Scientifically formulate sampling plans. It is necessary to further strengthen the combination of supervision and inspection, increase the proportion of special sampling inspections, and arrange special sampling inspections for the high discovery rate of sampling problems in previous years, the large number of complaints and reports, and the high degree of public opinion concern. It is necessary to organize and carry out special sampling inspections of rural food, campus food, food and health food illegal addition and false publicity, agricultural and sideline products in the "832 platform" poverty alleviation areas, and seasonal foods.

Vigorously promote balanced sampling. It is necessary to give full play to the role of food sampling in preventing and resolving major risks, so that the sampling time, region, and project should be fully covered and balanced. In strict accordance with the province's sampling work plan, through advance bidding, cross-annual organization of spot checks, and quarterly planning and regulation of inspection institutions in the system, we will vigorously promote balanced spot checks. The Provincial Market Supervision Bureau will refer to the 2021 annual assessment requirements of the State Administration for Market Regulation, take the balance of sampling inspection as an important indicator to evaluate the effectiveness of supervision and sampling in various places, track the progress of sampling work in various parts of the province on a monthly basis, and supervise the balanced promotion of sampling work in various places through progress tracking, situation notification, organization and interviews.

Continuously improve the quality of sampling inspection. The Provincial Market Supervision Bureau will continue to supervise and manage and evaluate the inspection institutions at the provincial market supervision bureau at the same level through data spot checks, on-site inspections, sample retesting, special inspections and assessment supervision in accordance with the "Measures for the Assessment and Management of Food Safety Inspection Institutions at the Provincial Bureau Level (Trial)". Municipal market supervision departments at all levels should refer to the assessment model of the Provincial Market Supervision Bureau, strengthen the assessment and management of the inspection institutions that undertake the sampling task at the same level, supervise and urge the inspection institutions to improve the quality control system, and carry out the sampling work in strict accordance with the requirements.

Orderly promote sampling and separation. All localities should conscientiously study the reform experience of advanced cities and counties in the pilot reform of "hard separation" of food safety sampling inspection, combine local realities, and actively coordinate the implementation of the reform of promoting the separation of sampling inspection and inspection. Carry out in-depth risk early warning exchanges. Adhere to the principle of "time, degree and effectiveness", release sampling information in a balanced manner, and the publicity rate of information that should be publicized should reach 100%. It is necessary to carry out early warning exchanges and cooperation, promote the establishment of a working model of information exchange, cooperation and interaction, and complementary advantages, improve the targeting, timeliness and accuracy of risk early warning exchanges, and enhance the effectiveness of risk early warning. It is necessary to strengthen the publicity of food safety science, expand the channels of early warning and communication, enrich the methods of early warning and exchange, and better play the positive role of risk early warning exchange in popularizing food safety knowledge and preventing food safety risks.

Accelerate the construction of a rapid inspection system. It is necessary to improve the rapid inspection system and mechanism, study and formulate supporting normative documents for food rapid inspection, further optimize the food rapid inspection information platform, improve the rapid inspection laboratory, the rapid inspection tool library and other modules, and accelerate the weaving of the province's food rapid inspection information management network. It is necessary to strengthen the training of rapid inspection skills, organize and carry out the activities of the food rapid inspection technology competition, and continuously improve the quality of the team. It is necessary to do a good job in rapid inspection evaluation and verification, cooperate with the State Administration of Market Supervision to do a good job in the evaluation of rapid inspection products, continue to strengthen the verification of food rapid inspection results, expand the scope of verification, randomly retest negative rapid inspection results into the result verification, timely release verification information, and enter it into the national food sampling inspection information system.

Comprehensively strengthen the building of party style and clean government.
