Emperor Wu of the Han Dynasty (元封元年) (that is, 110 BC) was the seat of Zibei County, Zhuya County, which is the origin of Wenchang's ancient name of Zibei. In the third year of Sui Daye (607), Wude County was established on the ancient ruins of Zibei County, which belonged to Linzhen County. In the fifth year of Tang Wude (622), it was renamed Pyeongchang County, which belonged to Yazhou.
