On February 25, the website of the Central Commission for Discipline Inspection announced that Du Benwei, former secretary of the party committee of Dongbei University of Finance and Economics, was suspected of serious violations of discipline and law and was currently under disciplinary review and supervision and investigation.
It is understood that Du Benwei has crossed the three circles of politics, academia and finance, and has a very rich experience. In his early years, he transferred from the Department of Education to the financial industry and became the first chairman of the Liaoning Provincial Association, during which he also published a collection of poems, and later returned to politics, and some scholars once praised him as a "poetic scholar" who "worked for politics and became successful".
According to media reports, just a few days ago, Du Benwei also gave a new poem: "Young people have love and joy, and the old people are not too late to worry about happiness." Unfortunately, the "old man" who has been retired for nearly three years has not realized "blessing is not late", but waited for "check not late".
Brokerage China reporter noted that many senior executives of the Liaoning Provincial Associated Press are "ill-fated". Among them, Wang Zhongyin, the third chairman of the Liaoning Provincial Association, was "double-opened" this month; before Wang Zhongyin, Yuan Weiliang, the second director of the Liaoning Provincial Association, committed suicide in 2011 due to depression.
According to the website of the Central Commission for Discipline Inspection, since the Nineteenth National Congress of the Communist Party of China, among the 31 provinces, autonomous regions, and municipalities in the country, nearly 10 provincial-level rural credit unions, including Liaoning, Shaanxi, Anhui, Sichuan, Inner Mongolia, Shanxi, Hainan, and Shandong, have fallen from power and members of their leading bodies.
The first chairman of the Liaoning Provincial Associated Press was investigated
The website of the Central Commission for Discipline Inspection disclosed on February 25 that according to the Liaoning Provincial Discipline Inspection Commission, Du Benwei, former secretary of the party committee of Dongbei University of Finance and Economics, was investigated on suspicion of serious violations of discipline and law. Nearly three years have passed since the day he retired.
According to the data, Du Benwei is a Mongolian, born in January 1958, and is now 64 years old. In April 1977, Du Benwei became a young intellectual in the countryside and lived in Pingzhuang Township, Chifeng City, Inner Mongolia for two years, and then was admitted to the Department of Philosophy of Liaoning University in 1979, where he studied until graduate school.
After graduating from Liaoning University, Du Benwei entered the Liaoning Youth Cadre College and served as the director of the Marxist-Leninist Department, the deputy director of the Academic Affairs Office, the director of the division, the member of the party committee and the vice president of the college. In December 1995, he entered the Liaoning Provincial Education Commission as a member of the party group and deputy director, four years later he was promoted to a member of the party group and deputy director of the Liaoning Provincial Department of Education, and in 2003, he was promoted to deputy secretary general of the Liaoning Provincial People's Government (at the level of the main department) and a member of the party group of the General Office.
In July 2005, after the establishment of the Liaoning Rural Credit Union (hereinafter referred to as the "Liaoning Provincial Union"), the first chairman was Du Benwei, who came from across the border, and then he served in the Liaoning Provincial Union for 6 years. According to media reports at that time, from the end of 2004 to June 2010, during Du Benwei's tenure as chairman of Liaoning Province, the scale of deposits and loans of rural credit cooperatives in the province more than doubled, of which the balance of loans to farmers increased by more than 270%.
In March 2011, Du Benwei transferred to politics and served as deputy secretary of the Huludao Municipal Party Committee, vice mayor, acting mayor (at the level of the main office), and soon promoted to deputy secretary of the Huludao Municipal Party Committee, mayor, and secretary of the Municipal Party Committee.
In February 2016, he returned to the academic world and served as the party secretary of Dongbei University of Finance and Economics until his retirement in March 2019. After his retirement, Du Benwei also went south to Guangdong to serve as the Party Secretary and Supervisor of Guangdong Neusoft College, and was appointed as the president of the school in December 2021.
After studying philosophy and entering the education industry, he has published a number of research papers, most of which are published in core journals, with a gold content that is not low, and has also published more than 20 monographs and translations such as "People's Hope", "Human Heart", "Introduction to Western Philosophy" and so on.
Du Benwei was also very literati, published two books of poetry, and when the new book was published, people from all walks of life, such as the Education Association, the Writers Association, the Institute of Social Sciences, and local cadres, were present.
According to media reports, just a few days before the fall, that is, on February 22, Du Benwei also made a new poem "To the Day of "Love"", which wrote: "When the years usher in the most beautiful, the nine loves of yin and yang are known... Young people have more love and joy, and the old people are not too late to worry about happiness." It is understood that the poem title originates from February 22, 2022 is Tuesday, and it is the twenty-second day of the first lunar month, the harmonic sound of "2" is "love", and the folk call this day "the most loving day".
Unfortunately, the "old man" who has retired for nearly three years did not realize the "blessing is not late", but waited for the "check not late".
It is worth noting that on the same day that Du Benwei was investigated, two other political cadres in Liaoning Province were also investigated on suspicion of serious violations of discipline and law, namely Wu Guodan, member of the Standing Committee of the Panjin Municipal CPC Committee and secretary of the Political and Legal Affairs Committee, and Zhang Zhonglong, former vice mayor of the Jinzhou Municipal Government.
A number of provincial federations "number one" fell
Brokerage Chinese reporters combed and found that as of now, the Liaoning Provincial Associated Press has experienced four presidents, two of whom have been investigated, and one director has committed suicide due to depression.
After Du Benwei left the Liaoning Provincial Association, Han Qing, the first director of the Liaoning Provincial Association who had worked with him, was promoted to become the second chairman, and Yuan Weiliang, the former vice mayor of Tieling City, took over Han Qing as the second director and vice chairman. However, only half a year after taking up his new post, Yuan Weiliang was found drowning and was identified by the police as a suicide due to mental depression.
In January 2018, Han Qing was appointed deputy director of the Hong Kong, Macao, Taiwan and Overseas Chinese (Foreign Affairs) Committee of the Provincial Committee of the Chinese People's Political Consultative Conference. His successor, Wang Zhongyin, the third chairman of the Liaoning Provincial Associated Press, was investigated in Office in April 2021 and then "double-opened" on February 14 this year. According to the circular, Wang Zhongyin's illegal acts include: seeking benefits for others in the work of selecting and appointing cadres; engaging in power trading, profiting from financial activities such as private lending, illegally occupying the premises of the original unit for personal use; and interfering in and interfering in the loan business of lower-level banks.
After Wang Zhongyin was investigated, Li Shijiang, the fourth and current chairman of the Liaoning Provincial Federation, repeatedly stressed the need to hold the party accountable for corruption, and pointed out that it is necessary to "deepen supervision of key areas and key links such as credit, funds, and personnel, plug loopholes from the source, eradicate breeding soil, and use the political ecology of Haiyan Heqing to ensure that Liaoning Rural Credit Reform and Development achieves a comprehensive victory."
In recent years, the provincial federation system can be described as the hardest hit area with a high incidence of corruption.
Just as the so-called "upper beam is not right and the lower beam is crooked," the above-mentioned report pointed out that the "number one" of the provincial federation and the members of the leading body are not upright and take the lead in corruption, which will almost inevitably lead to the spread of corruption throughout the system and the serious destruction of the political ecology.
"The provincial federation can not only manage the personnel and financial indicators of all agricultural cooperative institutions, but also perform the filing procedures to the audit center, that is, the dispatch agency of the provincial federation in the prefecture and city, which is equivalent to the approval of the municipal institution." A local regulator told reporters that as the management agency of rural commercial banks and rural credit cooperatives, the provincial federation of cooperatives has great power, so it is more likely to cause major corruption cases.
The reform of the provincial federation has been making continuous progress
In fact, the provincial federation was once the product of the last round of rural credit cooperative reform, but with the deepening of the reform of rural credit cooperatives, coupled with the serious corruption of provincial cooperatives in some regions in recent years, the provincial federations that were originally born for reform have also become the target of reform.
At least 12 provinces talked about deepening the reform of the rural credit system in the "14th Five-Year Plan" financial development plans released by various provinces at the end of last year. Among them, Jiangxi Province proposed to "strive for the reform of provincial federations to be included in the national pilot", Shaanxi Province proposed to "actively strive for the approval of the state for the pilot reform of rural credit cooperatives in our province", and Anhui Province proposed to "strive for the rural credit cooperatives in our province to take the lead in entering the national reform pilot".
Recently, Guangdong and Zhejiang provinces have reported new progress in the reform of the provincial federation. Among them, according to the Chinese reporter of the securities company, the four rural commercial banks in Shenzhen, Guangzhou, Zhuhai and Dongguan in Guangdong Province have separated from the provincial federation system, in addition to two rural commercial banks in the Pearl River Delta region and the local government are also promoting "decoupling" with the Guangdong Provincial Federation.
After a series of actions, the Guangdong rural credit system will eventually present a moderate competitive pattern of "N parts" - that is, a number of rural commercial banks that are separated from the provincial cooperative system manage part of the multi-bank group coexistence, and the provincial federation continues to manage a part of the coexistence.
Zhejiang has made it clear that it will adopt the united bank model. The "Qiantang River Financial Harbor Development Implementation Plan (2021-2025)" disclosed by the provincial local financial supervision bureau on January 24 this year clearly states that "promote the restructuring of the provincial rural credit union into a Zhejiang Rural Commercial United Bank and become a local banking financial institution with independent enterprise legal personality".
A new round of reform of the provincial federation is coming, and the reform path is becoming clearer. Judging from the news released by the Banking and Insurance Regulatory Commission, as of the middle of 2021, most provinces have submitted plans to deepen reform, and the regulatory authorities will promote the reform of provincial federations in accordance with the principle of "one province, one policy" to promote provinces and regions to explore the reform of provincial federations according to local conditions.
"No matter how the reform is carried out, we should realize that all kinds of resources are tilted to the grass-roots level, so as to avoid the situation that the management structure is bloated and the people are overwhelmed." The above-mentioned local regulators believe that "it is necessary to streamline the organization, return power to the grass-roots level, fully mobilize the enthusiasm of grass-roots operation and management, and give play to their subjective initiative." ”
