Set sail for the future: China Telecom has established two consortiums
Build a collaborative mechanism of "scientists + entrepreneurs + investors".

On the morning of May 10, the inaugural meeting of the Next Generation Optical Network Innovation Consortium and the Quantum Communication Innovation Consortium and the "Future Sailing" Task Promotion Conference were held in Beijing under the guidance of the State-owned Assets Supervision and Administration Commission of the State Council and hosted by China Telecom. The conference aims to implement the decision-making and deployment of the SASAC's future industry sailing action, and discuss the promotion ideas and implementation plans in the field of next-generation optical networks and quantum communications with participating central enterprises and partners, so as to jointly create an innovation platform for close collaboration and win-win cooperation.

Fang Lei, deputy director of the Science and Technology Innovation Bureau of the State-owned Assets Supervision and Administration Commission of the State Council, conveyed the work deployment of the State-owned Assets Supervision and Administration Commission of the State Council, affirmed China Telecom's achievements in the development of next-generation optical networks and quantum communication future industries, and put forward three hopes: First, starting from the overall situation of the country, planning the future industry from a high starting point. Central enterprises should be integrated into the national system in a larger scope, at a higher level and at a deeper level, do a good job in the layout of key tasks in the field of next-generation optical networks and quantum communications, continue to optimize the follow-up work deployment, and ensure that they play a leading role in the future industrial system. The second is to start from innovation-driven and cultivate future industries with high standards. It is necessary to keep up with the latest trends in global science and technology and industrial development, and condense major needs and major scientific issues from production practice. It is necessary to strengthen the coordination between central enterprises, improve the risk prevention and control mechanism of future industrial innovation consortiums, and promote the whole chain of innovation from basic research to industrialization in an organized manner. The third is to start from industrial thinking and develop future industries at a high level. It is necessary to give full play to the role of the market, promote industrial innovation with scientific and technological innovation, and build a collaborative technology mining and screening mechanism of "scientists + entrepreneurs + investors". It is necessary to attach great importance to the traction of demand and scenarios, create or open a number of application scenarios, and promote the acceleration of the application and promotion of future industrial achievements. It is necessary to actively study and increase investment in future industries and raise social funds through multiple channels for the development of future industries.

Fang Lei pointed out that it is necessary to give full play to the role of the market and promote industrial innovation with scientific and technological innovation.

In his speech, Li Jun, Deputy General Manager of China Telecom, introduced China Telecom's development achievements in the field of optical networks and quantum communications in recent years, and put forward three proposals for high-level innovation consortium work: First, strengthen innovation collaboration and achieve high-level scientific and technological self-reliance and self-reliance. It is hoped that all parties in the consortium will jointly enhance their collaborative innovation capabilities on the basis of future industrial tasks, focus on breakthroughs in key core technologies such as new optical fiber and cable, ultra-large capacity long-distance optical transmission system, multi-domain heterogeneous QKD networking, and integration of QKD and classical cryptography systems, and achieve a number of world-leading innovation achievements and achieve the mainland's leading position in the field of optical networks and quantum communications. The second is to promote a win-win situation in the industry and promote the transformation of high-efficiency scientific and technological achievements. It is hoped that all parties in the consortium will adhere to demand-driven and market-driven, take application scenarios and major projects as the starting point, give full play to their respective advantages, and jointly accelerate the transformation and application of a number of original and disruptive technological achievements, and strive to achieve large-scale results as soon as possible. The third is to strengthen ecological cooperation and cultivate high-quality future industrial clusters. It is hoped that all parties in the consortium will take the market as the link and rely on it, strengthen the collaborative cooperation in the dimensions of standards, patents, and capital, actively participate in and integrate into the global optical network and quantum communication technology and industrial ecology, and strive to build a number of new enterprises with international competitiveness.

Li Jun said that all parties in the consortium should actively participate in and integrate into the global optical network and quantum communication technology and industrial ecology, and strive to build a number of new enterprises with international competitiveness.

During the conference, China Telecom showcased its R&D achievements in the fields of next-generation optical networks and quantum communications, as well as the progress of joint innovation with industry partners. China Telecom Research Institute and China Telecom Quantum Information Technology Group respectively introduced the construction ideas of next-generation optical networks and quantum communication innovation consortiums. The two participants of the innovation consortium shared their views on the R&D layout and joint research of the consortium. In the field of next-generation optical networks and quantum communications, the "Future Sailing" task promotion meeting was held respectively.

At the conference, China Telecom led relevant central enterprises and industry-university-research partners to establish the "Next Generation Optical Network Innovation Consortium" and the "Quantum Communication Innovation Consortium". The innovation consortium will be committed to promoting the collaborative research of key technologies in future industries, jointly building a national R&D platform, cultivating top talents, incubating leading enterprises, and efficiently promoting the implementation of next-generation optical networks and quantum communication tasks.

In the next step, China Telecom will continue to thoroughly implement the deployment and requirements of the State-owned Assets Supervision and Administration Commission of the State Council for the development of future industries, actively play the role of the leading unit, and work together with central enterprises and industry-university-research partners to carry out key technology research and promotion and application, and make unremitting efforts to promote the high-quality development of future industries in mainland China and create new quality productivity.
