On October 12, 1982, in a certain sea area off the southeast coast of China, the sea surface was calm and calm.
Suddenly, a long white dragon appeared under the surface of the water, and the long dragon dragged its long trail straight into the sky. This is China's first solid strategic ballistic missile and the first submarine-launched strategic missile: JL-1.
The successful test launch of JL-1 is of great significance, marking China's fifth country in the world to be able to use submarines to launch nuclear missiles underwater, and since then we have a secondary nuclear strike capability.
What many people don't know, however, is that such a top-secret missile drawing was stolen two months ago in a naval quarters in Dalian.
01, "8291", a shocking case
Project "8291" refers to the code name of the operation that the "JL-1" ballistic missile that was scheduled to be launched by the submarine from underwater to the southeast waters of the mainland on September 1, 1982.
This project has been planned for more than 10 years, when everything was ready, and only on September 1, under the order of the Central Military Commission, the Giant Wave One could take off to sea and shock the world.
On July 6, 1982, a team of experts from the Commission of Science, Technology and Industry for National Defense entered a guest house of the Dalian Navy to prepare for the final launch of the missile.
It was night, Deputy Chief Engineer Ding, who was in charge of the "8291" project of the Science and Technology Commission, returned to the guest house room after dinner and went to the bathroom to take a shower.
But when he came out of the shower, he was stunned, and the briefcase that had been placed on the bedside table was gone! The briefcase contained several top-secret documents about the "8291" project and the structure of JLN-
Deputy Chief Engineer Ding nervously recalled that the briefcase had not landed in the canteen or elsewhere, and must have been brought back by him, so there was only one possibility, the briefcase had been stolen while he was taking a bath.
Deputy Chief Engineer Ding fell into the ice cave at this time, you know, this is a top-secret document of the military, if it is stolen by international forces, the hard work of that generation for more than 10 years will be wasted, and the consequences are unimaginable.
Deputy Chief Engineer Ding immediately grabbed the phone and reported the incident to the superior leaders. After receiving the news, the chief in charge of security immediately made a decision, immediately blocked the guest house, dug three feet into the ground to search every place, and checked all suspicious personnel.
At the same time, the Central Military Commission also learned of this matter, and General Zhang Aiping, who was in charge of national defense work, was furious on the spot! At the moment, the launch plan of the "8291" project was suspended, and the case was quickly solved at all costs.
02. Confusing facts of the case
That night, criminal investigation experts from the Dalian Municipal Bureau carefully surveyed the scene, and there was no trace of the door lock being pried open, but there were obvious climbing marks on the window sill of Deputy Chief Engineer Ding's room.
Early the next morning, detective experts from the Ministry of Public Security and the Security Bureau of the Central Military Commission also arrived in Dalian, where they, together with cadres and policemen of the local public security department in Dalian, conducted another investigation of the scene and held a meeting overnight to analyze the case.
The facts of the case have the following basic characteristics:
1. The crime time is very short, only ten minutes of Ding Deputy Chief Engineer taking a bath, and quickly escapes after winning the hand, judging from this point, the perpetrator is quite familiar with the scene and the nearby environment.
2, the door lock has not been pried, the window has climbing marks, judging from this point, there are several possibilities:
The perpetrator entered through the door and came out of the window, but the door was not pried through, and if he could get in, he could only be an insider with a key.
But if the insider has the key, why not go through the door and try to climb through the window? So this possibility is basically ruled out.
The perpetrator enters through the window and exits the door: the guest house has been raised to the highest level of security since the central expert group moved in, how can the perpetrator succeed in holding a briefcase containing top-secret documents and flaunting the market in the guest house? So this possibility is excluded.
The perpetrator may have come in through the window, and if he came out of the window, it is most likely an outsider: this is the most likely.
3. There are obvious palm prints at the climbing site.
Without wearing gloves, one can judge either the person is bold, does not take the criminal investigators seriously, and knows that he cannot be caught after he slips away, or the ignorant are fearless, regardless of three, seven, twenty-one, and steal and slip away.
Accordingly, the experts of the task force formed several different opinions.
Some experts believe that it is the work of spies of foreign forces, the perpetrators have a clear goal, only take briefcases, quickly retreat after winning, and the crime process is very short, obviously after long-term planning and careful arrangement.
However, according to reliable information, due to the quite adequate secrecy, the countries at that time did not know anything about the "8291" project.
Moreover, the spy crime is more inclined to take pictures, the original does not move, so that you can be caught off guard in the future.
Some experts believe that it may be the work of internal hostile elements. But if it is malicious sabotage by internal enemies, he is fully capable of doing something more destructive, rather than just stealing a confidential document.
If you only want to obtain the "8291" project confidential documents, you can also take pictures, rather than directly stealing the original so blatantly. And if he really stole the original, he didn't have to turn over the window, he could have many ways to transfer.
So who did that? The facts of the case became confusing, and the experts of the task force were in trouble.
Just when everyone was at a loss, Wang Jizhang, then director of the Xigang District Public Security Bureau in Dalian City, put forward his own point of view: The perpetrator was neither a spy nor an internal hostile element who deliberately engaged in sabotage, but most likely an ordinary local thief.
Director Wang Jizhang's idea was that since the expert group was stationed in the reception house, there were more vehicles and people coming in and out, which attracted the attention of the little hair thief.
He thought that the treatment of the Navy was already very high, and the people who came here were all high officials, and they must be very rich, so he targeted The room of Deputy Chief Engineer Ding.
When he climbed in through the window, he saw a bulging briefcase, thought there was a lot of money, and stole it.
Because he is a small hair thief, he runs when he steals, and he does not have to care whether he leaves a palm print, plus he is local and is familiar with the terrain, so he can quickly escape the scene after committing the crime.
Director Wang Jizhang's analysis is very reasonable, but it is reasonable, and it is the ultimate goal to catch people and retrieve top-secret documents, so the public security cadres and policemen began a meticulous visit and investigation work.
03. Serial theft
In that era, the level of science and technology and technical means were not developed, and even if the thieves left a lot of clues at the scene, it was still difficult for public security cadres and police officers to get up.
Coupled with the fact that Dalian is a large city and has a large population, searching for a person is tantamount to finding a needle in a haystack, so the case progressed relatively slowly at the beginning, until two more thefts occurred next.
On July 31, 1982, the Fujiazhuang Police Station in Xigang District, Dalian City, received a report that the sanatorium for coal miners had been stolen, with a total of more than 700 yuan in cash stolen, more than 100 kilograms of local food stamps, and more than 200 kilograms of national food stamps.
You know, at that time, the monthly salary of an ordinary worker was only a few tens of yuan, and the cash alone was equivalent to the total income of a worker for two years, which was converted into the current income level of more than 100,000 yuan.
Therefore, this was a major theft case, and the case was immediately reported to the district public security sub-bureau, and the criminal investigation experts of the sub-bureau immediately organized an investigation of the scene.
It was found that the thief had pried open a small ventilated window more than two meters above the ground, leaving multiple scratches and palm prints on the walls, window frames and other parts, and the modus operandi was very similar to the "8291" case.
This aroused the great attention of Director Wang Jizhang, who decided to personally take charge of solving the case.
On August 14, 1982, the sanatorium for coal miners was stolen again, and the owner was the head of the Ministry of Coal Industry, and the stolen items were a ginseng cigarette, a camera and a number of daily necessities.
This time, there was a new clue in the case, and in order not to be discovered when committing the crime, the criminal used saliva to paste a blank piece of paper on the glass of the door, and did not take it when he fled.
This added another key piece of evidence to the evidence chain of the whole case, together with the "8291" case, the modus operandi of these three theft cases was extremely similar, obviously committed by one person, so the public security department decided to investigate the case together.
04. The legal net is restored without leakage
On August 15, on this day, criminal police officer Guo Dewen and Xiao Du, a police officer from Fujiazhuang Police Station, patrolled the beach together.
At this time, some people came to report that there was a person in the men's toilet with a sneaky appearance suspicious, probably peeking at the people on the other side of the women's toilet changing clothes in the partition wall!
Guo Dewen and Xiao Du quickly touched the men's toilet, and sure enough, there was a slender guy inside, with his face pressed against the wall, obscenely peeking through the gap in the wall on the side of the women's toilet.
Guo Dewen deliberately coughed loudly, this voice can scare the tall thin enough, he turned around with a spirit, and saw two policemen standing behind him, both with guns, and suddenly stood against the wall.
Xiao Du sneered and said, "What are you looking at?" Come back to the house with us. "He said that he was going to go forward and torture him."
Who knew that at this time, the tall thin man suddenly slammed xiao Du in front of him onto the body of Guo Dewen next to him, and then ran wildly.
The two police officers immediately turned to chase, and at this time the tall thin man had already run out more than 10 meters away. Guo Dewen took out his gun and shouted while chasing: "Stop! Hold it! If I don't stop, I'm going to shoot!" ”
If you were an ordinary person, you would have been too frightened to walk when you saw the police, let alone run away. But instead of holding his hands down, this guy ignored the police's warnings and ran away desperately.
"Bang!" Guo Dewen resolutely fired a warning shot into the sky, who knew that the tall thin man ran even more crazy, Guo Dewen immediately made a decision, fired a second shot, and hit the tall thin man's feet.
Probably sensing the imminent danger of death, the tall thin man stopped and did not dare to run again, and two public security officers pounced on him, handcuffed him, and brought him back to the police station for surprise interrogation.
According to the perpetrator, his name was Liu Yingfu, 25 years old, a worker in the second power plant, but when asked what he was doing in the toilet of the bathing beach, he bowed his head.
Guo Dewen saw that he was stubbornly resisting, held up two boxes of ginseng brand cigarettes, and said: "This is from you, it is rare in the local area, the price is very expensive, where did you get it?" ”
In the face of conclusive evidence and Guo Dewen's powerful offensive, Liu Yingfu could not deny it, so he confessed to the crimes he had committed -- two burglaries in a coal miner's nursing home and 9 thefts in two hotels, all of which were committed by him.
Hearing Liu Yingfu confess so many crimes, Guo Dewen was extremely excited in his heart! Good guys, so many cases, you did it alone, how many cadres and policemen in the substation can't sleep at night for you, and you can't go back to your home.
Guo Dewen rushed to report the sorted interrogation materials to Director Wang Jizhang. However, unexpectedly, Director Wang did not appear particularly happy, but said, "Immediately interrogate Liu Yingfu overnight, and I will personally interrogate him." ”
Guo Dewen asked incomprehensibly: "Haven't all the cases been confessed?" ”
Director Wang replied lightly: "There are still major cases related to him." ”
It was night, the harsh lights of the interrogation room hit Liu Yingfu's face, and Director Wang stared at Liu Yingfu and said in a deep voice: "I am Wang Jizhang, director of the Xigang District Public Security Branch, and now I ask you a few questions, and you must explain them honestly." ”
Seeing the sub-bureau chief personally interrogating himself, Liu Yingfu's heartbeat intensified, and he bowed his head, feeling that things were not good. Wang Jizhang asked, "Where were you on the night of July 6?" Have you ever been to the Navy Guest House? ”
Liu Yingfu's heart was tight at the moment, and he did not speak, seeing that Liu Yingfu was not moved, Director Wang signaled the case-handling personnel to put several photos in front of him and turn them over to him one by one.
Director Wang said sharply: "This is a photo of the scene stolen from the Navy Guest House on the evening of July 6. There are very clear palm prints on the scene, now that I have taken the technical section to compare, I believe that the results will soon come out, I advise you to still honestly confess well, negative stubborn resistance has no benefit to you, can only add one to the crime! ”
At this moment, Liu Yingfu's body trembled, and in the face of conclusive evidence, his psychological defense line completely collapsed, and he confessed the entire theft process in 1510.
05. The beginning and end of the "8291" case
Liu Yingfu, because he was tall and thin, very dry, so people gave him the nickname "dried tofu". This person has been idle since childhood, does not learn any skills, fights, and steals chickens and dogs is commonplace.
After graduating from middle school, he went to work at the Second Machine Power Plant in Dalian, and his income was not high, he had worked as a firefighter in the factory and received special training in ascending, so he had a certain ability to climb and commit crimes.
On the afternoon of July 6, Liu Yingfu, who lived near the Navy Guest House, took a holiday break and went out to hang out at home with nothing to do.
When he walked to the vicinity of the Navy Guest House, he saw that there were many Naval officers coming in and out of the guest house, and he always thought that these people were very rich, so he planned to do a vote here, maybe he could get a lot of money.
In the evening, Liu Yingfu took advantage of the night to turn into the Navy Guest House, and he locked his target in the room where Deputy Chief Engineer Ding lived, so he squatted outside.
When Deputy Chief Engineer Ding went to take a shower, he pried open the glass of the vent above the window and sneaked into the house.
He glanced at the bulging briefcase on the nightstand, and without much thought, he picked up the briefcase and climbed out of the window to slip away.
Because he was very familiar with the terrain, he slipped out smoothly, and Liu Yingfu did not rush home after winning the hand, but took a tram to Xinghai Park.
It was summer, and there were many people walking and playing by the beach at night, so in order not to attract the attention of others, Liu Yingfu deliberately hid in a public toilet and looked over to see the stolen goods of his hands.
Who knew that there was not a dime in the bag, it was all some documents, and through the dim light in the toilet, Liu Yingfu saw the words "top secret", "Central Military Commission", "Ministry of National Defense" and so on.
Although there is no culture, Liu Yingfu is clear about the importance of these documents, Liu Yingfu realizes at this moment that he has run into a catastrophe, it is impossible to send things back, at this moment the Navy Guest House must have been under martial law, and he is undoubtedly self-casting now.
He hid in the toilet and thought about it for a long time, and finally decided to tear up all the documents and throw them into the pit, planning to do a hundred, of course, this is only what he thought he could do a hundred.
Just as Liu Yingfu had foreseen, the atmosphere in the whole city of Dalian suddenly became tense the next day, and he stopped for a while, but the idea of unearned gain had penetrated deep into his marrow.
As time passed little by little, the wind outside was not so tight, and he began to stir, so there were two thefts of the coal miners' sanatorium in the back.
These two cases made Liu Yingfu a lot of money, not only stealing a large amount of cash, food stamps, but also high-end cameras and high-end cigarettes.
At this moment, he seems to have embarked on the peak of his life, and he has begun to flutter, and he even ran to the toilet to peek at women changing clothes, which is really shameless!
And his criminal behavior also came to an end in that portrayal, the legal net was restored without leakage, and what awaited Liu Yingfu was bound to be the severe punishment of the law.
Liu Yingfu confessed all the facts of the crime, and the "8291" case is also nearing the end, but there is still a lack of the last and most important thing, the stolen confidential documents.
Only by finding the remains of these documents can we prove that the secrets did not flow abroad, can the entire chain of evidence in the case be closed, and can all the leaders of the party and the state be reassured.
According to Liu Yingfu's account, the documents have been torn up and thrown into the pit, so the next work is to focus on the pit.
After a detailed visit by the police handling the case, it was learned that one month and 9 days had passed from the time of the incident to Liu Yingfu's arrest, during which the public toilet had been cleaned.
The dirt has been transported to the suburban Xinzhaizi Township for agricultural fertilizer, and following this clue, the case-handling personnel rushed to Xinzhaizi Township non-stop to find local staff to understand the situation.
According to the staff, the fertilizer shipped after July has already been applied to the field, and it is difficult to find any traces.
However, when it comes to the country's major information security, we cannot be sloppy and slack in the slightest, and the Central Military Commission has decided to find out! Even if you dig three feet into the ground, you must find the fragments of the documents.
So the next day, 200 officers and men of the armed police rushed to Xinzhaizi Township, each carrying a wire rake, responsible for two ridges, and carefully searching every inch of land without destroying vegetables.
Finally, at noon, a warrior found a fragment in a field of turnips, which, although long in a state of ruin, could faintly recognize the word "center".
Subsequently, fragments with the words "Central Military Commission" printed on them were found, and then fragments were found one after another, and after expert comparison, it was confirmed that these fragments were fragments of confidential documents stolen on July 6.
At this point, the "8291" big case that shocked the whole country was completely solved!
On October 16, 1982, Xinhua News Agency issued an announcement to the world that the mainland's successful launch of submarine-launched strategic missiles into the predetermined sea area marked another big step forward for the mainland to the goal of military power.
