Ma Chi believes that during the "Fourteenth Five-Year Plan" period, efforts should be made to solve the problems of "a difficult to find", "only study and do not graduate", "there is nothing to learn" and "online dilemma" in the education of the elderly. He suggested that the government do a good job of "supporting the bottom" and give full play to the function of community education. There are more than 200 streets and towns in Shanghai, more than 4,000 neighborhood committees, and many communities are important organizational cells of the whole society, and they have an unshirkable responsibility for the education of the elderly. The government should continue to integrate elderly education into public services, expand investment in the education of the elderly in streets and neighborhood committees, and enable the community to have the strength to integrate the resources of the elderly education in the whole society. It is necessary to support more social forces to participate in the education of the elderly; promote the opening of all kinds of educational resources in the whole society to the elderly, and promote the continuous extension and coverage of education for the elderly at the grass-roots level.

At the same time, technology is used to enhance supply and benefit all kinds of elderly people. Keep up with the trend of shanghai's urban digital transformation, vigorously develop various teaching methods suitable for the elderly, such as compiling guidelines for the cultivation and development of elderly education resources, developing learning projects suitable for the learning characteristics of the elderly, vigorously promoting the informatization construction of elderly education, and relying on the big data platform to do a better job in the gathering, allocation and push of elderly education resources. Ma Chi also suggested that various social forces should be actively encouraged to serve the education of the elderly.
