In August 2019, the General Office of the State Council issued the Opinions on Further Stimulating the Potential of Cultural and Tourism Consumption, proposing to build more than 200 national-level night culture and tourism consumption agglomeration areas by 2022. Night-time cultural and tourism consumption agglomeration areas refer to blocks, cultural, sports, business and tourism complexes, tourist scenic spots, and commercial areas of cultural industry demonstration parks at the provincial level or above that rely on the existing development situation in various localities, high concentration of cultural and tourism formats, and active night-time consumer markets.

(1) Judging from the number of recommended quotas. In July 2021, the General Office of the Ministry of Culture and Tourism issued the Notice of the First Batch of Agglomeration Areas, which clarifies that the recommended quota of each province (autonomous region and municipality) shall not exceed 5; the national cultural and tourism consumption demonstration city may recommend no more than 2 additional places, and the national cultural and tourism consumption pilot cities may recommend no more than 1 additional place (not accounting for the recommended quota of the provincial administrative region). This expression is not inconsistent with the content of the Second Batch of Agglomeration Area Notice (see figure below).

Why are national cultural and tourism consumption demonstration and pilot cities so preferential? Cultural Industry Review (ID: whcypl) found that in August 2019, the General Office of the State Council issued the "Opinions on Further Stimulating the Potential of Cultural and Tourism Consumption", and proposed that by 2022, 30 demonstration cities and 100 pilot cities will be built, and the per capita cultural and entertainment expenditure of residents in demonstration cities will account for more than 6% of consumption expenditure, and the growth rate of tourism revenue will maintain more than double-digit growth, further playing a leading role in demonstration.

First, from the first batch of 15 demonstration cities (including municipal districts and counties directly under the central government, the same below), an additional 25 agglomeration area projects were recommended (see Table 2 for details), accounting for 21% of the total of 120. Among them, 10 demonstration cities such as Xuhui District of Shanghai, Yuzhong District of Chongqing City, Nanjing City, Suzhou City, Hangzhou City, Jinan City, Luoyang City, Wuhan City, Changsha City and Chengdu City have reached the additional recommended upper limit of 2, and 5 demonstration cities such as Langfang City in Hebei Province and Changchun City in Jilin Province have been selected as an additional project.

Second, 45 additional projects were recommended from the first batch of 38 consumption pilot cities (see Table 3 for details), accounting for 38% of the total of 120. Among them, 7 cities such as Beijing Chaoyang District, Shanghai Huangpu District, Shenyang City, Fuzhou City, Guangzhou City, Nanning City, xi'an City and other 7 cities were selected for 2 projects each (according to the provisions of no more than 1 additional recommended number of pilot cities, 1 of the cities marked in the following table should occupy the quota of the province); 31 pilot cities such as Beijing Dongcheng District, Tianjin Heping District and Hebei Shijiazhuang City are 1 (see Table 3 for details).

In addition, 22 pilot cities, including Beijing Yanqing District, Shanxi Taiyuan City, Liaoning Panjin City, Heilongjiang Mudanjiang City, Jilin Tonghua City, Fujian Sanming City, Jiangxi Nanchang City and Xinyu City, Shandong Yantai City and Zibo City, Hubei Yichang City, Hunan Zhuzhou City and Chenzhou City, Guangdong Shenzhen City and Huizhou City, Hainan Haikou City, Sichuan Luzhou City, Gansu Zhangye City, Qinghai Huangnan Prefecture, and Shihezi City of Xinjiang Production and Construction Corps were selected (see Table 4).

Among the 22 cities that have not been selected for the project, there are 3 provincial capitals, namely Taiyuan City in Shanxi, Nanchang City in Jiangxi Province, Haikou City in Hainan Province, and Shenzhen City in Guangdong Province is a sub-provincial city (see Table 4 in red). At the same time, this means that in the second batch of night agglomeration area recommendations, these 22 cities, especially the 3 provincial capital cities and sub-provincial cities, will be the first to consider.

Third, only 51 projects were recommended by the governments of 26 administrative regions (see Table 5 for details), accounting for 43% of the total number of 120 projects. Since the list of the first batch of 120 state-level night cultural tourism agglomeration areas is not classified in detail, the Cultural Industry Review (ID: whcypl) combs and excludes the number of additional recommended cities for consumption demonstration and pilot cities according to the exclusion method, and found that among the 32 administrative regions (including the Xinjiang Post-Construction Group), 26 administrative districts recommended projects were selected (51 projects), and 6 administrative regions were not recommended projects (see Table 6 for details).

It can be seen that in the process of actual recommendation selection, there is still a big gap between the provinces (autonomous regions and municipalities, including the Xinjiang Production and Construction Corps) from the expectation that the recommended quota will not exceed 5 (32×5≤160). In particular, Tianjin, Heilongjiang, Anhui, Hainan, Qinghai, Ningxia Hui Autonomous Region and other 6 administrative regions without recommended projects (see Table 6 for details) will certainly focus or pay attention to in the second batch of night consumption agglomeration area declarations.

Logical analysis: the second batch of national-level night cultural tourism consumption agglomeration area declaration and judgment

In summary, the Cultural Industry Review (ID: whcypl) gets a basic reference value. That is, in the first batch of 120 night cultural tourism consumption agglomeration projects recommended for selection, 51 were recommended by 26 provincial-level administrative regions, and 69 were recommended by 15 demonstration cities and 38 pilot cities (see Table 7 for details).

According to the analysis and judgment of the Cultural Industry Review (ID: whcypl), in August 2019, the General Office of the State Council issued the "Opinions on Further Stimulating the Potential of Cultural and Tourism Consumption", proposing the task of building more than 200 national-level night culture and tourism consumption agglomeration areas by 2022.

This vaguely tells everyone that the total number of the first batch of agglomeration areas (120) plus the second batch of agglomeration areas to be declared will be greater than 200 and less than 300.

According to this, the second batch of night consumption agglomeration areas should be higher than the first batch of 120, and the probability will be between 140-170.

It is mainly based on the following judgments:

(1) There is no change in the recommended quota regulations

The "Notice of the Second Batch of Agglomeration Areas" makes it clear that the recommended number of places in each province (autonomous region and municipality, including the Xinjiang Production and Construction Corps, the same below) shall not exceed 5. The additional recommended quota of national cultural and tourism consumption demonstration cities shall not exceed 2, and the additional recommended places of national cultural and tourism consumption pilot cities shall not exceed 1 (not accounting for the recommended quota of the provincial administrative region where they are located). It is exactly the same as the "Notice of the First Agglomeration Area".

Among the 32 provincial-level administrative regions, there are variables in the first batch of 6 administrative regions such as Tianjin Municipality, Heilongjiang Province, Anhui Province, Hainan Province, Qinghai Province, Ningxia Hui Autonomous Region and other 6 administrative regions (see Table 8 for details), which will certainly focus or pay attention to in the second batch of night consumption agglomeration area declarations, and are expected to add about 2 new agglomeration area projects, with a total of about 12.

It may be fine-tuned, it should not be higher than 51, and the probability is around 45. Add up to the new additions of the first batch of 6 administrative regions that have not recommended projects to be selected, and the 32 administrative regions will generate about 60 (12 + 45 = 57) in the second batch of declarations.

(2) Demonstration and pilot cities may have a substantial increase

It is different from the number of demonstration and pilot cities in the first batch of night consumption agglomeration areas when they were declared. In October 2021, shortly after the release of the list of the first batch of agglomeration areas, the Ministry of Culture and Tourism and other three ministries and commissions newly announced the second batch of 55 national cultural and tourism consumption pilot cities list (see Table 9 for details). This means that with the first batch of 15 demonstration cities and 60 pilot cities, there are a total of 130 demonstration pilot cities in the country so far. The number of additional referrals will be greatly increased.

Accordingly, the Cultural Industry Review (ID: whcypl) concluded that these 130 demonstration and pilot cities may be given priority consideration to these two types of cities.

First, the first batch of 22 pilot cities that have not been recommended for selection will be given a key tilt. In the previous analysis, it was found that 22 of the first batch of pilot cities, including Beijing Yanqing District, Shanxi Taiyuan City, Liaoning Panjin City, Heilongjiang Mudanjiang City, Jilin Tonghua City, Fujian Sanming City, Jiangxi Nanchang City and Xinyu City, Shandong Yantai City and Zibo City, Hubei Yichang City, Hunan Zhuzhou City and Chenzhou City, Guangdong Shenzhen City and Huizhou City, Hainan Haikou City, Sichuan Luzhou City, Gansu Zhangye City, Qinghai Huangnan Prefecture, and Shihezi City of Xinjiang Production and Construction Corps were selected (see Table 10).

Among them, Taiyuan City in Shanxi, Nanchang City in Jiangxi Province, and Haikou City in Hainan Are all provincial capitals, while Shenzhen City in Guangdong Province is a sub-provincial city (see Table 10 in Red). This means that in the second batch of night agglomeration area recommendations, these 22 cities, especially the three provincial capitals and Shenzhen City, will be the first to consider. Conservative estimates will produce at least 25-30 or so.

Second, the second batch of 55 national cultural and tourism consumption pilot cities will be given priority preference. In accordance with the provisions of the "Second Batch of Declaration Notices" that "the additional recommended number of national cultural and tourism consumption pilot cities shall not exceed 1", the second batch of 55 pilot cities will definitely give key guarantees in the second batch of night agglomeration area declarations.

According to the number of selected cities in the first batch of pilot cities (38 of the first 60 pilot cities are selected), at least 30 of the 55 pilot cities in the second batch of 55 pilot cities may be recommended to produce agglomeration area projects. According to this, plus the first batch of 22 pilot cities that have not been selected will produce about 25-30, the total number of these two types of pilot cities may produce about 60 agglomeration areas.

(3) The first batch of demonstration and pilot cities selected by existing projects may also have an increase

According to the "Notice of the Second Batch of Agglomeration Areas", the additional recommended places for demonstration cities shall not exceed 2, and the additional recommended places for pilot cities shall not exceed 1 (not accounting for the recommended quota of the provincial administrative regions where they are located). It is not clear here that the first batch of demonstration pilot cities that have already been selected for the project are not included in the additional recommendation.

In this way, the first batch of 15 demonstration cities (see Table 11 for details) and 38 consumption pilot cities, although they enjoyed the recommended quota in the first batch of agglomeration area recommendations, still enjoyed the special care of "no more than 2 additional recommended places" in the second batch of agglomeration area declarations. For this reason, it is conservatively estimated that at least 15-20 or so will be produced.
