In November last year, considering the economic and environmental protection of new energy vehicles and the availability of charging piles in the community, he purchased a new energy vehicle.

In the process of using the car, Mr. Liu noticed that the charging cost of the new energy charging pile in his own community is 1.1 yuan / kWh, while some surrounding communities are much cheaper. At the beginning of February, he found on a charging platform that the charging cost of the Hongshan District New Town Yuejingtai Community, which was the same developer, the same property company and the same charging operator as his own community, was only 0.67 yuan / kWh, which was similar to the residential electricity price.

"Is the price of 1.1 yuan / kWh reasonable?" Mr. Liu has doubts, he charges in the community, each time to spend more than 60 yuan, a month to charge about 5 times, if with the new city Yuejingtai the same charging price, each month can save more than 100 yuan. "The residential electricity price is only five or six cents, since it is a supporting charging pile, does the developer or the property have the right to increase the price?"

After Mr. Liu reflected his doubts through the Wuhan City Message Board, the Market Supervision Department of Hanyang District quickly intervened to coordinate. On February 24, reporters came to the community. In response to the situation reflected by netizens, the relevant staff of the property said that after reflecting to the developer and the charging pile operation enterprise, the charging fee has been reduced, and the price is consistent with the new city Yuejingtai community.

According to the relevant person in charge of the Four New Market Supervision Institute, at present, there is no clear provision on the charging price of charging piles for the construction of charging piles in the community, and after receiving relevant feedback, it communicated with the property in the community to inform its residents of their demands. Subsequently, the community adjusted the price on its own.

■ Charging charge without "uniform price"

"The price of residential charging is more than 1 yuan, which is more expensive than the public charging station outside." On the 24th, in response to some netizens reflecting on the charging charges in their own communities, the reporter made a visit.

The reporter saw on a small program of a charging pile operation company that the charging price of different communities ranges from 0.8 yuan to 1.6 yuan, such as 0.8 yuan / kWh in Wuchang Oil Community and 1.6 yuan / kWh in Lihuayuan Community in Hongshan District.

Wuhan Economic Development Zone Longhu Community is also built community, parking spaces are only rented and not sold, the charging price of the community is 1.4 yuan / kWh.

Is the price reasonable? The person in charge of the residential property said that the charging pile in the residential area is operated by a third-party company, and the price is also set by the operating company.

At the front desk of the Hongshan Academy's Shijia Community property, the charging standard of the charging pile in the community is announced: the electricity price of the purchased new energy charging pile parking space is 0.58 yuan / kWh, and the temporary charging electricity price is 0.8 yuan / kWh.

Why two prices? According to the person in charge of the property in the community, the community was delivered and used in April 2019, with about 600 new energy charging parking spaces, which will be operated by the property after handing over. During the trial operation period, the unified charging price was 0.58 yuan / kWh, which was consistent with the price of power supply, and recently, the price of self-purchased parking spaces and short-term rental and temporary parking vehicles was distinguished.

"We're not for profit, and the price difference is just over two corners." According to the person in charge, after the owner purchases the parking space, the charging pile is maintained by the owner himself, and the parking space charging pile that provides charging services for temporary parking and short-term rental vehicles is maintained by the property. "These two corners are actually service fees, which are used to maintain and repair charging facilities and equipment."

A new energy charging pile operator said that in addition to residents installing their own charging piles, new energy charging charges are actually composed of two parts: electricity charges and charging service fees, and charging service fees are formulated by operating enterprises and do not have a "unified price". Charging piles in many communities are operated by third-party service companies, and the prices are also different due to market competition and supply and demand relations.

■ Charging service fee is self-priced but must be clearly marked

Is there really no "unified price" for residential charging charges? In 2014, the National Development and Reform Commission 's Notice on Issues Related to the Electricity Price Policy for Electric Vehicles" mentioned that charging and replacing facility operators can charge electric vehicle users two fees: electricity charges and charging and replacing service fees. Among them, the electricity fee implements the electricity price policy stipulated by the state, and the charging and replacing service fee is in the operation cost of the replacement facility.

In June 2015, the Wuhan Municipal Development and Reform Commission issued the Notice on Issues Related to Electric Vehicle Charging Service Fees, which stipulates that the charging service fees in Wuhan shall be subject to government guidance prices and charged according to the charging power, and the upper limit standard will be tentatively set at 0.95 yuan per kilowatt hour.

The reporter learned from the Wuhan Power Supply Company that at present, the charging facilities set up by residential households and residential quarters implement the electricity price of 0.58 yuan / kWh for the metered users in the residential electricity price. Coupled with the service fee of up to 0.95 yuan, the price of new energy charging in the community is capped at 1.53 yuan / kWh.

How to formulate the service fee price, why does the charging price of some communities exceed 1.53 yuan / kWh? The above-mentioned operators said that new energy charging pile companies calculate the service fee price according to the investment cost recovery cycle. Last year, Hubei Province has liberalized the price of charging service fees, but most operators have not adjusted the price for the time being.

The relevant person in charge of the Market Price Department of the Municipal Development and Reform Commission also confirmed this statement. According to the person in charge, in the early days, in order to encourage the development of the new energy industry, the government guidance price was implemented for the charging service fee, and the price ceiling was formulated. With the development of the industry, the market has gradually matured, the market competition is sufficient, and the state and provinces have liberalized the pricing of charging service fees. In 2021, the pricing of charging service fees will be abolished in the "Hubei Provincial Pricing Catalogue". At present, the fee is regulated by the market, and the operator can set the price according to market competition.

The person in charge said that there are two situations of charging piles in the community. If it is a charging pile with independent property rights of residents, there is no service fee. If it is a charging pile owned by the developer or a third-party operating company, the operator can set the price independently and charge the service fee, but the operator must clearly mark the price, otherwise the residents can reflect it to the market supervision department. "If residents have objections to the new energy charging service fee in the community, they can negotiate with the operator."
