman treatment such as prolonged detention, torture, and forced labor. U.S. Border Enforcement released data showing that in fiscal year 2021, as many as 557 migrants died at the U.S. southern border, more than double the previous fiscal year and the highest recorded since 1998. That same year, the United States detained more than 1.7 million immigrants, including 45,000 children, at the southern border. In September 2021, more than 15,000 asylum seekers from Haiti gathered under a bridge in the Texas border town of Del Rio, sleeping in dirty tents or mud in sweltering heat, surrounded by garbage and living in harsh conditions. U.S. border enforcement brutally treated the asylum seekers, with patrols riding on horseback and wielding horse whips at crowds and deporting them into the river. CNN commented that the scene was reminiscent of the dark ages of U.S. history when slave patrols were used to control black slaves.

◆ The US government is indifferent to the systematic violation of the human rights of the American people, but under the guise of human rights, it wantsonly attacks and interferes with other countries, challenges justice with power, and tramples on justice with private interests.

Since 2001, the United States has waged wars or conducted military operations in about 80 countries in the name of "counterterrorism," killing more than 900,000 people, including 300,000 civilians. The 20-year-long war in Afghanistan launched by the United States has devastated Afghanistan and devastated people's livelihood. According to statistics, a total of 47,245 Afghan civilians and 66,000 to 69,000 Afghan soldiers and policemen unrelated to the 9/11 incident were killed in the US military operation, and more than 10 million people were displaced. The war in Afghanistan has destroyed the foundations of Afghan economic development and left the Afghan people destitute. Immediately after the U.S. withdrew from Afghanistan, it froze billions of dollars in foreign exchange reserves at the Central Bank of Afghanistan, putting the Afghan economy on the brink of collapse and making people's lives even worse.

At the forty-eighth session of the Un Human Rights Council, many countries denounced the United States as "the world's greatest destroyer of human rights" and urged the United States to address its own serious human rights problems.

◆ The United States is a veteran of arbitrary detention and indiscriminate torture. For years, the CIA has set up "black jails" in at least 54 countries and territories under the guise of a so-called "war on terror, detaining up to 100,000 people. The Independent Panel of Experts on Human Rights appointed by the United Nations Human Rights Council issued a statement on January 10, 2022, saying that for 20 years, the United States has arbitrarily detained people without trial and tortured or ill-treated people in Guantanamo Prison, which violates international human rights law and is "a stain on the U.S. government's commitment to the rule of law." The United States should earnestly face up to and correct its own systemic and long-term human rights problems, reflect on the humanitarian disasters it has caused around the world, and give the world a responsible account.

Fallacy 7: The US side still pursues a one-China policy based on the "Taiwan Relations Act," the three US-China joint communiques, and the "Six Guarantees to Taiwan." The US policy toward Taiwan has not changed.

The truth of the facts: The one-China principle is a universally recognized norm governing international relations and the universal consensus of the international community. The United States has reneged on its promises and the consensus reached between China and the United States, embellished and hollowed out the one-China principle, and attempted to "use Taiwan to control China." This is one of the main threats to peace and stability in the Taiwan Strait at present.

◆ In October 1971, the United Nations General Assembly adopted Resolution 2758 by an overwhelming majority, deciding to restore the legitimate seat of the People's Republic of China in the United Nations, which has completely resolved the issue of China's representation in the United Nations politically, legally and procedurally. The official legal opinion of the Office of Legal Affairs of the United Nations Secretariat clearly states that "Taiwan has no independent status as a province of China" and that "the Taiwan authorities do not enjoy any form of government status", using the title "Taiwan, Province of China".

On the basis of the one-China principle, China has established diplomatic relations with 181 countries, including the United States.

◆ The US side made commitments to China on the one-China principle in the three Sino-US joint communiques.

In the 1972 Shanghai Communiqué, the United States made it clear: "The United States recognizes that all Chinese on both sides of the Taiwan Strait consider that there is only one China, and that Taiwan is part of China." The United States Government does not dispute this position. ”

In the "Communiqué on the Establishment of Diplomatic Relations" issued by the US side in 1978, it clearly stated: "The United States of America recognizes the Government of the People's Republic of China as the sole legitimate government of China. The Government of the United States of America recognizes China's position that there is only one China and that Taiwan is part of China. ”

In the August 17 communiqué issued in 1982, the United States clearly stated: "In the joint communiqué on the establishment of diplomatic relations on January 1, 1979 issued by the Government of the People's Republic of China and the Government of the United States of America, the United States of America recognized the Government of the People's Republic of China as the sole legitimate government of China and recognized China's position that there is only one China and that Taiwan is a part of China. The U.S. government has no intention of violating China's sovereignty and territorial integrity, has no intention of interfering in China's internal affairs, and has no intention of implementing the 'two Chinas' or 'one China, one Taiwan' policy. ”

"The U.S. government declares that it does not seek to implement a long-term policy of arms sales to Taiwan, that the weapons it sells to Taiwan will not exceed the level of supply in recent years after the establishment of diplomatic relations between China and the United States, and that it is prepared to gradually reduce its arms sales to Taiwan and lead to a final settlement after a period of time." In making such a statement, the United States recognizes China's consistent position on resolving this issue once and for all. ”

◆ The US side has not earnestly abided by the commitments it made on the Taiwan issue, but has continued to turn back the clock in history.

Politically, the US side has successively stuffed the so-called "Taiwan Relations Act" and "Six Guarantees to Taiwan" into the one-China policy expression, and the PREFIX of the US policy expression is increasing. These two prefixes were unilaterally concocted by the US side, violating its own commitments in the three Sino-US joint communiques, as well as the one-China principle affirmed by the UN General Assembly in resolution 2758 and universally observed by the international community. The US side has also violated its commitment to maintain only unofficial relations with Taiwan and continuously improve the level of us-Taiwan contacts. In recent years, senior officials and members of Congress such as the US Secretary of Health and Human Services, deputy secretary of state, and congressmen have visited Taiwan one after another. The US ambassador to foreign countries has also met with Taiwan's so-called "representatives" in the local area on many occasions.

Militarily, the US side has violated its commitment to gradually reduce arms sales to Taiwan and after a period of time leading to a final settlement, has never stopped arms sales to Taiwan, and the scale and performance of weapons have even been continuously improved, including offensive weapons such as anti-radiation missiles, heavy torpedoes, and F-16V fighters, with a total of more than 70 billion US dollars in arms sales so far. Reuters and others also reported that members of the US special operations forces have been temporarily rotating taiwan to train Taiwan troops.

Since 2021, the US leader has publicly stated three times that if there is a war in the Taiwan Strait, the United States will assist in the defense of Taiwan.

Internationally, the United States continues to help Taiwan expand the so-called "international space." Recently, the US side has spread the fallacy that General Assembly Resolution 2758 has not resolved Taiwan's status in the international arena, claiming that all countries have the right to define their own one-China policy framework, and has also vigorously encouraged Taiwan to participate in the 75th World Health Assembly as an observer, and even jumped to the front desk to help Taiwan "Gubang".

◆ What the US side has done violates the US commitment that it has no intention of implementing the "two Chinas" or "one China, one Taiwan" policy. Former U.S. Secretary of State Henry Kissinger said at the 2022 World Economic Forum in Davos that "the United States should not adopt sophistry or incremental approaches to develop the 'two Chinas' solution, and the agreement reached when China and the United States establish diplomatic relations as I understand it is that the United States will pursue the one-China principle." Adhering to the one-China principle is crucial. ”

◆ The DPP authorities in Taiwan stubbornly push forward the separatist act of "Taiwan independence" and the United States has instigated and supported the "Taiwan independence" forces openly and covertly; this is the root cause of the current tension in the Taiwan Strait. To stop the development of the "Taiwan independence" tendency and to curb the collusion between the United States and Taiwan is to safeguard peace in the Taiwan Strait and the world. The one-China principle cannot be shaken, China's sovereignty and territorial integrity brook no infringement, and the red line of "two Chinas" and "one China, one Taiwan" must not be trampled upon. China has full confidence, full capacity and full preparation to resolutely curb "Taiwan independence" separatist activities, resolutely thwart all external interference, and resolutely safeguard national sovereignty and territorial integrity. The US side should scrupulously abide by the stipulations of the three Sino-US joint communiques, pursue a genuine one-China policy, implement its commitments of not supporting "Taiwan independence," earnestly reflect on and correct its erroneous words and deeds of constantly regressing, and refrain from playing with fire on the Taiwan issue, otherwise it will seriously endanger peace and stability in the Taiwan Strait and seriously damage Sino-US relations, and the United States itself will pay an unbearable price for this.

Myth 8: The United States joins the rest of the world and people in opposing the "genocide" and "crimes against humanity" in the Xinjiang region. More than 1 million people in Xinjiang have been placed in internment camps because of their ethnic minority status and religious beliefs.

The truth of the matter: The human rights of the people of all ethnic groups in Xinjiang are fully guaranteed, and there is no "genocide" and "crimes against humanity" at all. The US side's repeated spread of Xinjiang-related lies is entirely an excuse to smear and suppress China.

Xinjiang-related issues are not human rights issues at all, but anti-violent terrorism and anti-separatist issues. According to incomplete statistics, from 1990 to the end of 2016, thousands of violent terrorist cases (incidents) occurred in Xinjiang, resulting in the murder of a large number of innocent people, the death of hundreds of public security policemen, and the incalculable property damage.

In the face of the real threat of terrorism and extremism, Xinjiang has taken decisive measures to carry out the fight against terrorism and de-extremification in accordance with the law, and at the same time has effectively curbed the frequent occurrence of terrorist activities by focusing on improving people's livelihood, strengthening publicity and education on the legal system, and establishing vocational skills education and training centers (hereinafter referred to as "education and training centers") in accordance with the law to help and educate. Xinjiang has not had any violent terrorist cases for more than 5 consecutive years, social security is stable, development has continued to improve, and the safety of people of all ethnic groups has been effectively guaranteed.

◆ Xinjiang's "genocide" is an outright "lie of the century." Over the past 60 years in China's Xinjiang region, the total Uighur population has grown from 2.2 million to about 12 million, and life expectancy has increased from 30 to 75 years.

At present, the overall social situation in Xinjiang is stable, the people live and work in peace and contentment, and unprecedented achievements have been made in economic and social development and the improvement of people's livelihood. From 2014 to 2019, Xinjiang's GDP increased from 919.59 billion yuan to 1,359.71 billion yuan, an average annual growth rate of 7.2%. The per capita disposable income of Xinjiang residents increased by an average annual rate of 9.1%. Decisive achievements have been made in poverty alleviation. Under the current standards, all 3.089 million poor people have been lifted out of poverty, and the problem of absolute poverty in Xinjiang has been historically solved.

The lawful rights and interests of the people of all ethnic groups in Xinjiang have been effectively protected. All ethnic groups, regardless of their size, have the same legal status and enjoy the rights of freedom of religious belief and to participate in the management of state affairs, to receive education, to use their own language and writing, and to inherit their traditional culture.

◆ In July 2019, the Permanent Representatives of more than 50 countries in Geneva jointly sent a letter to the President of the UN Human Rights Council and the High Commissioner for Human Rights, positively evaluating China's achievements in counter-terrorism, de-radicalization and human rights protection. In October 2019, more than 60 countries spoke during the 74th session of the Third Committee of the Ungalacto General Assembly, praising the tremendous human rights progress in Xinjiang, China. In June 2021, more than 90 countries supported China at the Human Rights Council by speaking jointly or individually. In the same period, Canada took the lead in attacking China on Xinjiang-related, Hong Kong-related, Tibet-related issues, and only more than 40 countries echoed it, and none of them were Muslim countries.

◆ In recent years, more than 2,000 experts, scholars, journalists, diplomats, religious figures and other people from all walks of life from more than 100 countries have visited Xinjiang and witnessed the unity, harmony, joy and harmony of the people of all ethnic groups in Xinjiang.

◆ The so-called "genocide" in Xinjiang is completely a lie concocted by anti-China forces, and its representative is the German anti-China scholar Zheng Guoen. Zheng Guoen is a member of the "Memorial Foundation for the Victims of Communism," a far-right organization established by the US government, and is also the backbone of the anti-China organization manipulated by the US intelligence agencies, and even more a racist. Zheng Guoen's "research" is full of loopholes, full of a large number of fabricated facts, falsified data, does not have any academic background, and cannot pass any academic publication review. For example, there is a chart in its "paper" that claims that women in Xinjiang receive between 800 and 1,400 IUD implants per capita per year. This means that women in Xinjiang are subjected to 4 to 8 IUD insertion surgeries per person per day, which is completely contrary to common sense.

On June 29, 2020, the Jamestown Foundation released a so-called "research report" fabricated by Zheng Guoen, falsely claiming that the Chinese government is suspected of "genocide" against ethnic minorities in Xinjiang.

After the "report" was thrown out, US politicians, including then US Secretary of State Pompeo, US State Department Ambassador-at-Large for International Religious Freedom Brownback, Senator Rubio, And Rep. McGovern, quickly joined the hype and talked about the so-called "genocide" issue. Since then, Rubio, McGovern, and US Senators Corning and Menández have demanded that the US government designate the Chinese government's Xinjiang policy as "genocide" . On January 19, 2021, the last day of the previous U.S. administration, Pompeo announced that the Chinese government had "committed crimes against humanity against ethnic minorities and religious minorities such as uighurs" and "committed genocide" in Xinjiang, when lawyers in the U.S. State Department's Office of Legal Counsel found the findings untenable. After taking office, the current US administration has followed the position of the previous administration and continued to slander the "genocide" in Xinjiang, further exposing the true face of the US side in using the human rights issue to engage in political manipulation.

◆ The anti-China separatist organization "World Uyghur Council" manipulated "actors" such as Shayilaguri Shawutibay and Tursun Nayi Ziyaoden to give perjury and spread all kinds of lies about being "persecuted." So far, the Xinjiang Uygur Autonomous Region has held more than 70 Xinjiang-related press conferences to expose the lies spread by anti-China forces with facts. Some of these hired "actors" claim to have been forcibly sterilized in education and training centers, but have never actually studied in education and training centers; Some claim that their relatives and friends in Xinjiang have "disappeared" and "disappeared", but in fact they are living normally in society.

◆ The Chinese Rights Defenders Network, a U.S.-backed NGO, was the first to raise and spread the fallacy that "education and training centers hold millions of Uighurs." Based on interviews and rough estimates of eight Uighurs, the group came to the absurd conclusion that "10 percent of the 20 million people in Xinjiang are detained in 're-education camps.'"

There is no difference in nature between the education and training centers in Xinjiang and the de-radicalization centers, community corrections, transformation and disengagement programs promoted by many countries around the world. Practice has proved that this is a successful exploration of preventive counter-terrorism and de-radicalization, which is fully in line with the principles and spirit of a series of counter-terrorism resolutions, such as the United Nations Global Counter-Terrorism Strategy and the United Nations Action Plan to Prevent Violent Extremism. The education and training center has enhanced the trainees' ability to use the national common language and writing and employability, and enhanced the trainees' awareness of the country, citizenship and the rule of law. In October 2019, all the students of the education and training center graduated. Most of the trainees who have completed the course have achieved stable employment by choosing their own jobs, starting their own businesses, or employing with the help of the government.

◆ The accusations and accusations of the human rights issue in Xinjiang by the United States and Western countries ignore the basic facts of human rights protection and development in Xinjiang, and are completely a tool for achieving their strategic goal of "using Xinjiang to control China".

In August 2018, Lawrence Wilkerson, former U.S. Secretary of State Powell's chief of staff and former Army Colonel, publicly stated that one of the triple purposes of the U.S. presence in Afghanistan is to contain China: "The best way for the CIA to destabilize China is to create instability in China." Together with those Uighurs, beijing was stimulated, and China was brought down directly from within without external force. ”

Myth 9: The Chinese Communist Party uses national security as a cover to impose harsh, anti-democratic measures in Hong Kong. Beijing's suppression of freedom in Hong Kong violates China's commitments in the Sino-British Joint Declaration.

The truth of the matter: The essence of the US attack on smearing the Hong Kong National Security Law is to meddle in Hong Kong affairs and use Hong Kong as a "bridgehead" for infiltration and interference in the mainland. Hong Kong is China's Hong Kong, and Hong Kong affairs are purely China's internal affairs and brook no interference by the US side.

◆ The United States has long colluded with anti-China and chaotic Hong Kong forces in Hong Kong, interfered in Hong Kong's political agenda, constantly intensified social contradictions, and even directly intervened in Hong Kong affairs. The US Consul General in Hong Kong has openly accused the Hong Kong SAR government of amending the law and "one country, two systems." Officials from the U.S. Consulate General in Hong Kong also met with the leaders of the chaos in Hong Kong. The Hong Kong rioters openly admitted that they talked with the US side about the legislative process of the "Hong Kong Human Rights and Democracy Act" and urged the United States to stop exporting tear gas and rubber bullets to the Hong Kong police.

◆ The US National Endowment for Democracy and other US government "white gloves" funded and instigated anti-China and chaotic Hong Kong elements to smash and burn in the name of striving for so-called democracy and freedom, violently stormed the Hong Kong Legislative Council building, and even personally took to the streets to take command in an attempt to stage a "color revolution" in Hong Kong. The National Foundation for Democracy of the United States, mainly through its subsidiary the American Association for Democracy in International Affairs, contacts with Hong Kong opposition political groups and organizations, has funded the opposition to instigate the "July 1st Parade", blocked the "23 Articles of Legislation", funded Hong Kong opposition political groups to participate in workshops and seminars, provided personal advice to the leaders of various political groups, taught election skills, carried out the so-called "Young Political Leaders Program", cultivated emerging political groups to oppose the government, plotted a "five-district referendum" with opposition legislators, instructed and funded the Hong Kong opposition, Radical youth cadres planned illegal "Occupy Central" operations, etc.

According to the official website of the National Endowment for Democracy in the United States, in 2020, there are 11 Hong Kong-related funds, of which disrupting the Legislative Council election is an important task, focusing on the project of "strengthening citizens' supervision of elections", providing technical and financial assistance for newly established chaotic Hong Kong groups, and encouraging them to disrupt the Legislative Council election by supervising elections and competing for voting rights; The "Broadening the Horizons of Citizens' Political Participation" project to collect and disseminate opinion findings on democratic development and induce Hong Kong youth to share their political participation experiences through the Internet; The "Solidarity in Support of Student Activists" project, which promotes interconnection among Student Groups in Hong Kong in the run-up to the Legislative Council elections, guides and trains their ability to promote "democratic change" and advocate internationally, and participate in disrupting the electoral order; The "Building Regional Solidarity and Empowerment of the Hong Kong Democracy Movement" project strengthens the "Democracy Movement" in Hong Kong through the Network, cultivates the next generation of Hong Kong "Activist Leaders", and lays a "Democracy Movement" network in Asia.

◆ U.S. officials called the U.S. protesters' storming of Capitol Hill a "violent incident" and a "disgrace," while calling the violent crime of maiming Hong Kong citizens and damaging public facilities a "beautiful landscape." The US police dispatched armored vehicles to disperse the demonstrators, beat and drove away the sit-in demonstrators by indiscriminate force, deliberately induced the demonstrators to take to the roadway and caused illegal facts, and arrested them, but described the Hong Kong SAR Government's protection of citizens' rights and social order in accordance with the law as a "violation" of human rights. This once again shows what is a hypocritical "American-style double standard", and once again exposes the US attempt to undermine Hong Kong's prosperity and stability and contain and suppress China in the name of "human rights" and "democracy".

◆ Looking back at the more than 150 years of British colonial rule, There is no democracy in Hong Kong, no Governor of Hong Kong is democratically elected by the people of Hong Kong, and most of the time the members of the legislature are directly appointed by the Governor of Hong Kong. In sharp contrast, after Hong Kong's return to the motherland, according to the Basic Law, Hong Kong enjoyed administrative, legislative, independent judicial, and final adjudication powers; Hong Kong people are masters of their own affairs according to law and manage affairs within the scope of the SAR's high degree of autonomy; and Hong Kong residents enjoy a wide range of democratic rights and freedoms as never before, a fact that anyone who does not hold prejudice will admit.

◆ The legislative purpose of the Hong Kong National Security Law is to plug the legal loopholes in Hong Kong in safeguarding national security, and it is a legitimate and necessary move to deal with Hong Kong's violent terrorist activities and illegal interference by external forces. The constitutions of more than 100 countries in the world stipulate that the exercise of fundamental rights and freedoms must not endanger national security. The International Covenant on Civil and Political Rights stipulates that the rights to freedom of belief, freedom of expression, freedom of peaceful assembly and public trial may be subject to necessary restrictions on grounds of national security, public order, etc. Similar provisions exist in the European Convention on Human Rights.

The Hong Kong National Security Law only targets four types of criminal acts: separatism, subversion of state power, terrorist activities, and collusion with foreign or foreign forces to endanger national security. Legislation is conducive to better protecting the rights and freedoms enjoyed by Hong Kong residents in accordance with the law, better protecting the high degree of autonomy enjoyed by Hong Kong in accordance with the law, creating conditions for resolving deep-seated contradictions such as the economy and people's livelihood, and also conducive to maintaining Hong Kong's legal environment and business environment, eliminating the concerns of business people about social chaos, and creating better conditions for people around the world who are willing to work, invest and live in Hong Kong.

In the past two years since the implementation of the Hong Kong National Security Law, Hong Kong's rule of law has been effectively improved and better protected, the Hong Kong Rule of Law Index continues to rank among the best in the world, foreign investors' confidence in Hong Kong has been further enhanced, and Hong Kong has shown a bright prospect from chaos to governance and prosperity. The AmCham Hong Kong's "2022 Business Outlook Survey" released earlier this year showed that the number of companies in Hong Kong who are optimistic about Hong Kong's business prospects increased by 18% compared with the previous year, and the number of pessimistic companies in Hong Kong decreased by 17%.

◆ The chinese government's legal basis for governing Hong Kong is the Chinese Constitution and the Hong Kong Basic Law, which has nothing to do with the Sino-British Joint Declaration. With the return of Hong Kong to China in 1997, the provisions relating to the British side stipulated in the Sino-British Joint Declaration have been fully fulfilled. The basic principles and policies of the Sino-British Joint Declaration on Hong Kong are China's policy declarations, which have been fully embodied in the Basic Law formulated by the Npc. China's relevant policies have not changed, and China will continue to insist on it. The Sino-British Joint Declaration does not give Britain the right to assume any responsibility or interfere in Hong Kong's affairs after Hong Kong's return to the motherland. The British side has no sovereignty, no right of governance or no right of supervision over Hong Kong after the reversion. The Sino-British Joint Declaration is a Sino-British bilateral document, which does not involve other countries and has nothing to do with third countries. Sovereign equality and non-interference in internal affairs are the basic norms of international law and international relations, and other countries and organizations have no right to interfere in Hong Kong affairs under the guise of the Sino-British Joint Declaration.

The Chinese Central Government has always unswervingly implemented the principle of "one country, two systems". Since Hong Kong's return to the motherland, the principles of "one country, two systems," "Hong Kong people governing Hong Kong," and a high degree of autonomy have been earnestly implemented, and universally recognized achievements have been made. Practice has fully proved that "one country, two systems" is the best institutional arrangement for maintaining Hong Kong's long-term prosperity and stability. The central government will continue to ensure that the principle of "one country, two systems" will not change or waver, and that the practice of "one country, two systems" will not be deformed or deviated.

◆ The United States ignores the objective facts that Hong Kong's democracy and the pre-handover period are not the same as before, moves against the mainstream public opinion of Hong Kong's social unity and progress, points fingers and feet in the tone of a democratic "teacher," and makes irresponsible remarks about Hong Kong's high degree of autonomy and human rights and freedoms.

Myth 10: China claims to defend sovereignty and territorial integrity, but stands with the Russian government, which is blatantly violating sovereignty and territorial integrity, defending Russia.

The truth of the matter: China has always adhered to an objective and fair position on the Ukraine issue, which is consistent with the position of most countries. The promotion of cold war mentality and power politics is the root cause of the Crisis in Ukraine. The United States should earnestly shoulder its due responsibilities and take practical actions to ease the situation and solve the problem.

◆ The United States has broken its commitments and continuously promoted NATO's eastward expansion, which is the initiator of the Ukraine crisis.

In 1990, when using then-Secretary of State Beck met with Gorbachev, he made a clear commitment to NATO that "not an inch would advance eastward." However, under the leadership of the United States, NATO expanded eastward five times after 1999, increasing the number of member states from 16 to 30, advancing more than 1,000 kilometers to the east, reaching the Russian border and achieving a "C" shape around the Black Sea.

In 1997, George Kennan, a former U.S. diplomat and Soviet observer, wrote in The New York Times that NATO's continued expansion into Russia "would be the deadliest mistake in U.S. policy throughout the post-Cold War era."

In 2014, former US Secretary of State Henry Kissinger wrote in the Washington Post that if Ukraine wants to survive and develop, it should not join NATO, should not choose between the West and the East, should not become an "outpost" between one side against the other, but should become a "bridge" connecting the two sides.

Attending the 2022 annual meeting of the World Economic Forum in Davos, Kissinger said Ukraine, which was supposed to be a bridge between East and West, has not been able to achieve it now. Russia has been an important part of Europe for 400 years, and at critical junctures, It has been the defender of Europe's balance of power structure, and European leaders should not neglect long-term relations.

Us experts on international issues have published articles pointing out that the major decision-making mistakes of the United States on NATO's eastward expansion have led to the deterioration of relations with Russia, and the US government should bear considerable responsibility. He also said that some US officials leaked high-profile and even boasted that it was "extremely stupid" to share us-Ukrainian intelligence. He stressed that "the United States instigating the Russian-Ukrainian conflict means greater and greater danger."

Claire Daly, a member of the European Parliament, said the United States was constantly adding fuel to the fire on Ukraine with the aim of weakening and profiting from Russia, and Europe would pay a heavy price for it. At present, the Russian-Ukrainian conflict continues, and there is still no dawn of peace, the key reason is that "the United States does not want Russia and Ukraine to reach a peace agreement."

Former U.S. Senator Bill Bradley pointed out that the biggest mistake the United States made in the late 1980s and early 1990s was NATO's eastward expansion.

Former U.S. Rep. Gabbard said in an interview that Biden could easily stop the war by simply saying a pledge not to admit Ukraine to NATO, but he did not do so.

For many years, the United States has pursued interventionism and wantonly violated the sovereignty of Iraq, Afghanistan, Serbia, Syria and other countries. Alfred de Zayas, a senior expert at the United Nations, said in an exclusive interview that from the perspective of international law, Russia's military operations in Ukraine violate the UN Charter, but many of the actions of the United States and NATO over the years have actually violated international law, which has set a "permissible precedent" for Russia's current behavior in international customary law.

◆ The United States has been fanning the flames on the Ukraine issue, not only not to persuade peace and promote talks, but to continue to provide weapons to the Ukrainian side, promote the escalation of tensions, lead to the expansion, long-term and complication of the conflict, and fully expose the selfish nature of the United States.

On April 25, 2022, U.S. Defense Secretary Austin said after a visit to Ukraine that the United States wanted to use the war to "weaken Russia."

In late May of the same year, on the basis of the original $13.6 billion in aid to Ukraine, the U.S. Congress voted to approve more than $40 billion in military and economic assistance to Ukraine, which has exceeded 70% of the combined military expenditure of Russia and Ukraine in 2021.

The Russian-Ukrainian conflict has dragged on so far, while Europe is bearing heavy political, economic and social costs, the United States is reaping dividends, arms dealers, food and energy companies are making a lot of money, such as the market value of the US military giants surged by hundreds of billions of dollars, and the price of liquefied natural gas exported to Europe is more than 10 times higher than a year ago.

The Russian-Ukrainian conflict has triggered an influx of more than 6.5 million Ukrainians into its European neighbors, triggering an unprecedented refugee crisis. In March 2022, the United States admitted only 12 Ukrainian refugees. Thousands of Ukrainian refugees are stranded on the U.S.-Mexico border, and many are detained by the United States. While the United Nations and the international community called for an end to the conflict as soon as possible, some people in the United States said they would "fight to the last Ukrainian."

◆ Sino-Russian relations are non-aligned, non-confrontational, and not aimed at third parties; they draw ideological lines with the United States and a few other Western countries, pursue the Cold War mentality of neither friend nor enemy, and cobble together so-called "alliances," pull together gangs and gangs to engage in "small circles" and group politics, and create confrontation and splittism.

The Sino-Russian Joint Statement issued on February 4, 2022 calls for safeguarding the common values of all mankind of peace, development, fairness, justice, democracy and freedom, respecting the right of people of all countries to independently choose the path of development and the sovereign, security and development interests of all countries, safeguarding the international system with the United Nations at its core and the international order based on international law, practicing true multilateralism in which the United Nations and the Security Council play a central coordinating role, promoting the democratization of international relations, and achieving world peace, stability and sustainable development.

◆ As a responsible major country, China insists on proceeding from the merits of the matter itself on the Ukraine issue and making judgments independently and autonomously. China has been campaigning for world peace, doing its best for international security, and is committed to persuading peace and promoting talks to cool down the situation. China maintains that the sovereignty and territorial integrity of all countries should be respected, the purposes and principles of the Charter of the United Nations should be respected, the legitimate security concerns of all countries should be taken seriously, and all efforts conducive to the peaceful settlement of crises should be supported. China's position is objective and fair and is in line with the aspirations of most countries.

◆ Of the 233 sovereign countries and regions in the world, 185 have not participated in sanctions against Russia. Of the more than 190 member states of the United Nations, more than 140 countries, including NATO member Turkey, have not participated in sanctions against Russia. The ratio of the population of countries and regions in the world that do not participate in sanctions against Russia to the population of countries that participate in sanctions against Russia is 6.5 billion: 1.1 billion. Of these, 4.8 billion are explicitly opposed to sanctions.

According to a survey by the British magazine The Economist, about two-thirds of the world's population does not support the Western position on Ukraine.

Myth 11: The United States has formed a new alliance in the "Indo-Pacific" region to strengthen peace and stability in the "Indo-Pacific" region and launch an "Indo-Pacific economic framework" that promotes prosperity. The United States shares a common vision with the countries and peoples of the "Indo-Pacific" region: to build a "free and open Indo-Pacific region."

Truth: The so-called vision of the United States to establish a "free and open Indo-Pacific region" is essentially a strategy of creating division, inciting confrontation and undermining peace, which runs counter to the trend of the times of peaceful development and win-win cooperation in the Asia-Pacific region.

◆ The US government's "Indo-Pacific strategy" says one thing and does another: It claims to promote regional "freedom and openness," but in fact it is gathering allies to put forward the "Five-Eyes Alliance," the "Four-Sided Mechanism," the "Trilateral Security Partnership," the Bilateral Alliance, and the "Indo-Pacific Economic Framework, the Five-Four-Three-Two-One Chain Array," vigorously engaging in a closed and exclusive "small circle, and forcing regional countries to choose sides."

The Trilateral Security Partnership has helped Australia develop nuclear-powered submarines, cooperate in the development of hypersonic weapons, and provoke a regional arms race. Under the guise of opposing illegal fishing and maintaining the resilience of supply chains, the "four-sided mechanism" has vigorously promoted military cooperation and intelligence sharing. The United States has also pushed NATO to invade the Asia-Pacific region. These are all trying to piece together the "Asia-Pacific version of NATO" and promote "integrated deterrence" against China.

◆ The "Indo-Pacific Strategy" has aroused more and more vigilance and concern in the international community, especially in the Asia-Pacific region. In April 2021, New Zealand Foreign Minister Mahuta said New Zealand was uncomfortable with the Five Eyes Alliance's expansion of its authority by pressuring China and was still inclined to develop bilateral relations with China, the BBC reported. At the U.S.-ASEAN special summit, ASEAN countries jointly stressed the need for peace and cooperation, not to choose sides, and not to split and confront.

◆ The United States claims to ensure that the United States wins the competition in the 21st century through the "Indo-Pacific economic framework", indicating that the "framework" first serves the US economy. The United States has long shelved the construction of the Asia-Pacific Free Trade Area, withdrawn from the "Trans-Pacific Partnership Agreement", and did not participate in the "Comprehensive and Progressive Trans-Pacific Partnership Agreement", which is entirely based on the consideration of the us own interests.

The "framework" is a political tool for the United States to maintain regional economic hegemony, the essence of which is to deliberately exclude specific countries by controlling the supply chain value chain and controlling new economic formats, politicizing, weaponizing, and ideologizing economic issues, and using economic means to coerce regional countries to take sides between China and the United States.

U.S. Trade Representative Dai Qi publicly declared that the "Indo-Pacific economic framework" is an "arrangement independent of China." U.S. Commerce Secretary Raimondo has publicly stated that the "framework" marks the leadership of the United States in reshaping the regional economy and providing a "replacement for China" for regional countries. Lei also said the "framework" would include "poison pill" provisions such as coordinated export controls, such as "restrictions on exports of sensitive products to China."

The "framework" attempts to establish US-led trade rules, reorganize the industrial chain system, and let regional countries and China "decouple and break the chain" in economic and technological aspects. Many regional countries are worried about this, believing that "decoupling" from China will pay a great price. Former Malaysian Prime Minister Mahathir Mohamad said that any trade union that excludes the world's second-largest economy is not conducive to strengthening multilateral trade cooperation in the "Indo-Pacific", and that the US side's failure to include China in the "framework" is not an economic issue, but a political issue.

◆ Although the "framework" is called "menu-style" cooperation, it does not care about the development level and actual needs of regional countries, and is almost "dime a dozen" in areas such as tariff concessions and market access that facilitate the benefit of developing countries, but forces countries to accept the so-called high standards of the United States and their own unilateral agenda, only paying attention to their own concerns and ignoring the needs of all parties, and there is no reciprocity to speak of.

The US Center for Strategic and International Studies released the "Regional Perspective of the Indo-Pacific Economic Framework" report, which pointed out that the "framework" only reflects the expansion of the US economic presence in the region, but fails to solve the most concerned issues of regional countries, and regional countries are generally worried that the "framework" is only a one-way benefit for the United States, and regional countries will bear a heavy development burden after joining.

Myth 12: China has declared itself to establish a sphere of influence in the Pacific to advance illegal maritime activities in the South China Sea, undermining peace and security, freedom of navigation, and commercial activities. The United States will continue to oppose China's offensive and illegal activities in the South china sea and east China Sea. The United States, together with its allies and partners, will support the littoral states in the region in asserting their maritime rights, support freedom of navigation and overflight, and will continue to sail and fly within the scope permitted by international law.

Truth of the matter: China has always adhered to the path of peaceful development, adhered to the Five Principles of Peaceful Coexistence, and opposed the use of the big to bully the small and bully the weak. The US side hypes the "China threat theory" and uses the so-called "freedom of navigation" as an excuse to undermine China's sovereignty, security and maritime rights and interests, which is a real threat to regional peace and stability.

◆ China has always advocated equality for all countries, large and small, respected the development path chosen by all countries to suit their national conditions, and never sought to establish any sphere of influence. China pursues a defensive national defense policy and a military strategy of active defense. China's military development is aimed at safeguarding national sovereignty, security and development interests, and is not aimed at any country. The growth of China's military strength is the growth of the world's peace forces.

◆ China was the first to discover, name and exploit the South China Sea Zhudao and related sea areas, and was the first to exercise sovereignty and jurisdiction over the South China Sea Zhudao and related waters in a sustained, peaceful and effective manner. China's sovereignty over the South China Sea zhudao and its related rights and interests in the South China Sea were established in the long course of history, have sufficient historical and legal basis, have been upheld by successive Chinese governments, and have been universally recognized by the international community. After the end of World War II, in accordance with the provisions of the 1943 Cairo Declaration and the 1945 Potsdam Proclamation, China recovered the territories illegally occupied by Japan, such as the Paracel Islands and the Spratly Islands, and declared its sovereignty and strengthened its jurisdiction by compiling place names, publishing maps, administrative structures, and military garrisons. China's restoration of sovereignty over the South China Sea Zhudao is not only a legitimate and legitimate inheritance of the inherent rights formed in history, but also a part of the post-World War II international order, which has been widely recognized by all countries in the world, including the United States.

◆ At present, with the joint efforts of China and ASEAN countries, the situation in the South China Sea has remained generally stable. All parties adhere to the comprehensive and effective implementation of the Declaration on the Conduct of Parties in the South China Sea, strengthen dialogue, properly handle differences, deepen cooperation, enhance mutual trust, actively promote consultations on the Code of Conduct in the South China Sea, jointly safeguard peace and stability in the South China Sea, and inject positive energy into regional and global security, stability, and prosperity. Since the outbreak of the epidemic, all parties have held offline meetings of senior officials to implement the Declaration, and held 10 joint working group meetings by video to continuously promote the consultation on the text of the Guidelines. Recently, all parties overcame the difficulties of the epidemic and held the first offline consultation in Cambodia since the epidemic. These positive developments have fully demonstrated the determination and belief of regional countries to firmly promote the consultation on the "CoL".

◆ China respects and supports the freedom of navigation and overflight enjoyed by all countries in the South China Sea in accordance with international law, and actively safeguards the safety and smoothness of international shipping routes. In fact, the South China Sea is currently one of the safest and freest sea lanes in the world. 50% of the world's merchant ships and 1/3 of the sea trade sail through the sea, and more than 100,000 merchant ships pass through the sea every year. Freedom of navigation and overflight in the South China Sea has never been an issue.

◆ Diaoyu Dao and its affiliated islands are china's inherent territory. China's patrol law enforcement in the waters of the Diaoyu Dao is a legitimate measure for China to exercise its sovereignty in accordance with the law and a necessary response to Japan's abusive and provocative actions. The Chinese government firmly upholds national sovereignty and territorial integrity, and no country or force should misjudge this. At the same time, China has always been committed to properly handling and resolving issues through dialogue and consultation, and has made great efforts to stabilize the maritime situation. In 2014, China and Japan reached a four-point consensus on handling and improving China-Japan relations, including a clear agreement on the control of the situation in the Diaoyu Dao and the East China Sea.

◆ The United States is keen on the "Monroe Doctrine", engages in power politics and hegemonic bullying, and wantsonly undermines the international maritime order in order to maintain its supremacy at sea. The United States has only been at war for 16 years in its more than 240-year history since its founding, and has more than 800 overseas military bases in 80 countries and regions around the world; Military expenditure ranks first in the world for many years, accounting for about 1/4 of the world's total military expenditure, equivalent to the sum of the military expenditure of the next 9 countries. Recently, the United States submitted about $813 billion in draft defense budgets for fiscal year 2023. Maintaining such a huge military expenditure for many years is the "step-by-step challenge" for the united states to the world.

The United States, in disregard of the historical longitude and objective facts of the South China Sea issue, deliberately provokes disputes over territorial sovereignty and maritime rights and interests in the South China Sea, and stirs up relations between regional countries, is the greatest saboteur of stability in the South China Sea and the biggest driver of militarization in the South China Sea. According to statistics from professional organizations, compared with more than a decade ago, the number of us approaching Military Reconnaissance to China has more than doubled. At present, there are about 5 ships cruising offshore China every day. Since the beginning of this year, US warships have crossed the Taiwan Strait once a month on average, and large reconnaissance planes have conducted more than 800 reconnaissance missions to China and repeatedly violated China's territorial airspace. The US side also encouraged its allies and partners to sail warships to this area of the sea, lest there be no chaos in the South China Sea.

On October 2, 2021, the US nuclear submarine "Connecticut" had an impact accident while diving in the South China Sea. A week after the accident, the U.S. issued an ominous statement saying that the nuclear submarine had hit an unknown object. Nearly a month after the accident, the US side said that it hit an "unknown submarine mountain". It was not until May 23, 2022, that the U.S. Navy released the final investigation report of the accident, but it never made a clear explanation of the serious concerns and doubts of the outside world, such as the navigation intention of the nuclear submarine, the specific location of the accident, whether it was in the exclusive economic zone or even territorial waters of other countries, whether it caused nuclear leakage and damage to the marine environment.

◆ In 1979, the United States launched the "Freedom of Navigation Program" before the "United Nations Convention on the Law of the Sea" was reached, that is, without joining the United Nations Convention on the Law of the Sea, to maintain to the greatest extent the "freedom" of THE US military forces to run rampant in the oceans and challenge the new maritime order. The so-called "freedom of navigation plan" does not conform to universally recognized international law, ignores the sovereign security and maritime rights and interests of many coastal states, and seriously endangers regional peace and stability.

Myth 13: Chinese government officials spread false information.

Fact: China is the biggest victim of disinformation, and the United States is the biggest source of spreading disinformation.

◆ The Sharp confrontation between the Republican Party and the Democratic Party in the United States, politicians lying, attacking each other, and throwing the pot and shirking blame have become a kind of political ecology in the United States. According to a survey conducted by the Associated Press-NORC Center for Public Affairs Research and the Pearson Institute at the University of Chicago, nearly half of respondents believe the U.S. government is responsible for spreading disinformation.

◆ The United States has repeatedly used false information to launch multiple wars around the world and achieve hegemonic attempts. U.S. Secretary of State Powell accused Iraq of possessing weapons of mass destruction with a tube of "laundry detergent" as evidence, and accused the Syrian government of using biological and chemical weapons against its own people with a "white helmet" pose video.

In 2019, then-US Secretary of State Pompeo publicly declared: "We lie, we cheat, we steal." We also have a course dedicated to teaching these. This is the glory of the United States' continuous exploration and progress. ”

On May 4, 2022, U.S. Republican Senator Rand Paul bluntly said at a congressional hearing: "Do you know who is the biggest spreader of disinformation in the history of the world?" U.S. Government. ”

◆ The US political circles manipulate the media, seriously hurting the credibility of the media. A Gallup 2020 survey showed that as many as 60% of Americans do not trust the media, of which 33% are completely distrustful of the media, 5 percentage points higher than in 2019.

◆ The United States has repeatedly concocted a large number of lies and rumors on the traceability of the new crown virus, Xinjiang-related, Tibet-related, Hong Kong-related, democracy and human rights, such as "laboratory leakage theory", "genocide", "forced labor", etc., and these lies have been exposed by facts.

Since the outbreak of the Russian-Ukrainian conflict, the United States, in order to shirk the responsibility for the conflict caused by NATO's eastward expansion, has continuously spread false information related to China and made groundless accusations and attacks on the Chinese side. For example, the New York Times reported that "anonymous senior officials from the United States" said that China was aware of Russia's military operations against Ukraine. Greenfield, the permanent representative of the United States to the United Nations, said at the relevant meeting of the United Nations Security Council that China has spread false information in support of Russia. This is a complete fabrication. At the same time, the United States has vigorously blocked dissident voices, adding "special logos" to tweets that forward links to Chinese media reports, while turning a blind eye to the real fake Western media.

◆ The United States uses false information as a political tool to exert pressure on China's attacks, and has formed an industrial chain of anti-China public opinion of "black gold, black theory, and black mouth". On the surface, anti-China rhetoric comes from some media and politicians, but in fact, there is a huge capital-driven chain behind it. Some Us and Western institutions and organizations provide political "black gold" and continuously fund anti-China groups and individuals. Some think tanks and academic institutions concoct "black theory" to shape anti-China international public opinion through western discourse hegemony. Politicians and the media act as "black mouths" and widely spread lies and fallacies related to China.

Typical representatives of the "manufacturing plant" of the above-mentioned China-related lies are Zheng Guoen, the initiator of a large number of Xinjiang-related lies, and the Australian Strategic Policy Institute (ASPI).

Zheng Guoen is a member of a far-right organization established by the US government and a backbone of an anti-China research institution manipulated by the US intelligence agencies.

According to media reports, the US State Department and military enterprises are the main foreign "financiers" of ASPI, and the US State Department alone funds nearly 1.4 million Australian dollars a year, and all of them are used for anti-China projects. ASPI has spread a series of lies and false information on issues such as virus traceability, Xinjiang involvement, and data security.

◆ The US side is not only accustomed to spreading false information related to China, but also uses false information as the basis to introduce measures to suppress and contain China, promulgate China-related laws and regulations, and impose sanctions on China. In December 2021, under the pretext of so-called concern about "forced labor", the US side signed the so-called "Uyghur Forced Labor Prevention Act" into law, completely prohibiting the import of products from Xinjiang, maliciously denigrating the human rights situation in Xinjiang, and seriously violating international law and basic norms governing international relations.

◆ The Chinese side uses facts and figures to explain the truth, and to debunk the lies and rumors spread by the US side, not to spread false information, but to correct the audio-visual. The US side does not base itself on objective facts, but proceeds from its own interests and refers to remarks that are inconsistent with the US statements as "false information", which is essentially hegemony and bullying by public opinion.

Myth 14: China circumvents or violates trade rules by causing millions of jobs to lose American workers through economic manipulation, hurting workers and companies in the United States and around the world. The United States will resist market distortions such as government subsidies and barriers to entry, and stop the Chinese government from continuing to gain a competitive advantage through these means.

The truth of the matter: China has faithfully fulfilled its commitments to join the WTO and is the defender, builder and contributor of the multilateral trading system. The essence of Sino-US economic and trade relations is mutual benefit and win-win results, and the unreasonable suppression of China by the United States in trade, investment and other fields is the root cause of the current Sino-US trade frictions, which harm others and harm themselves.

◆ Over the past 20 years since China's accession to the WTO, it has earnestly fulfilled its WTO commitments, fully implemented the pre-establishment national treatment plus negative list management system, continuously expanded market opening, reduced the total tariff level from 15.3% to 7.4%, and increased the number of open service sectors to nearly 120.

In October 2021, the WTO conducted its eighth review of its trade policy towards China. The members fully recognized China's efforts in safeguarding the multilateral trading system and participating in the work of the WTO, and appreciated China's achievements in promoting trade and investment liberalization, facilitation, expanding opening up to the outside world, and jointly building the "Belt and Road".

The head of the United Nations Conference on Trade and Development said that in the past 20 years, China has always firmly supported the rules-based multilateral trading system, practiced true multilateralism, fully participated in WTO negotiations, led negotiations on investment facilitation and e-commerce, and promoted WTO rules to keep pace with the times.

◆ In line with the general trend of international and regional economic integration, China has deepened economic and trade exchanges with other countries in the world, actively signed free trade agreements with foreign investors, and accelerated the construction of free trade zones. At present, 19 ftAS have been signed with 26 countries and regions.

◆ China actively deepened the structural reform of the supply side, and completed the "13th Five-Year Plan" steel industry to reduce production capacity by 150 million tons two years ahead of schedule, accounting for 114% of the global steel production capacity reduction. China alone has placed 280,000 steel workers, more than the total number of people employed in the steel industry in the United States, Europe and Japan.

◆ The Economies of China and the United States are highly complementary, their interests are deeply integrated, and their economic and trade exchanges are mutually beneficial and win-win. In 2021, trade between China and the United States reached a record $750 billion. According to the 2022 U.S. Exports Report released by the U.S.-China Business Council, U.S. merchandise exports to China reached $149 billion in 2021, up 21 percent year-on-year, creating 858,000 jobs for the United States. According to the 2020 Business Survey of Chinese-Funded Enterprises in the United States released by the U.S.-China Chamber of Commerce, as of 2019, U.S. Chinese Chamber of Commerce member companies have invested more than $123 billion in the United States, directly employing about 220,000 employees and indirectly supporting more than 1 million jobs across the United States. According to a study by the U.S.-China Business Council, Chinese goods exported to the United States have reduced the price level of the United States by 1%-1.5%, helping the average American family save $850 a year.

◆ The United States tried to throw its own economic problems to China, and took the opportunity to engage in a trade war and tariff war against China, and the result was to lift a stone and drop it on its own feet. U.S. tariffs on China have cost U.S. companies more than $1.7 trillion in market capitalization and increased the average annual household expenditure of U.S. households by $1,300. According to a 2021 report by the U.S.-China Business Council, the trade war with China has resulted in the loss of 245,000 jobs for the United States. Moody's Investors Services reported that U.S. consumers bear the cost of imposing 92.4 percent of tariffs on Chinese goods. Nobel laureate economist Paul Krugman believes that "the US trade policy toward China has completely failed, and tariffs have caused more damage to the United States."

On May 18, 2022, the National Retail Association sent a letter to U.S. President Joe Biden calling for the removal of tariffs on China, saying that it would reduce the US price index by 1.3%. U.S. Treasury Secretary Yellen said that some tariffs on China hurt U.S. consumers and businesses, and they could be considered to be eliminated to ease inflation in the United States.

At present, the obstacles facing Sino-US economic and trade cooperation mainly come from the United States. The United States has included more than a thousand Chinese enterprises in the list of unfair suppression sanctions, and the current Congress has put forward more than 300 negative China-related bills. The essence of the "bipartisan innovation bill" that is being promoted is to hinder China's economic development.

◆ The US side often accuses The Chinese side of the industrial subsidy policy, and it is the originator of the "industrial policy", including subsidies. Many U.S. governments have formulated plans to support emerging industries, intervened in the market through tax reductions and government procurement, and promoted government-enterprise cooperation and technology transfer. In the 1950s and 1960s, the United States implemented a revitalization plan to support the development of aerospace, military and other industries. In the 1990s, the Clinton administration supported the development of high-tech industries through the "information superhighway" program. This type of industrial policy continues to this day. The U.S. Center for Strategic and International Studies reports that the United States and its Eurasian allies and partners are increasing subsidies for their own semiconductors, electric vehicle batteries, pharmaceuticals and other industries to support domestic enterprises to become bigger.

◆ The United States is the biggest disruptor of the global trading system. The United States pursues the "America First" policy, refuses to assume its due obligations under multilateral trade agreements, and constantly breaks the treaty and withdraws from the group, seriously affecting the development and operation of the international trade mechanism. The WTO dispute adjudication study shows that the United States is by far the largest "unruly person", and 2/3 of the WTO violations are caused by the United States. The United States also obstructed the appointment of new members of the WTO Appellate Body, leading to the complete paralysis of the WTO Appellate Body since December 2019.

Myth 15: The United States wants to give countries another option to free them from the opaque investments that create a debt burden.

The truth of the facts: China's foreign aid has always respected the sovereignty of the recipient countries, without attaching any conditions, adhering to mutual benefits and win-win results, and bringing tangible benefits to the developing countries concerned, which has been appreciated and thanked by the relevant countries.

◆ The so-called "debt trap" of China is a "discourse trap" in which the United States and the West slander and smear China and interfere with China's cooperation with developing countries. According to an article in the 2021 issue of the US "Atlantic Monthly", the "China Debt Trap Theory" is a lie carefully fabricated by politicians in some Western countries, and it is a big lie.

Western capital is the largest creditor of developing countries. According to the 2022 World Bank international debt statistics, in the current overall foreign debt of Africa, the debt of multilateral financial institutions accounts for 28.8%, and the debt of commercial creditors mainly dominated by Western financial institutions accounts for 41.8%, and the debt held by the two accounts for nearly three-quarters, which is the largest debt of Africa.

The director of the Center for Center for Central Africa Studies at Johns Hopkins University in the United States said the center reviewed thousands of Chinese foreign loan documents, most of which were non-projects, and found no evidence that China intended to force poor countries to borrow, confiscate their assets, or seek a greater say in their internal affairs. According to the center's research data, China's overall external debt in Africa accounts for 17%, far lower than that of the West.

No African country has been forced to pledge strategic resources such as ports and mines to China because of its financing cooperation with China. Germany claims that China will not be able to access its infrastructure if African debtors are unable to repay their debts.

The essence of the debt problem is the problem of development. The key to solving this problem is to ensure that the borrowed funds are effective.

Taking Africa as an example, Western countries' non-financing is mainly concentrated in the non-productive field, and most of the loans are included in political conditions such as human rights and judicial reforms, which have not really promoted economic development, increased government taxes, and improved the balance of payments, but have become a means of "controlling" and "scourgeing" Africa.

China has always adhered to respecting the wishes of the African people, based on the actual needs of Africa, and mainly used investment and financing for Africa in infrastructure construction and productive fields. Since the beginning of the new century, China has actively supported Africa's economic development, provided Africa with new financing channels different from the traditional "Paris Club", and provided effective assistance for Africa to enhance its "hematopoietic" function, enhance its independent development capabilities, and usher in the "golden age" of 20 consecutive years of rapid economic growth.

Debra Brautigam, a professor at Johns Hopkins University, noted that Chinese investment is diverse. In 2014 alone, Chinese companies signed more than $70 billion in contracts, benefiting major infrastructure such as hospitals, oil and gas pipelines and airports in Africa.

According to incomplete statistics, from 2000 to 2020, China built more than 13,000 kilometers of road and railways in Africa, built more than 80 large-scale power facilities, aided the construction of more than 130 medical facilities, 45 gymnasiums, and more than 170 schools, and trained more than 160,000 talents in various fields for Africa.

Chinese companies have invested in the nairobi expressway in Kenya through a public-private partnership model, creating more than 6,000 local jobs and benefiting more than 200 subcontractors and hundreds of local suppliers. The Kenyan government spoke highly of this, calling it an important embodiment of mutually beneficial and win-win cooperation between Kenya and China.

The Nigerian Lekki Deepwater Port project, in which Chinese companies are involved, has provided more than 1,200 local jobs and is expected to create 170,000 jobs directly and indirectly after completion.

A survey released by Hong Kong scholars found that more than 80 percent of the employees employed by Chinese companies participating in the survey were native Africans.

Research from the London School of Economics and Political Science shows that Chinese investment in Africa has had a "significant and sustained positive" long-term impact.

According to a research report by the RAND Corporation of the United States, rail connectivity has promoted a 2.8% increase in exports from countries along the "Belt and Road".

◆ China attaches great importance to the sustainability of project debt, and signed the Guiding Principles for Financing along the Belt and Road with 26 Belt and Road countries as early as 2017. In 2019, China issued the "Belt and Road" Debt Sustainability Analysis Framework, based on the debt situation and repayment capacity of debtor countries, adhering to equal consultation, in accordance with laws and regulations, openness and transparency, increasing the supervision and evaluation of the economic, social and people's livelihood benefits of projects, guiding the flow of sovereign debt to efficient areas, and ensuring the long-term benefits of projects. At the same time, China has also taken the initiative to "reduce the burden" on debtor countries.

According to a World Bank study, China underwent 71 restructurings of the debt of low-income countries between 2008 and 2021. In 2020, China actively responded to the G20 debt relief initiative, and the amount of debt relief in that year alone exceeded US$1.3 billion, accounting for nearly 30% of the total G20 debt relief, making it the largest contributor in the G20. China has signed debt relief agreements or reached a consensus on debt relief with 19 African countries, and actively participated in the handling of individual debts in Chad and Ethiopia under the G20 Common Framework.

◆ The United States and Western countries not only do not take action themselves, but also point fingers at aid from China, and the vast number of developing countries are generally dissatisfied with this.

Professor Heidige, adviser to sri Lanka's National Board of Education, said in an interview with the Global Times: "The loans provided by China are based on the needs of the Sri Lankan government and are used to improve our infrastructure, and these loans have brought great changes to our economy and people's livelihood, and there is no so-called 'debt trap'." And Chinese loans account for only about 10 percent of Slovakia's total debt, which some media outlets have clearly selectively ignored. "Western media will hype the 'China Debt Trap' at first glance, which may sound a bit reasonable, but in fact it deliberately hides the huge economic value of economic development, jobs, investment attraction and so on brought about by the improvement of infrastructure."

On January 17, 2022, Sri Lanka's "Daily News" published an article entitled "Sri Lanka, Bangladesh and Nepal need China for development", saying, "South Asian countries need China in the process of development, because China is synonymous with 'development'. China's Belt and Road Initiative has brought benefits to almost all South Asian countries. "In the case of Sri Lanka, we are the beneficiaries of Chinese projects, and many people will only hype the 'Chinese debt trap' in this regard, but no one will mention the development that Chinese investment in Sri Lanka's seaports, airports, national highways and power distribution centers has brought us." ”

Ugandan President Museveni said in a 2022 interview with Nikkei Asia Review that Africa has had a "debt trap" for the past 600 years, caused by the slave trade, colonialism and neocolonialism, none of which came from China. China supported the African people in their struggle against colonialism before embarking on economic activities in Africa.

Rwandan President Kagame noted that China, unlike other countries, has been involved in Africa and has never forced any country to borrow from them to accumulate debt.

Nigerian Foreign Minister Onyama said Nigeria chose Chinese companies to build infrastructure because Chinese companies are experienced and cost-effective, and China has not exerted so-called "influence" through projects.

Myth 16: For too long, Chinese companies enjoyed far more market access in the United States than American companies in China. U.S. companies operating in China often experience systematic forced technology transfers, but Chinese companies operating in the U.S. are protected by U.S. law.

The truth of the matter: China has always been committed to creating a market-oriented, legal, and international business environment, and the business environment has been continuously optimized. In contrast, the business environment of Chinese companies in the United States has been deteriorating.

◆ China is the economy with the greatest improvement in business environment. In recent years, China has successively reduced the negative list of foreign investment access, improved investment promotion and protection, information reporting and other systems, strengthened intellectual property protection, and become one of the economies with the fastest progress in the global business environment. The continuous improvement of China's business environment and the attractiveness of the super-large-scale market have created a strong magnet for global cross-border investment, and the number of newly established foreign-invested enterprises has achieved steady growth. From 2012 to 2021, the number of foreign-invested enterprises in China increased from 441,000 to 664,000, an increase of more than 50%. According to the World Bank's Doing Business 2020 report, China's business environment ranks 31st in the world, up 47 places in two years. According to the Business Confidence Survey 2021 released by the European Union Chamber of Commerce in China, more than half of the EU companies surveyed believe that China's ip enforcement efforts are "good enough" and "very good", setting a record high in satisfaction.

◆ Whether China's business environment is good or not, foreign enterprises, including US companies, have the most right to speak. According to amCham China's 2022 China Business Climate Survey, 58 percent of U.S. companies in China will see revenue growth in 2021, 66 percent plan to increase their investment in China this year, and China remains one of the top three investment destinations for 60 percent of companies' recent global investment plans. According to the 2021 China Business Environment Survey released by the U.S.-China Business Council, 95% of the companies surveyed continue to be profitable in China, and 74% of the companies surveyed regard China as the most important country or one of the top five key countries in their global strategies. From January to April 2022, the actual US investment in China increased by 53.2% year-on-year. All this fully shows that foreign enterprises are optimistic about China's economic development prospects, recognize China's business environment, and are full of confidence in taking root in the Chinese market for a long time.

◆ In order to safeguard its hegemony and economic interests, the United States violates the principles of the market economy and international trade rules, abuses state power, and does not hesitate to suppress and contain Chinese enterprises. The US government has fabricated lies such as "forced labor" in a vain attempt to suppress the cotton, tomato and solar photovoltaic industries in Xinjiang. According to incomplete statistics, in 2021, the US Customs and Border Protection Bureau has issued 7 temporary detention orders for goods involving "forced labor" exported to the United States, including cotton products such as clothing and textiles produced in Xinjiang, tomato seeds, canned tomatoes, ketchup and other tomato manufactured products, silicon-based products, electronic products, etc., with a total of about 485 million US dollars of goods with a total value of about US$485 million, and the quantity and value have increased significantly compared with 2020. The current US administration has imposed more sanctions on China on Xinjiang-related issues than the previous administration.

◆ The United States imposes all-round restrictions on the financing and operation of Chinese enterprises in the United States through opaque and unfair administrative means. According to official U.S. statistics, the United States has so far included 1,055 Chinese entities and individuals (excluding overseas affiliated entities) in various sanctions lists. Among them, there are 467 entity lists, 306 specially designated nationals and blocked persons list (SDN list), 201 unverified lists, 68 lists of Chinese military-industrial complex enterprises, and a few other entities. In February, the Office of the United States Trade Representative (USTR) added China's WeChat and AliExpress to the "notorious market list", and continued to include Chinese companies such as Pinduoduo and nine Chinese physical markets on the list.

Myth 17: China uses the U.S. economic openness to engage in espionage, hacking, and technology theft to advance its own military innovation, strengthen internal surveillance, and increase the dependence of other countries on its technology. The United States should ingrain technology in democratic values.

The truth of the matter: China's technological innovation and development rely on its own input and efforts. The US side draws an ideological line in scientific and technological exchanges and cooperation, which is the embodiment of the Cold War mentality.

◆ China is a global innovation power, and the scale and growth rate of innovation investment are leading the world. According to statistics, in 2021, China's total social R&D investment reached 2,786.4 billion yuan, an increase of 14.2% year-on-year, and a total of 696,000 invention patents were authorized, an increase of 31.3% year-on-year. According to the World Intellectual Property Organization's Global Innovation Index (GII) Report 2021, China's overall ranking of national innovation capabilities has risen from 35th to 12th. China has 19 of the world's top 100 science and technology clusters, ranking second in the world. Chinese applicants filed 69,500 international patent applications, ranking first in the world for three consecutive years. According to the European Patent Office, a total of 16,665 patent applications were received from China in 2021, an increase of 24% year-on-year, the highest increase among major patent filing countries.

◆ In recent years, China has actively integrated into the global scientific and technological innovation network, and the "Belt and Road" scientific and technological people-to-people exchanges have achieved fruitful results. China has also actively promoted the process of accession to the Hague Agreement and the Marrakesh Treaty, contributing china's strength to the global governance of intellectual property. According to the Business Confidence Survey 2021 released by the European Union Chamber of Commerce in China, more than half of the companies surveyed believe that China's IP enforcement efforts are "good enough" or "very good".

◆ Historically, the United States has repeatedly stolen intellectual property rights by spying on intelligence, attracting immigrants, monopolizing patents, and other means to seize technological dividends.

After World War II, the United States looted German advanced aircraft, guided missile control and other technology patents through the "Paperclip" operation, looted almost all Government departments, research and development institutions, and large enterprises in Germany, and forced German scientists to immigrate to the United States. In the 1990s, U.S. intelligence agencies installed eavesdropping devices on the cars of Japanese auto trade negotiators to obtain internal intelligence to win the initiative in negotiations. In 2001, European Airbus sued Boeing for stealing trade secrets by using the NSA's "echelon" electronic monitoring system to track Airbus employees' phones, faxes, and emails. In 2013, the U.S. Department of Justice detained four executives of the French company Alstom and coerced Alstom to sell its core businesses such as electricity and power grids to General Electric at a low price. In 2021, the Danish media exposed that the US National Security Agency used Internet facilities in Denmark to spy on senior officials and entrepreneurs in European countries. In the name of coping with the shortage of chips, the United States has also forced chip giants in various countries to hand over key information such as orders, customer information, and inventory within a time limit, seeking to reverse the disadvantages of the United States in the chip industry.

◆ The United States flaunts "freedom" and "openness", but it often sets up technical barriers, cobbles together the so-called "democratic science and technology alliance", politicizes and ideologizes scientific and technological issues, and creates a closed and exclusive "small circle". The United States has delineated nearly 20 types of key control technologies such as biotechnology and artificial intelligence, strengthened export controls, strictly reviewed investment, and generalized the concept of "national security", in an attempt to "set up a stumbling block" and "card neck" for the development of high-tech industries in other countries, seriously infringing on the right of developing countries to scientific and technological development.

Myth 18: The climate problem is not an ideological problem, but a mathematical problem. If China sticks to its current plan and does not reduce emissions by 2030, it is highly unlikely that the rest of the world's emissions will have to fall to zero by 2035.

The truth of the matter: The United States has an unshirkable responsibility for global climate change and reducing greenhouse gas emissions. The United States should not pass on responsibility and should not pursue "double standards."

◆ The disorderly emissions of developed countries in the past 200 years of industrialization have borne an unshirkable historical responsibility for global climate change. Between 1850 and 2011, developed countries accounted for 79% of global emissions. The United Nations Framework Convention on Climate Change, the Kyoto Protocol, and the Paris Agreement all require developed countries to repay their historical debts.

From the perspective of historical development, developing countries are not the main emitters of greenhouse gases, but the victims of climate warming. The principle of common but differentiated responsibilities is the cornerstone of global climate governance. The differences in the historical responsibilities of developed and developing countries for causing climate change, as well as differences in development needs and capacities, are inappropriate and unfair to limit them with a uniform scale. Speaking during the twenty-sixth meeting of the Conference of the Parties (COP26) to the United Nations Framework Convention on Climate Change, Papua New Guinea's Minister of the Environment, Vera Mori, Minister of the Environment, said: "Because of their industrialization activities (of developed countries), we are victims of global climate problems and are suffering from the climate consequences they create. This is absolutely unfair. ”

◆ In addressing climate change, China is not only a conscientious and responsible participant, but also a down-to-earth activist. President Xi Jinping has clearly proposed that China's carbon dioxide emissions will strive to peak by 2030 and strive to achieve carbon neutrality by 2060, which will only take 30 years, while the EUROPEAN Union, the United States and Japan will set themselves 2.4 times, 1.4 times and 1.2 times the time for China, respectively.

China's contribution to energy conservation, energy efficiency, renewable energy development, transportation, construction and other fields basically accounts for 30%-50% of the global total, and the contribution is obvious. By the end of 2020, China's carbon dioxide emissions per unit of GDP will be reduced by about 48.4% compared with 2005. Coal consumption fell from 67% in 2005 to 56.8% in 2020. China's cumulative installed capacity of renewable energy generation exceeds 1 billion kilowatts, accounting for 43.5% of the country's total installed power generation capacity。 Fifteen of the top 20 global PV companies are Chinese, and the top five are Chinese. Seven of the world's top 10 wind power companies are Chinese. China has phased out 120 million kilowatts of thermal power in the past 10 years, exceeding the total installed capacity of the UK. By the end of 2021, the number of new energy vehicles in China will reach 7.84 million, of which 2.95 million new energy vehicles will be newly registered in 2021, accounting for 11.25% of the total number of newly registered vehicles.

China's share of renewables has surpassed that of the United States. At the end of 2019, The installed capacity of Hydropower Wind Power and Photovoltaics in China reached 756 million kilowatts, 2.8 times that of the United States. China's renewable energy accounted for 12.7% of primary energy consumption, about 1.4 times that of the United States.

◆ As the country with the largest cumulative greenhouse gas emissions in the world, the United States has a per capita carbon emission of 3.3 times the global average. In the 270 years from 1750 to 2019, the United States emitted 412.5 billion tons of greenhouse gases, accounting for about 1/4 of the global total, the world's largest cumulative country, and nearly twice as much as China. The data shows that the highest greenhouse gas emissions in the United States are 23.44 tons per capita, the united States emitted 16.85 tons per capita in 2018, and China's figure is 7.56 tons. As a manufacturing country, China's current per capita carbon emissions are less than half that of the United States, and its per capita historical cumulative emissions are about one-eighth of that of the United States. Even if China achieves carbon peaking in 2030, China's per capita carbon emissions are roughly only 7-8 tons, but the per capita carbon emissions of the United States in 2005 have reached 14 tons.

◆ In June 2017, the United States announced that it would withdraw from the Paris Agreement, and formally withdrew from the agreement in November 2020, which greatly damaged the fairness, efficiency and effectiveness of global environmental governance. It was only in February 2021 that the United States formally rejoined the Paris Agreement. Although the political posture has recovered, its greenhouse gas emissions have not returned, and emissions in 2021 will increase from 2020, which is getting farther and farther away from the requirements of the Paris Agreement. The capriciousness of the US side on issues concerning the overall future and destiny of the world has fully exposed its pragmatic attitude on major issues of principle and has lost faith in the global family.

It is the unshirkable moral responsibility of developed countries to provide funds to help them better cope with climate change. At Copenhagen in 2009 and Cancún in 2010, developed countries pledged to jointly mobilize $100 billion a year by 2020 to help developing countries address climate change. For more than a decade, however, developed countries have never really delivered on this promise. According to the report of an internationally renowned think tank, the annual climate funding provided by developed countries is not only not up to standard, but also has problems such as "mixing water" and "making up numbers", and the actual effective funds provided are far lower than the official notification data. In particular, the United States has only completed less than 20% of its share that should be assumed.

For years, the United States has publicly expressed its desire to cooperate with China to combat climate change, but its actions have been contradictory. While the United States demands that China control coal consumption, it demands that China continue to import coal from the United States; While proposing to develop renewable energy, it sanctions China's photovoltaic companies. Taking photovoltaic products as an example, since 2012, the United States has imposed anti-dumping and countervailing duties on Chinese photovoltaic products, with tax rates as high as 34%-47%. In December 2014, the United States conducted a "double reverse" investigation into Chinese photovoltaic manufacturers. In January 2018, the previous U.S. administration decided to impose global safeguard tariffs on $8.5 billion of imported solar panels. At the end of 2021, the United States signed the so-called "Uyghur Forced Labor Prevention Act" into law, under the guise of human rights to crack down on the photovoltaic industry in Xinjiang. The relevant measures of the United States not only suppress the normal trade in photovoltaic products and disrupt the normal supply chain, but also undermine the global efforts to combat climate change. The U.S. side should correct its mistakes and create a favorable environment for climate cooperation between China and the United States.

◆ At present, climate change poses severe challenges to the survival and development of mankind, and all countries need to work together to cope with them. Developed countries, including the United States, should earnestly follow the principle of common but differentiated responsibilities, face up to their historical responsibilities in accordance with the requirements of the Paris Agreement, show greater ambition and action, take the lead in drastically reducing emissions, achieve carbon neutrality as early as 2050, and leave room for developing countries to develop and emit emissions, and implement their commitments to provide adequate financial, technological and capacity-building support to developing countries. On the basis of fulfilling the commitment of capital contribution and giving play to the guiding role of public funds, we will actively develop green finance and guide social investment to the low-carbon sector. All parties should also actively establish national, regional and global carbon markets and carbon pricing mechanisms, reduce the cost of emission reduction, increase emission reduction efforts, promote technological innovation and sustainable development, and provide a stable source of financing for developing countries to adapt to climate changes and carry out capacity building through carbon market revenue sharing mechanisms.

Myth 19: In the fight against illegal drugs, especially synthetic opioids such as fentanyl, we want to work with China to prevent international drug trafficking organizations from acquiring chemical precursors, many of which originate in China.

Fact: The root cause of fentanyl abuse in the United States itself is in the United States itself.

◆ The drug epidemic is a major persistent disease that has long plagued the United States, and has profound historical and social roots.

The United States, which accounts for 5% of the world's population and consumes 80% of the world's opioids, is the world's largest drug consumption market. The tradition of abusing prescription painkillers is widespread in the United States, behind which is a complete chain of interests of pharmaceutical companies, medical representatives, and doctors, and pharmaceutical companies vigorously peddle, doctors indiscriminately prescribe, weak government crackdowns, and negative guidance of marijuana legalization, which eventually cause the drug consumption market to continue to expand. The increase in opioid abuse and deaths in the United States originated in 1995 when the U.S. Food and Drug Administration approved the opioid painkiller OxyContin from Purdue Pharmaceuticals. The United States could have done more to curb demand and control production.

The United States, as the most prominent country in the world with fentanyl problems, is also the largest producer and user of fentanyl-like drugs in the world, and has not yet officially listed the entire class of fentanyl-like substances, but always makes requirements for other countries, which is a typical "they have diseases, but let others take medicine.".

◆ The Chinese government has always adhered to a "zero tolerance" attitude towards the drug problem and strictly controlled all kinds of narcotic drugs, psychotropic substances and their chemical precursors. By the end of 2021, China had listed 37 kinds of precursor chemicals and ephedrine substances, exceeding the number of listed substances by the United Nations, and has been strictly supervising the import and export of chemicals in accordance with international rules and Chinese laws.

On May 1, 2019, the Chinese government took the lead in formally classifying fentanyl-like substances in the world under the condition that there has been no large-scale abuse in China and the actual harm is not prominent, which is an important achievement in implementing the consensus reached by the heads of state of China and the United States, and is also a practical embodiment of China's positive response to the concerns of the United States and its efforts to help the United States deal with the domestic opioid crisis from the perspective of the health, safety and well-being of all mankind.

China has also severely cracked down on the trafficking of listed chemicals such as fentanyl through the implementation of the three systems of "real-name receipt and delivery, acceptance and mail inspection, and machine security inspection" in the delivery industry, and strengthening the inspection of cross-border parcels involving the United States and other key areas, and has achieved remarkable results.

After the entire category of fentanyl-like substances has been listed, China's National Narcotics Control Commission and the Ministry of Public Security have maintained close, frank and in-depth cooperation with the White House Anti-Drug Policy Office, the International Drug Enforcement Bureau of the State Council, the Anti-Narcotics Administration and other partners. Since September 2019, the US side has not seized fentanyl-like substances from China. The US side has expressed its gratitude to the Chinese side on many occasions and has repeatedly stressed that Sino-US drug cooperation is the highlight of law enforcement cooperation between the two countries.

As we all know, the responsibility for preventing the diversion of non-regulated chemicals into the production of drugs rests with the importing countries. However, the US side does not formally list fentanyl-like substances, and second, it does not solve the problem of domestic demand, but instead confuses right and wrong, falsely claiming that "the chemical precursors of drug trafficking organizations are from China", blindly throwing the pot and shirking blame, and taking non-listed substances to say things, which is not only an ulterior motive, but also extremely irresponsible for the life and health of the American people.

◆ In May 2020, without any evidence, the US side included the Physical Evidence Identification Center of the Ministry of Public Security and the National Narcotics Laboratory in the "entity list" of sanctions. On the one hand, it calls for China's cooperation and on the other hand sanctions China's anti-drug department, which seriously hinders the normal operation of China's fentanyl-like substance monitoring system and seriously affects Sino-US anti-drug cooperation.

In the case of the increasingly strict control of fentanyl-like substances in the international community and China, the problem of mefentanyl has continued to deteriorate, and the number of deaths has not decreased, but has risen, indicating that the United States has not found the crux of the abuse of fentanyl. China has repeatedly reminded the US side to strengthen the supervision of fentanyl drug prescriptions and strengthen publicity and education, which are all effective practices recognized by the international community.

Myth 20: At a time when the global food crisis threatens people around the world, we look to China, a country that has made great achievements in agriculture, to help the world respond.

The truth of the matter: The United States has long restricted grain exports and monopolized grain trade. After the outbreak of the Russian-Ukrainian conflict, the United States expanded its arms assistance and abused unilateral sanctions to further exacerbate the global food shortage, and it bears an unshirkable responsibility for the global food crisis.

◆ The anti-globalization, energyization, and trade oligarchy of grain in the United States are the root causes of global food security problems.

The United States has taken advantage of its status as a major grain producer to restrict grain exports to other countries and continue to crack down on normal global grain trade. The total grain produced and exported by the 12 major grain-producing regions such as the United States, Canada and the European Union accounts for 70% of the world's total grain. Judging from global trade relations, the decision on whether developing countries can buy grain and at what price is controlled by the developed countries in the United States and the West.

The United States consumes food to produce biofuels, which has a shock to the global food supply, especially the ration supply. Nearly a third of corn produced in the U.S. is used in biofuels. This creates a competitive alternative to the global food supply, creating a vicious circle in which food and energy prices push each other up.

The four major grain suppliers ADM, Bunge, Gagi and LDC monopolize more than 80% of the global grain trade, control all aspects of global agricultural trade raw materials, grain production, processing and supply, and control international food pricing power, and use global food price fluctuations to earn excess profits, three of which are from the United States. Since 2021, the net income of the four major grain merchants has increased by 53%, 80%, 64% and 47.7% respectively, and the shares of ADM and Bunge have risen nearly three times. These international food oligarchs take the pursuit of profit as the fundamental orientation and do not miss any opportunity to hype up food security problems and play up food supply tensions in order to make huge profits.

◆ The United States' archfire over the Russian-Ukrainian conflict and the abuse of economic sanctions are the "culprits" that exacerbate global food shortages.

The protracted conflict between Russia and Ukraine is the direct result of the continuous fire between the United States and the West. U.S. military and weapons assistance to Ukraine has increased to $53.6 billion, more than 70 percent of Russia's combined military spending in 2021. The longer the war drags on and the bigger the battlefield, the greater the impact on global food production and supply, and the more intense the food crisis will become.

In the face of the global food crisis, major grain-producing countries such as the United States have tightened their "grain bags" instead. In its May 2022 Supply and Demand Report, the U.S. Department of Agriculture predicted that U.S. wheat exports in 2021-2022 would be 18.9 percent lower than the previous year. According to the results of the International Food Policy Research Institute (IFPRI), after the outbreak of the Russian-Ukrainian conflict, the share of global restricted food trade has risen significantly, and the proportion of restrictions has risen to 17%.

The U.S. Food Security Initiative is more virtual than real, but it has led to the "fragmentation" of global food security governance. Russia is the world's leading exporter of rations and maximum fertilizer. Since the United States and the West imposed sanctions on Russia, the global price index of various types of fertilizers has risen by more than 30%, seriously affecting agricultural production. From 2021 to 2022, Russian wheat exports will account for 16% of total global exports, and barley exports will account for 12.9% of total global exports. Since the United States launched sanctions against Russia, global food price indices rose 14 percent in May 2022 from February, according to the Food and Agriculture Organization of the United Nations.

◆ The problem of food waste in the United States is serious, which makes the global food shortage worse.

One is the staggering amount of waste. According to the U.S. Environmental Protection Agency, 30 to 40 percent of food and 38 percent of grain are wasted in the U.S. each year. In 2018, the total amount of food waste in the United States reached 103 million tons, worth $161 billion. In 2020, the average U.S. food waste will reach 59 kilograms.

Second, the distribution is uneven. In 2020, about 38 million people in the United States will be food insecure, mainly African-American, Latino, and Native American groups. According to National Geographic, the U.S. government introduced the Supplemental Nutrition Assistance Program (SNAP), but more than one-third of low-income households are not eligible for it, and the subsidies are not up to the standard of healthy, adequate diets for families in many high-cost-of-living areas of the United States.

Third, the secondary problem is prominent. The U.S. wastes and environmental burdens on overproduction of food every year, including 140 million acres of arable land, 22 trillion liters of water, 350 million kilograms of pesticides, and 6.35 million tons of fertilizer.

◆ China has made significant contributions to world food security. China uses less than 9 percent of the world's land to produce about a quarter of the world's food and feed one-fifth of the world's population. At the same time, China's Global Development Initiative, which regards food security as one of the eight key areas of cooperation, will mobilize all parties on a global scale, promote complementary advantages, and maximize synergy to achieve all sustainable development goals, including food security. The initiative has received positive responses from more than 100 countries around the world and international organizations such as the United Nations.

◆ Chinese people cherish grain and have always pursued the traditional virtues of thrift and thrift. President Xi Jinping attaches great importance to food security, advocates the social trend of "strict economy and opposes waste", and has repeatedly stressed the need to stop food waste. Since the launch of the "Disc Operation" nationwide in 2013, the "waste on the tip of the tongue" has improved significantly. According to the journal Nature, the number of food dumped by Chinese restaurants is currently reduced by 40%. In 2021, China hosted the International Conference on Food Loss Reduction, which received a positive response from the international community, including members of the G20.

◆ China is an important strategic partner of the Food and Agriculture Organization of the United Nations for South-South cooperation. In recent years, China has donated a total of US$130 million to the FAO South-South Cooperation Fund. China has sent more than 1,100 agricultural experts and technicians to more than 40 countries and regions, training nearly 100,000 farmers. China is the developing country with the largest financial assistance, the largest number of experts and the largest number of projects under the framework of South-South cooperation of the Food and Agriculture Organization of the United Nations.

◆ China provides Chinese solutions to solve the problem of global food shortages. China's hybrid rice has been promoted and planted in dozens of countries and regions in Asia, Africa and the Americas, with an annual planting area of 8 million hectares, increasing the world's total grain volume by 150 million tons and feeding 400-500 million more people. Yuan Longping, the "Father of Hybrid Rice in China", has provided advice and advice to Indian, Pakistan, Vietnam, Myanmar, Bangladesh and other countries, and has trained more than 14,000 hybrid rice professionals and technicians for more than 80 developing countries through international training courses.

Myth 21: China has perfected mass surveillance and exported its technology to more than 80 countries.

Truth: The United States is the world's largest "Matrix."

◆ The use of video surveillance and big data technology is an important measure for the Chinese government to improve social governance, and it is also a common practice in all countries in the world today, which is reasonable and legal, and there is nothing wrong with it. The "Skynet system" made of video surveillance systems has effectively eliminated hidden dangers to public security and effectively ensured the detection rate of criminal cases in China. Under the construction of the information society security prevention and control system, the sense of security of the people in the country will reach 98.6% in 2021, and China has become one of the safest countries recognized in the world. According to Gallup Consulting's Ranking of Global Security Nations, China ranks third, while the United States ranks thirty-sixth.

◆ According to statistics, in 2018, the United States installed about 70 million cameras, about 4.6 people / unit. The US side accused China of mass surveillance as a complete double standard.

For a long time, the United States has violated international law and basic norms governing international relations by carrying out large-scale, organized, and indiscriminate cyber theft, surveillance, and attacks on foreign governments, businesses, and individuals. In June 2013, the British "Guardian" and the Us "Washington Post" successively reported that the US National Security Agency has been implementing a secret electronic monitoring program since 2007 , the Prism Project , which even includes US allies. Germany's Der Spiegel magazine reported that U.S. intelligence agencies have conducted nearly 10 years of surveillance activities against the German chancellor.

In 2020, the Irish Data Protection Commission asked Facebook to stop transferring EU user data to the United States. The European Court of Justice previously ruled that data transfer standards between the EU and the US do not adequately protect the privacy of EU citizens, and EU citizens lack an effective way to deal with US government surveillance. Media reports say agencies such as the NSA could demand that Internet companies such as Facebook and Google hand over data on EU citizens without EU citizens knowing it.

◆ In December 2020, france's National Commission for Information and Freedom said that Google and Amazon's French websites had saved the data stored when they browsed the web without the prior permission of visitors, without specifying their purpose, violating relevant French regulations.

In 2021, Denmark's national broadcaster (DR) reported that between 2012 and 2014, the U.S. National Security Agency used Danish information cables to spy on senior officials in Sweden, Norway, France and Germany, including former German Chancellor Angela Merkel. The U.S. side has clearly reneged on its promise not to spy on Merkel anymore.

◆ The United States abuses its leading edge in Internet and communication technology, and is a veritable matrix, eavesdropping empire, and eavesdropping empire. From the "Prism Gate", "Fury Angle Project", "Starwind Project", to the "Telescreen Operation", the "Hive" platform and the quantum attack system, the United States has violated the communication and expression freedom of its citizens through digital surveillance, and has carried out cyber attacks and eavesdropping on a global scale. Snowden's exposure of the US "special class" project shows that the United States has secretly installed monitoring equipment in nearly 100 embassies and consulates abroad to steal secrets from the host countries.

◆ In 2020, Chinese cybersecurity company 360 released an APT-C-39 report, exposing that the CIA's cyberattack organization APT-C-39 has carried out 11 years of cyber infiltration attacks in key areas such as China's aerospace, scientific research institutions, oil industry, large Internet companies, and government agencies. The above attacks have seriously undermined China's national security, economic security, critical infrastructure security, and the security of personal information of the general public.

In 2022, according to the "Prelude to Cyber Warfare: The National Security Agency (APT-C-40) Launched a More Than Ten Years of Indiscriminate Attacks on the World" report released by 360, the US National Security Agency used cyber weapons to carry out cyber attacks on 403 targets in 47 countries and regions around the world, including China, britain, Germany, France, Poland, Japan, India, South Korea, the United Arab Emirates, South Africa, and Brazil.

On April 19, 2022, China's National Computer Virus Emergency Response Center issued an early warning and relevant report on the US government's cyber attacks on various countries, exposing the US government's dedicated "lightweight" cyber weapons, as well as the deployment of cyber attack platforms around the world, and the establishment of multi-layer springboard servers and VPN channels in France, Germany, Canada, Turkey, Malaysia and other countries.
