According to the WeChat public account of the Chinese Embassy in Kuwait, according to the domestic epidemic situation and the characteristics of the mutation of the Aomi Kerong strain, in order to further do a good job in foreign defense imports, the requirements for applying for HS codes/HDC codes before going to China are summarized and issued as follows, and the relevant provisions will take effect from now on.

First, the general requirements

(1) During the circuit breaker of a Kuwaiti flight to China, the Embassy shall accept the application for HS code/HDC code for passengers departing from Kuwait and transiting to China through a third country, but only once, that is, Kuwait- transit country-China.

(2) After the resumption of direct flights from Kuwait to China, the Embassy may accept applications for HS codes/HDC codes for transfers to China by personnel from countries without direct flights to China. Before coming to Science and Technology, the relevant personnel must apply for an HS code/HDC code from the embassy or consulate of our place of departure. You can only make one transfer to China from the country of origin, that is, the country of origin → Kuwait → China. (Not applicable during flight circuit breaker)

II. Prevention and control requirements for all types of personnel

(1) Persons with a history of previous infections

People who have been diagnosed with COVID-19, or who have not been diagnosed but have tested positive for nucleic acid, IgM antibody, or IgG antibody (not vaccinated against COVID-19), are considered to have a history of previous infection.

Persons with a history of previous infection who intend to apply for an HS code/HDC code from the embassy should first apply to the embassy for isolation and health monitoring.

The specific procedure is as follows:

1. Send an e-mail to the [email protected] apply to the Embassy for quarantine and health monitoring, and provide:

1) Two negative nucleic acid tests within 3 days (sampling time interval of at least 24 hours). The date of nucleic acid testing should also be later than the date on which the person is diagnosed with COVID-19 or the relevant test result is positive.

2) Information statement (indicate the basic information such as your name and passport number, explain the situation of infection with new crown pneumonia or the relevant test result is positive, and sign it), scanned copies of identity documents such as passports, rehabilitation certificates (if any) and other materials.

2. Conduct health testing.

After passing the embassy review, the applicant will be quarantined and monitored according to the requirements (the specific isolation and health monitoring time will be specified in the email).

3. Send a self-health monitoring form to the embassy mailbox.

1) If there is no abnormal health condition, you can apply for an HS code/HDC code from the embassy. If the test result is positive, it should be treated in time, and after recovery, apply to the embassy for isolation and health monitoring.

2) If suspected symptoms such as fever, cough and diarrhea occur during isolation and health status monitoring, nucleic acid testing should be carried out in time.

(1) If the nucleic acid test result is negative, it is necessary to re-carry out 14 days of isolation and health status monitoring.

(2) If the nucleic acid test result is positive, it should be treated in time, and after recovery, it is necessary to apply to the embassy for isolation and health status monitoring.

The duration of isolation and health monitoring is, in principle, 14 days, and for special cases, the Embassy will extend it appropriately. Even if a person with a history of infection has been vaccinated against COVID-19, they still need to apply to the embassy for isolation and health monitoring.

(2) Other persons (vaccinated, unvaccinated, and those who have completed health monitoring through the embassy after recovering from infection)

Other personnel need to complete pre-departure isolation and obtain nucleic acid and antigen negative certificates before applying for a health code.

1. Isolation before departure

1) The applicant needs to complete 10 days of home isolation before the flight departs, during which there is no contact with outsiders, and after the isolation is completed, truthfully fill in the "Pre-departure Isolation Certificate" and sign (the enterprise personnel are stamped with the official seal of the enterprise).

2) Isolation time calculation

The quarantine ends the day before departure, and if the flight departs on June 11, the quarantine date includes at least June 1-10.

2. Obtain negative nucleic acid and antigen test certificate

1) The applicant should complete the "double nucleic acid" test at the testing institution designated by the embassy within 24 hours before boarding the flight to China and obtain a negative certificate.

2) The applicant should complete the Antigen Rapid Test at the nucleic acid testing institution designated by the Embassy and obtain a negative certificate within 12 hours before boarding the flight to China.

3) Calculation of detection time: If you plan to take a flight to China at 19:00 on June 2, the nucleic acid sampling date should be after 19:00 on June 1, and the antigen sampling date should be after 7:00 a.m. on June 2.

3. Online application

(1) Application method

Chinese citizens should submit an application through the WeChat Mini Program "Epidemic Prevention Health Code International Edition"; they can submit an application on behalf of other Chinese citizens.

Foreign citizens should log on to the website through a computer or mobile phone terminal to https://hrhk.cs.mfa.gov.cn/H5/, declare their personal information, and submit an application on behalf of other Chinese citizens.

(2) Fill in the requirements

1. The applicant shall fill in the relevant information completely and accurately;

2. The applicant shall upload a complete and clear list of the following materials:

Note: After receiving the test report, the applicant should apply to the embassy for HS code/HDC code as soon as possible; after the embassy receives the application, it will complete the review as soon as possible in the order of submission.

(3) Check the application results

1. The applicant can view the HS code/HDC code issued by the Embassy through the WeChat Mini Program "Epidemic Prevention Health Code International Edition" or log in to the https://hrhk.cs.mfa.gov.cn/H5/.

2. If the embassy does not pass the review, the application can be resubmitted after modification according to the embassy's review opinions.

3. If the embassy does not issue HS codes/HDC codes in the end, it means that the applicant does not meet the conditions for going to China for the time being, and needs to re-arrange or adjust the itinerary.

4. Special reminder

(1) At present, the global covid-19 epidemic situation is still grim, and it is recommended that those who intend to go to China comprehensively assess the risk of the epidemic and the cost of travel, adhere to the principle of "non-essential, non-urgent, and no travel", and try to avoid long-distance or cross-border travel.

(2) After determining the itinerary to China, the applicant should take the initiative to reduce contact with the outside world, isolate at home as much as possible, avoid non-essential travel, do not participate in group gathering activities, and do not go to crowded places to gather for dinner to avoid infection. After completing the test, you should continue to isolate at home and take precautions on the day of travel.

(3) Applicants must truthfully declare personal information and provide true and effective test reports. If it is found that the condition is deliberately concealed, the test report is altered and falsified, etc., the legal responsibility of the relevant personnel will be seriously investigated in accordance with law.
