China's neighbor Laos itself is divided into three parts: Shangliao, Zhongliao and Xialiao, but there are also two provinces of Huapan and Chuanyuan, which were not originally part of the upper, middle and lower three liao provinces, and were once the territories of the Great Southern Empire (Nguyễn Dynasty of Vietnam).

The mountain kingdom of Muang Pan was conquered by the Great Southern Empire of Vietnam and became a vassal state of Vietnam, and later became the two provinces of Zhenbian and Zhenning, which were later the two provinces of Laos (Hua Pan and Chuan Yuan), which were large in size and very small in population.

The ancient Muang Pan state is currently within the two provinces of Laos, its area is comparable to half of China's provinces (more than 30,000 square kilometers), and the population is only equivalent to a large county (more than 500,000).
