The first is to play the "responsibility card" well and strengthen the implementation. In strict accordance with the principle of territorial management, organize and hold 3 special meetings on rural biogas safety management, take the town as the unit and the administrative village unit, implement the grid management of rural biogas safety production, conscientiously implement the general requirements of "full coverage, zero tolerance, strict law enforcement, and emphasis on practical results", establish a "comprehensive mapping + key focus" investigation mechanism, formulate classified management measures, implement "one account, one list", and effectively implement safety responsibilities and measures to people, to the matter, and to the specific links.
The second is to play the "inspection card" well and comprehensively and accurately explore the bottom line. Organize 16 inspection teams to quickly and concentrate on carrying out 4 large-scale inspections of the safety of septic tanks in rural biogas and livestock and poultry breeding, find out the bottom number, clarify the problems, improve the ledger, and implement classified management. 20 large and medium-sized household biogas households were investigated, 163 households were used in rural households, 20 households were managed by the safety production list system of biogas engineering enterprises, 3 general safety hazards were found and checked, and 3 rectifications were completed.
The third is to play a good "propaganda card" and strengthen training and education. Make full use of multimedia platforms such as propaganda slogans, safety manuals, WeChat and Weibo to carry out rural biogas safety publicity and education, popularize biogas safety knowledge, safety accident emergency measures, publicize policies such as replacing old stoves and guide 6 families to carry out biogas pond operation and maintenance project declarations, dispatch 32 publicity personnel/time, distribute 10,231 copies of publicity materials, and post 20 warning signs, effectively improve the safety awareness and emergency handling capabilities of biogas users, and effectively prevent accidents.
