On February 22, the Russian Embassy in China, the Ukrainian Embassy in China, the French Embassy in China, the British Embassy in China, the German Embassy in China and other foreign embassies in China posted on social media platforms Chinese to express their positions on the situation in Ukraine.

Among them, at noon on the 22nd Beijing time, @Russian Embassy in China released a message saying:

The Head of State of Russia signed the Decree on the Recognition of the Donetsk People's Republic and the Recognition of the Luhansk People's Republic.

Vladimir Putin also signed the Treaty of Friendship, Cooperation and Mutual Assistance between the Russian Federation and the Donetsk People's Republic with Dennis Pushlin, leader of the Donetsk People's Republic.

The President of russia and the leader of the Luhansk People's Republic, Leonid Paseknik, signed the Treaty of Friendship, Cooperation and Mutual Assistance between the Russian Federation and the Luhansk People's Republic.

After the signing ceremony, Vladimir Putin held talks with Dennis Pushrin and Leonid Paseknik.

In addition, @Russian Embassy in China also released news that Russia's Permanent Representative to the United Nations Vasily Nebendja said at the UN Security Council meeting that Russia's recognition of the independence of the Donetsk People's Republic and the Luhansk People's Republic has not changed the composition of the parties to the Minsk mediation agreement.

"I would like to remind that at the time of the signing of the Minsk Agreement, the Donetsk and Luhansk People's Republics had declared their independence," Nebenja said. The fact that Russia acknowledges it today does not in any way alter the composition of the parties to the Minsk agreement, since Russia is not one of them. ”

He added: "We have made statements on this many occasions, so there has been no change in this regard. It is another matter that the Minsk agreement has long been publicly undermined by Ukraine with the encouragement of our Western colleagues. ”

The official microblog of the Information Center of the Embassy of Ukraine in Beijing (@Messenger of Ukraine) issued a statement:

Ukraine condemns the decision of the Russian Federation to recognize the "independence" of its pseudo-organizations in the temporarily occupied territories of Ukraine, namely the so-called "Luhansk People's Republic" and the "Donetsk People's Republic".

The Russian side's move seriously violates the basic norms of international law and the Charter of the United Nations, and violates the sovereignty and territorial integrity of Ukraine within its internationally recognized borders.

Russia's recognition of the decisions of the so-called "Luhansk People's Republic" and "Donetsk People's Republic" will not produce any legal benefits. This decision escalates the situation dramatically and could mean that the Russian Federation withdraws from the Minsk agreement alone.

The Ukrainian side understands Russia's intentions and aspirations to provoke Ukraine. Taking into account all risks, we do not succumb to provocations and remain committed to a political and diplomatic solution to the Russian-Ukrainian armed conflict.

The Ministry of Foreign Affairs of Ukraine, entrusted by President Zelenskiy of Ukraine, uses all diplomatic tools to prevent the outbreak of armed conflict. The Minister for Foreign Affairs of Ukraine, Demitro Kuleba, has been in contact with foreign ministers to coordinate diplomatic efforts and take measures to hold meetings of international institutions, summits, introduce defense assistance and impose severe sanctions on Russia.

Further decisions and actions of the Russian Federation depend to a large extent on the world's response to today's events. We therefore insist on imposing severe sanctions on Russia to send a clear signal that no further escalation of the situation is allowed. It is time to act to put an end to Russian aggression and restore peace and stability in Europe.

@ The U.S. Embassy in Beijing released a message on the same day: On February 21, Secretary of State Blinken issued a media statement on Russia's decision on eastern Ukraine. The statement is as follows:

We strongly condemn President Putin's recognition of the so-called "Donetsk People's Republic" and the "Luhansk People's Republic" for "independence". As we said when we first mentioned the matter in the Russian State Duma: this decision completely overturns Russia's commitments under the Minsk Agreement, directly violates What Russia calls its commitment to diplomatic channels, and is a clear violation of Ukraine's sovereignty and territorial integrity.

States have an obligation to refuse to recognize a "State" established through the threat or use of force, as well as to refuse to interfere with the borders of others. Russia's decision is yet another example of President Putin's blatant disregard for international law and norms.

President Biden will sign an executive order prohibiting Americans from all new investment, trade, and financing with ukraine's so-called "Donetsk People's Republic" and "Luhansk People's Republic." We will continue to coordinate with Ukraine and our allies and partners to take appropriate action in response to Russia's unwarranted and unacceptable actions. The president's executive order is designed to prevent Russia from profiting from its blatant violations of international law. The executive order is not directed at the people or government of Ukraine and will allow humanitarian and other related activities in the aforementioned areas to continue.

We unswervingly support the sovereignty and territorial integrity of Ukraine and the Government and people of Ukraine. Together with our Ukrainian partners, we strongly condemn the decision announced by President Putin.

@French Embassy in Beijing issued a notice on the same day:

The President of the French Republic condemned the decision of the President of the Russian Federation to recognize the independence of the separatist regions of eastern Ukraine.

This is clearly a unilateral violation of Russia's international commitments and a violation of Ukraine's sovereignty.

The French president called for an emergency meeting of the UN Security Council and the adoption of targeted EU sanctions.

@British Embassy in China released a message on the 22nd that British Foreign Secretary Teras condemned Russia's recognition of the "Donetsk People's Republic" and the "Luhansk People's Republic" as independent countries, and issued a statement:

President Putin's recognition of the "Donetsk People's Republic" and the "Luhansk People's Republic" as independent states shows his blatant disregard for Russia's commitments under the Minsk Agreement.

This move not only demonstrates a further attack on the sovereignty and territorial integrity of Ukraine, but also marks the end of the Minsk process, in violation of the Charter of the United Nations.

This shows that Russia has decided to choose the path of confrontation rather than dialogue.

We will work with our allies to discuss the response we desperately need. We will not allow Russia's violations of its international commitments to continue.

@The German Embassy in China released a message on the same day that yesterday (February 21) Foreign Minister Annalena Berbock made the following statement on the Russian President's statement on the so-called "People's Republic" in eastern Ukraine:

Yesterday, President Putin announced his recognition of the self-proclaimed "People's Republic" by separatists in eastern Ukraine, an act that flagrantly violates international law and is a heavy blow to all diplomatic efforts to achieve peaceful mediation and a political solution to the current conflict. The "Normandy model" and the OSCE's years of efforts have also been deliberately destroyed without any justification. Russia's commitment to a diplomatic solution to the crisis has been seriously undermined.

The recognition of the so-called "People's Republic" is also a re-encroachment on the territorial integrity and sovereignty of Ukraine, which we condemn in the strongest terms. Germany will continue to stand firmly on the side of Ukraine, whose borders are internationally recognized. We will respond to Russia's violations of international law. To that end, we are consulting with our partner countries.

Since 2014, Russia has committed itself to the full implementation of the Minsk Agreement and has endorsed the negotiating mechanism to which the agreement belongs, namely the Normandy model and the tripartite contact group coordinated by the OSCE; in addition, Russia, as a permanent member of the UN Security Council, has also committed itself to implementing the Minsk agreement through UN Security Council Resolution 2202. Russia's decision today violates all of its commitments to the international community.

We call on Russia to retract that decision and return to the path of a diplomatic and political settlement of the conflict in accordance with the Minsk agreements.

In addition, we once again urgently demand that Russia lift the military threat on Ukraine's borders. We clearly warn Russia not to resort to further military escalation.
