Born in Edinburgh in 1959, Locke grew up in Guyana, in the southern Americas, before returning to Falmouth in 1988 to study art and obtaining a Master of Fine Arts degree in sculpture from the Royal College of Art in London in 1994. Locke's developed artistic practice explored visual representations of power and cultural diversity, focusing on a wide range of objects, including royal portraits, clan crests, public statues, trophies, weapons, and costumes. He blends his Caribbean and British backgrounds, combining his own political and cultural concerns with modern materials and historical themes in his work.

When architect Richard Morris Hunt designed the metropolitan museum's wall façade, he planned to place a group of sculptures by neoclassical artist Karl Bitter between each pair of Greek-style columns. The Hirshhorn Museum and Sculpture Garden has appointed Evelyn M. Evelyn C. Hankins is the chief curator.
