Statistics is the "barometer" and "measuring instrument" of economic and social development, which promotes high-quality development in an all-round way, and statistical power is indispensable. On the new journey, we will profoundly understand and accurately grasp the major judgments of the Party Central Committee on the international and domestic economic situation, deeply analyze the opportunities and challenges facing the development of our province, the advantages and shortcomings that exist, the stages and orientations we are in, in accordance with the requirements of the provincial party committee and the provincial government, earnestly perform our functions, blaze new trails, work in a down-to-earth manner, adhere to the principle of "the government has decisions, and the statistical quality services have actions", provide fast, high-quality and efficient statistical services for the all-round promotion of high-quality development in a timely manner, and contribute statistical strength in the continuous struggle.
First, deeply understand the historical significance of the "two establishments", continue to strengthen party building, and lay a solid political foundation for statistical reform and development
The Resolution of the Central Committee of the Communist Party of China on the Major Achievements and Historical Experience of the Party in the Past Century (hereinafter referred to as the "Resolution") adopted by the Sixth Plenary Session of the Nineteenth Central Committee of the Communist Party of China pointed out: "The Party establishes the core position of Comrade Xi Jinping's Party Central Committee and the core of the whole Party, and establishes the guiding position of Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era." General Secretary Xi Jinping pointed out that leading cadres should bear in mind the two overall situations, which is the basic starting point of our planning work. We always bear in mind the strategic overall situation of the great rejuvenation of the Chinese nation and the "two overall situations" of the great changes in the world that have not occurred in a hundred years, insist on focusing on "major events of the country", focusing on the "great policy of the country", finding out the "great feelings of the country", and coming up with "the big number of the country".

In 2021, the General Office of the CPC Central Committee and the General Office of the State Council issued the "Opinions on More Effectively Playing the Role of Statistical Supervision Functions" (hereinafter referred to as the "Supervision Opinions"), which fully reflects the far-sighted and systematic planning of the Party Central Committee with Comrade Xi Jinping as the core to promote the reform of statistical modernization in the new era, and is another top-level design and institutional arrangement for adhering to the party's leadership over statistical work, providing a strong statistical guarantee for in-depth promotion of comprehensive and strict management of the party and all-round promotion of high-quality development.
The first is to accurately grasp the new requirements for the role of statistical supervision functions, and accelerate the construction of a statistical supervision system with complete system, high coordination and high efficiency, and strong constraints. The overall planning and efficient promotion of statistical legislation, the official implementation of the "Shanxi Provincial Statistics Regulations" has provided a solid legal guarantee for promoting the province's rule of law in statistics according to law; leading the study and formulation of work measures for the implementation of the "Supervision Opinions" in our province, and promoting the implementation of tasks by party committees, governments, and relevant departments at all levels; and promoting the establishment of a work system for preventing and punishing statistical fraud and fraud in the annual report of lower-level party committees and governments to higher levels, and constantly creating a new situation in governing according to law.
The second is to accurately grasp the new requirements for the construction of the statistical supervision system, further improve and perfect the system for preventing and punishing statistical fraud and fraud, and improve the statistical data quality responsibility system and accountability system. The first is to establish and improve a statistical system that promotes high-quality development. Improve the comprehensive performance evaluation and appraisal system for high-quality development, improve the statistical monitoring system, standardize the statistical investigation process, and enhance the timeliness of evaluation and appraisal work; establish and improve the statistical system of digital economy, modern service industry, and strategic emerging industries; study and establish a statistical monitoring system for common prosperity, explore methods for measuring the size of middle-income groups, and provide decision-making basis and assessable statistical standards for the scientific decision-making of the provincial party committee and provincial government.
