It mainly includes: the implementation of special incentives for professional titles, the increase in the proportion of specialized technical posts, the opening up of green channels for the recruitment of public institutions, the priority recommendation of talent projects and honors, the increase of the proportion of annual assessment and evaluation, the implementation of salary incentives, the implementation of treatment guarantee policies, the implementation of epidemic prevention front-line skill personnel incentives, the implementation of work injury insurance treatment, etc.

It mentions the "anti-epidemic inclusion": for non-staff personnel who have made outstanding contributions to public institutions that directly participate in the frontline of this round of epidemic prevention and control, they can directly handle the employment procedures after reporting to the human resources and social security department according to the actual employment needs of the unit, under the premise of empty posts and vacancies, in accordance with relevant national regulations and relevant requirements.

In addition, frontline personnel in the fight against the epidemic have policy preferences in terms of titles, salaries, treatment, evaluation, insurance and other aspects.

01. Implement special incentives for professional titles

Front-line professional and technical personnel in epidemic prevention and control who come into contact with confirmed cases and asymptomatic infected persons may apply for the title of the higher level of review (appraisal) one year in advance, and be tilted under the same conditions in the review (appraisal) process.

Those who have made outstanding contributions to the frontline of epidemic prevention and control, made significant progress and breakthroughs in clinical treatment, examination and testing, and final elimination, and have been employed in posts at the corresponding level for three years, shall be reviewed and reviewed by the human resources and social security department at the same level upon the recommendation of the competent department at the same level, and the provincial human resources and social security department shall "separately organize and set a separate proportion" to evaluate the title at the next level; those who participate in the annual normal review (appraisal) will no longer be individually encouraged.

02. Increase the proportion of specialized posts

Among them, the senior, deputy senior and intermediate levels shall increase the corresponding temporary positions in accordance with the proportions of no more than 2%, 3% and 10% respectively, and gradually digest and solve them.

Personnel who have made outstanding contributions in the frontline of epidemic prevention and control, and who have made significant progress and breakthroughs in clinical treatment, inspection and testing, terminal elimination, material support, medical treatment and isolation facilities construction and maintenance, and have already obtained the title of deputy senior or below, can be directly hired to the professional and technical position at the next higher level within the same level.

03. Open up a green channel for recruitment of public institutions

Under the premise of empty posts, grass-roots public institutions may relax the conditions such as age and education, and specially recruit community (village) cadres who have outstanding performance in the frontline work of epidemic prevention and control in direct contact with confirmed cases and asymptomatic infected persons.

04. Priority is given to recommending talent projects and honors

When participating in the provincial talent project and honor, the professional and technical personnel and skilled personnel who directly participate in the frontline work of this round of epidemic prevention and control will be given preference.

05. Increase the proportion of annual appraisal and appraisal

For public institutions that directly participate in the frontline work of this round of epidemic prevention and control, after being reviewed by the competent department and reported to the human resources and social security department at the same level for the record, the proportion of outstanding grades in the 2022 annual assessment can be increased to 30%; for public institutions with outstanding contributions or subordinate departments (teams), excellent grade indicators can be listed separately, and the proportion of excellent grades can be appropriately increased; for public institution staff with outstanding contributions, they can be directly assessed as excellent grades. Those who are rated as excellent shall be rewarded in accordance with the relevant regulations.

06. Implement wage and treatment incentives

For medical and health institutions directly participating in the frontline work of this round of epidemic prevention and control, according to the number and contribution of medical personnel participating in the frontline of epidemic prevention and control, the total amount of one-time performance pay that is not included in the base may be increased in accordance with regulations. When allocating performance wages internally, all units must further tilt towards frontline personnel in epidemic prevention and control.

07. Implement a treatment guarantee policy

In order to directly participate in the frontline work of this round of epidemic prevention and control, qualified professional and technical personnel, high-level talents will be issued "Jixiang Card" to enjoy the treatment of transportation travel and medical green channels in the province.

Professional and technical personnel and skilled personnel who directly participate in the frontline work of this round of epidemic prevention and control, when declaring and identifying the previous level of talent category, take the work performance and work achievements during the epidemic prevention period as an important basis for the classification of talents, and give key support, up to which they can be identified as Class B talents; after passing the accreditation review, they can enjoy the corresponding children's enrollment, spouse employment and other treatment.

08. Implement incentives for frontline skilled personnel in epidemic prevention

Conducted online training for "epidemic prevention officers", "disinfectors" and "public place health managers". 09. Implement work-related injury insurance benefits

In the prevention and treatment of novel coronavirus pneumonia, medical care and related staff members who are infected with novel coronavirus pneumonia or die due to infection with novel coronavirus pneumonia due to the performance of their work duties shall be regarded as work injuries and enjoy the treatment of work injury insurance in accordance with law. The relevant expenses incurred by the above-mentioned staff members who have participated in the work injury insurance shall be paid by the work injury insurance fund and the unit in accordance with the relevant provisions of the work injury insurance; if they have not participated in the work injury insurance, the employer shall pay them in accordance with the statutory standards.

This policy measure will be effective from February 28, 2022 and will be effective until December 31, 2022.
