This time, let's take a look at the proposals of Lei Jun, chairman of Xiaomi, Ding Lei, CEO of NetEase, Li Yanhong, chairman and CEO of Baidu, Zhou Hongyi, founder of 360, Yang Yuanqing, chairman and CEO of Lenovo Group, and Li Dongsheng, founder of TCL.
Recently, Lei Jun, chairman of Xiaomi, who has focused more energy on the field of "car building", has given suggestions for accelerating the construction of high-power fast charging infrastructure for new energy vehicles. He mentioned that enterprises are facing problems such as high cost of research and development of high-voltage platforms and immature industrial chains, and insufficient investment in research and development of high-power charging technologies. In view of this, it is recommended to build a national innovation cooperation platform, formulate a catalog of advanced high-power charging technologies, accelerate the establishment of a collaborative research and development mechanism for enterprises and scientific research institutes, and strengthen the joint research on the new generation of high-power fast charging technology and upstream key technologies such as storage and charging integration (especially optical storage and charging integration), low self-loss, and low noise. For electronic manufacturing, he suggested that a medium- and long-term development plan for the recycling of electronic waste be formulated; personal data and information security should be guaranteed to improve the recycling rate of electronic waste.
NetEase CEO Ding Lei submitted a number of proposals. Among them, he proposed that the state take the lead in building a global intellectual property trading platform, and form a global intellectual property pricing and trading system with clear price marking, on-demand charging, fair and reasonable, and after-sales improvement in key intellectual property rights fields such as cultural and creative IP, chips, digital audio and video, so as to stimulate the innovation and creativity of the whole society; increase the punishment and rectification of new types of infringement and piracy, establish a "blacklist" of infringement, and safeguard the legitimate rights and interests of intellectual property owners.
Baidu Chairman and CEO Robin Li submitted three proposals this year. Robin Li believes that the unmanned automatic driving is an inevitable trend in the development of intelligent and connected vehicles. At present, China's autonomous driving technology has run and even led the world, but the development of high-level autonomous vehicles is still facing the situation that they cannot enter the market, cannot be licensed, cannot be completely unmanned, cannot operate and charge, and are difficult to determine the responsibility for accidents. He suggested that local governments be guided and supported to introduce policies to clearly support unmanned vehicles without safety officers on the road; clarify the access rules for L4 autonomous vehicles; and moderately advance the construction of intelligent transportation infrastructure. In addition, "AI" is also the key word of Robin Li's proposal, reflecting his latest thinking on the development of AI technology. Robin Li said that under the guidance of the "3060 double carbon" goal, it is necessary to develop a more environmentally friendly "green AI".
Zhou Hongyi, founder of 360, proposed that security risks are spread across all digital scenarios, and network security has become difficult to solve new and complex challenges. He said that new technologies such as artificial intelligence, blockchain, and quantum computing continue to advance, and new applications such as digital currency, autonomous driving, and meta-universes continue to rise, bringing unpredictable security risks, and traditional network security lacks mature experience in coping. It is recommended that relevant departments adopt the method of "unveiling the leader" and encourage enterprises, research institutions, and universities to jointly build digital security platforms, such as relying on the national new generation of artificial intelligence open platforms and big data open collaborative laboratories, etc., to drive the industry to innovate digital security systems.
Yang Yuanqing, chairman and CEO of Lenovo Group, mentioned improving the employment environment for women. He suggested that relevant laws and regulations should be further improved to ensure that women have equal employment rights. Strengthen the implementation rules for the performance and promotion protection of women during pregnancy, childbirth and lactation, and completely eliminate discrimination against women in employment. Establish a system of guaranteeing women's birth and flexible work, and promote the equal work of male and female employees. And effectively improve women's employability.
Li Dongsheng, founder of TCL, believes that in the current situation, enterprises can only take the road of scientific and technological self-reliance and self-improvement, and must break through the key core technologies of "card neck", such as integrated circuits, precision materials, core devices, high-end equipment and other fields. Li Dongsheng suggested providing support for the development of China's high-tech manufacturing industry: relaxing the conditions for equity capital financing in high-tech manufacturing; also providing certain support for leading enterprises; and further improving the national scientific and technological innovation system.
