In order to improve the travel conditions and improve the quality of travel in the Tiantongyuan area, according to the Beijing Municipal Development and Reform Commission's "Reply on the Feasibility Study Report of the Rail Transit Line 13 Expansion and Upgrading Project" (Jingfa Reform (Pre-period) [2019] No. 13), Tiantongyuan Station has obtained the Beijing Municipal Planning and Natural Resources Commission's "Letter on the Review Opinions on the Temporary Construction Land Planning Opinions for the Temporary Construction Site of Tiantongyuan Station No. 1 of the Rail Transit Line 13 Expansion and Upgrading Project "Multi-planning" (Beijing Regulation Self-Comprehensive Review Letter [2021]) No. 0267) (see annex for details). The temporary enclosure of this construction needs to occupy 310m on the south side of the north district of Tiantongyuan (see the attached map for details); and the west side of the north district of Tiantongyuan (103m×28m) for construction.
In order to achieve the substantive start of the station as soon as possible, it is necessary to seal part of the west and south sides of the north district of Tiantongyuan as soon as possible to carry out above-ground demolition and modification, greening migration and diversion road construction work, and during the construction of the subway, the west sealing area of the north district of Tiantongyuan will be used as the construction site of Tiantongyuan Station; The enclosed area on the south side is used as a traffic guide.
In order to ensure the convenience of passage in the community during the closure period, the road will be hardened in the 3m area east of the west side of the north district of Tiantongyuan before the closure to ensure the passage of motor vehicles and pedestrians, and I hope that the majority of residents and friends will understand and cooperate.
After 7 days from the date of this announcement (April 2, 2022) (April 8, 2022), motorized and non-motorized vehicles will not be parked in the enclosed area and the hardened pavement area, and vehicles that have not been removed after 7 days will be handed over to the relevant departments for disposal. Your unit's "Request for Application for The Planning Of the Temporary Construction Land of Tiantongyuan Station No. 1 of the Expansion and Upgrading Project of Beijing Rail Transit Line 13" was included in the deliberation of the "Multi-planning" platform (City Railway Office Zi [2021] No. 15). The capacity expansion and upgrading project of Rail Transit Line 13 is one of the projects approved by the National Development and Reform Commission in the "Reply on Adjusting the Second Phase of Beijing Urban Rail Transit Construction Planning Plan" (Development and Reform Foundation [2019] No. 1904). The tiantongyuan station of the project has completed the preliminary design expert review, and the temporary land use plan of the station has been studied by the "multi-plan" collaborative platform (joint review meeting of the temporary land use department for rail transit construction) organized by our committee, and a preliminary review opinion letter of the "multi-plan"collaborative platform of the project has been issued (Beijing Regulation Since preliminary review letter [2021] 0051). The relevant comments are hereby communicated as follows:
1. Temporary land use plan for the station
In principle, it is agreed to the temporary construction land plan for the construction site of Tiantongyuan Station No. 1 of the Capacity Expansion and Upgrading Project of Line 13A of Rail Transit Line 13, and the temporary land is located at the intersection of Litang Road and Taipingzhuang Middle 2nd Street in Changping District. The temporary area is about 28,149 square meters, of which the planned road covers an area of about 20,969 square meters and the planned road red line covers an area of about 7,180 square meters (see the annex for specific locations).
2. Construction purpose and occupation time of temporary land of the station
The main purpose of the temporary land for the temporary land of Tiantongyuan Station of Line 13A expansion and upgrading project of Rail Transit Line 13 is construction site, traffic guidance and pipeline relocation, and the temporary occupation time is about 24 months.

4. Please protect the trees within the scope of the temporary land, if it involves logging and relocation, please go through the relevant procedures in the competent department of landscaping of your unit.
5. Involving traffic guidance and reform matters, please go through the relevant procedures with the public security traffic management department of your unit.
6. Rail transit construction temporary land is strictly prohibited for other uses, before the end of the project to hand over the relevant land, your construction unit must dismantle the above-ground objects, and break the underground construction shafts and other temporary projects, restore the use of land conditions.
7. The construction enclosure should pay attention to the coordination with the surrounding environment.
8. Please organize the construction unit to sort out whether the buildings (structures) within the scope of each construction enclosure occupy the underground pipeline, if there is pressure, you should communicate with the relevant pipeline management unit, and consult the municipal professional companies to determine the pipeline dismantling or protection plan as soon as possible.
9. Please use your unit in strict accordance with the scope of temporary construction land and the time occupied, perform the safety management responsibility of temporary land in accordance with the law, and timely vacate and restore after the completion of the project construction.
