Kuixing Pavilion is located on the east side of Xianning Xue Lane outside the main gate of the Forest of Steles Museum, which is a two-story square solid brick tower, and directly above the north side of the tower, there is a brick carving inscription with the words "Kuixing Pavilion", and there is an alcove under the inscription, which is a clay statue of Kuixing. "Kui Xing" is one of the twenty-eight houses of the zodiac, and there is a "Dou Kui Dai Kuang Six Stars" in the "Records of History". "Ancient legend is the god who dominates the rise and fall of the literary movement, if it is hit by its Zhu pen, it can brilliantly write flowers, write splendid articles, and even become a champion in the middle of the three yuan." This is the legendary "Kui Star Dot Bucket".

According to research, Kuixing Pavilion was built in the Ming Dynasty

The current Kuixing Pavilion is the second batch of municipal protected cultural relics in Xi'an, which is an architectural representative and cultural symbol that prays for students to be blessed by Kuixing, as well as blesses the prosperity of local cultural fortunes, and also adds an indispensable humanistic atmosphere to the rich cultural area of Beilin.

Not only do ordinary tourists and citizens rarely visit, but even experts in literature, history and geography do not pay much attention to it. A variety of reasons have caused the tower to fall into disrepair, cracks, the north wall niche Kuixing statue is seriously damaged, the tower body is tightly wrapped by the surrounding houses, and even the base of the tower cannot be seen, and the top of the tower is also disturbed by wild plants, coupled with the damage caused by the relocation of the city, the status quo of cultural relics protection is worrying.

The Fourth Procuratorial Department of our hospital actively performed its public interest litigation procuratorial duties, acted quickly, and learned about and fixed the evidence of damage to the cultural relics of Kuixing Pavilion through visiting investigations and low-altitude aerial photography. According to the Law of the People's Republic of China on the Protection of Cultural Relics and the Regulations on the Protection of Immovable Cultural Relics in Xi'an, our hospital took the initiative to dock with the relevant protection units of Kuixing Pavilion cultural relics, actively held talks and consultations, sorted out the problems existing in the protection, and learned about the protection and restoration work. Under the supervision of the Fourth Procuratorial Department, the relevant protection units have formulated the "Kuixingge Cultural Relics Protection and Management Plan", which is publicized and protected from the aspects of ontology protection measures, environmental remediation measures, safety protection measures, protection management measures and display and utilization measures. The plan is currently being implemented.

Cultural relics are the treasures of human culture and non-renewable resources, and the protection and utilization of cultural relics is of great significance. In the next step, the Fourth Procuratorial Department of our hospital will explore the establishment of a multi-departmental cultural relics protection mechanism, promote the in-depth development of public interest litigation, and contribute procuratorial wisdom and strength to inheriting Chinese cultural genes and helping cultural relics protection.
