The Guidelines make it clear that the new district implements a three-level guarantee mechanism for property emergency repair and strives to provide a solid guarantee for the owner's emergency repair service. The district property emergency maintenance center, the special service station of the property emergency repair street town, and the community property management office reserve the property emergency maintenance force during the epidemic period and make corresponding preparations. The residential property management office undertakes the first order responsibility for the emergency maintenance of the residential community property, and is responsible for the emergency maintenance of the residential community property it serves. If the management office and its company cannot deal with the situation, they can seek business guidance or support from the special service station of the property emergency repair town where the house is located. The special service station can also request guidance or support from the district property emergency maintenance center.
Basic principles
The Guidelines make it clear that the emergency repair and disposal of properties should follow the basic principles of combining "rapid solution of problems and prevention of the spread of the epidemic" and "self-help disposal of owners and door-to-door disposal of properties".
Three modes
During the epidemic period, the emergency repair and disposal of properties is divided into three types: owner self-help, remote guidance + owner self-help, and property door-to-door maintenance.
1. Self-service disposal by the owner
Suitable for common kitchen, bathroom sewer blockage, toilet blockage and other situations in the home. In this case, the owner can solve it by operating it himself with the help of simple tools (hand-cranked spring dredger, toilet suction, etc.). If the owner does not have simple tools at home, simple tools can be provided by the property, service station, etc. If it is due to the confirmed or close connection of the corridor or the sealing and control of the community, the tool may be transferred through epidemic prevention personnel, volunteers, control security guards by indirect contact or by reference to express delivery. When the property and service station retrieve the tools, they must be disinfected.
2. Remote guidance + self-service disposal of the owner
It is suitable for situations where the owner has a certain ability to operate but does not know how to use the simple repair tool. Property maintenance personnel can remotely guide the owner to use the maintenance tool by telephone or online video, and the owner will carry out the repair by himself. If the owner does not have simple tools in his home, refer to the requirements of the first article above.
3. On-site maintenance and disposal
If the emergency repair projects (such as circuit failures, water pipe bursts, pipeline blockages, etc.) that cannot be solved through the above two methods but seriously affect the daily life of the owners need to be repaired by maintenance personnel, the property enterprise shall report to the epidemic prevention and control department of the street and town through the community neighborhood committee, and after approval, under the guidance of the community health service center, the external maintenance personnel will enter the closed area for maintenance after doing a good job of protection.
Maintenance personnel need to check the health code and nucleic acid test results before leaving, and must take the initiative to show the health code and negative nucleic acid test report to the owner when entering the house. Maintenance personnel must standardize the wearing of protective clothing, masks, gloves, protective shoe covers, etc. Before entering the home, first let the home personnel open the window for ventilation, turn off the air conditioning, and wear a mask throughout the whole process; after entering the home, the maintenance personnel and the home personnel maintain a distance of more than 2 meters, and try not to be in close contact. After the maintenance personnel come out, do a good job of disinfection and do a good job of independent health observation.
