According to the official website of the State Administration of Cultural Heritage, on March 22, the State Administration of Cultural Heritage held a cadre meeting, and Li Xiaoxin, deputy director of the Central Organization Department, attended the meeting and announced the central decision: Comrade Li Qun was appointed director of the State Administration of Cultural Heritage and secretary of the party group, and Comrade Liu Yuzhu would no longer serve as a member of the party group of the Ministry of Culture and Tourism, director of the State Administration of Cultural Heritage, and secretary of the party group.

The magazine noted that Li Qun is an alternate member of the 19th Central Committee and a former member of the party group and vice minister of the Ministry of Culture and Tourism.
Public information shows that Li Qun was born in February 1962, a native of Weihai, Shandong, and he had been working in Shandong for 27 years before entering Beijing. He once served as a political counselor and teaching assistant in the Department of Physics of Shandong University, deputy secretary of the General Branch of the Youth League, secretary and lecturer of the General Branch of the Department of Management Science, deputy secretary of the Youth League Committee of Shandong University, deputy secretary of the Weifang Municipal Committee of the Communist Youth League, secretary of the Youth League Municipal Committee, mayor of Shouguang City, deputy secretary of the Shandong Provincial Committee of the Communist Youth League, secretary of the Youth League Committee, mayor and secretary of the Municipal Party Committee of Linyi City, member of the Standing Committee of the Shandong Provincial Party Committee, director of the Propaganda Department, chairman of the Provincial Federation of Social Sciences, secretary of the Qingdao Municipal Party Committee, executive vice governor and other positions.
On March 17, 2018, the first session of the 13th National People's Congress voted to approve the Institutional Reform Plan of the State Council, and the National Tourism Administration and the Ministry of Culture were formally merged to form the Ministry of Culture and Tourism. On the 4th of the following month, the State Council released a list of state employees to be appointed, and Li Qun was appointed vice minister of culture and tourism.
While in Shandong, Mr. Li was a star official with a number of well-known identity labels, most notably his experience as an assistant mayor in the United States.
In 2004, a book called "I Am the Assistant to the Mayor in the United States" became popular, which was called "the first Chinese official to look into the operations of the US government" and written by Li Qun.
In 2000, as one of the first members of the Shandong Provincial Training Program for Young and Middle-Aged Cadres Abroad, Li Qun, then secretary of the Shandong Provincial Committee of the Communist Youth League, studied MPA at the University of New Haven in the United States, and then conducted a three-month internship in different departments of the New Haven Municipal Government, and the internship position was the special assistant to the mayor.
This special overseas training experience left a deep impression on Li Qun, and also had a subtle impact on his governance philosophy and practice after returning to China.
During his time at the Ministry of Culture and Tourism, Li Qun participated in the planning of major events such as the 70th anniversary of the founding of the People's Republic of China.
On August 29, 2019, the Information Office of the State Council held a press conference to introduce the celebration of the 70th anniversary of the founding of the People's Republic of China, and Li Qun, vice minister of culture and tourism who attended the press conference, said that in addition to increasing the number of performances and carrying out television broadcasts, the literary and art evening will also produce stage art films, that is, this evening will be made into an art film, which is another large-scale music and dance epic art film after "Dongfang Hong" and "The Road to Rejuvenation".
