In order to meet the needs of supplementary staff at all levels of organs in the region, in accordance with the Civil Servants Law and the Regulations on the Recruitment of Civil Servants, the Implementation Measures for the Recruitment of Civil Servants in the Ningxia Hui Autonomous Region and other laws and regulations, the Civil Servants Bureau of the Autonomous Region will organize the implementation of the 2022 unified examination for the recruitment of civil servants (including the staff of the management units with reference to the Civil Servants Law, the same below), and recruit 1147 civil servants below the level of chief clerk and other equivalent grades for the public examination. The relevant matters are hereby announced as follows:

1. Application Requirements

(1) Those who have the following qualifications may apply for the examination:

1. Have the nationality of the People's Republic of China;

2. 18 years old or older, under 35 years old (born between February 22, 1986 and February 22, 2004). In 2022, for fresh master's and doctoral students (non-incumbents), the application is relaxed to under 40 years old (born after February 22, 1981). Where there are special requirements for age, the "Ningxia Hui Autonomous Region 2022 Examination Recruitment of Civil Servant Positions List" (hereinafter referred to as the "Position Table", see Annex 1) shall prevail;

3. Support the Constitution of the People's Republic of China, the leadership of the Communist Party of China and the socialist system;

4. Have good political quality and moral conduct;

5. Have the physical condition and psychological quality to perform duties normally;

6. Have the education level and working ability that meet the requirements of the position (graduates of senior technical schools and technician colleges who have obtained the vocational qualifications of senior engineers and preparatory technicians can apply for the examination according to the college degree);

7. Have other qualifications required for the position to be applied for:

(1) Applicants for the position of "more than 2 years of grass-roots work experience" must have worked at the grass-roots level for more than 2 years;

(2) Applicants for the targeted recruitment positions of "college student village officials", "three branches and one support" and "western plan volunteers" (hereinafter referred to as "three project personnel") must have served in Ningxia for 2 years and passed the assessment. After such personnel leave the service position, the period of enjoying the targeted recruitment policy is 5 years, that is, they must be those who have completed their service period after February 22, 2017. Personnel who have already enjoyed this policy in the open recruitment (hiring) of organs and public institutions and who have been recruited (hired) will no longer enjoy this policy;

(3) Apply for the targeted recruitment positions for "retired college student soldiers" and "retired soldiers", and must be a retired soldier with Ningxia household registration, Ningxia student source or joining the army in Ningxia;

(4) Apply for the examination of hardship and remote areas (nine counties and districts in NingnanShan District and all townships in the whole district) for the local public institutions (excluding schools, hospitals) on the staff of the on-the-job recruitment position, must be hired for a total of 5 years;

(5) Applicants for the court system judge assistant, procuratorate system procurator assistant, investigation auxiliary personnel, administrative organ administrative punishment decision review, administrative reconsideration, administrative ruling, legal counsel positions, must pass the national legal professional qualification examination, and obtain the legal professional qualification certificate applicable to the position applied for the examination, or participate in the 2021 national legal professional qualification examination to reach the corresponding passing score line;

(6) Applicants for police positions in the court, public security, and judicial systems (hereinafter referred to as the "political and legal systems") must pass the physical fitness assessment.

8. Other conditions stipulated by laws and regulations.

(2) The following persons must not apply for the examination:

1. Those who have received criminal punishment for a crime;

2. Expelled from the Communist Party of China;

3. Being dismissed from public office;

4. Civil servants who have been dismissed for less than 5 years and staff members of administrative organs (units) with reference to the Civil Service Law;

5. Being lawfully listed as the target of joint disciplinary action for untrustworthiness;

6. Those who have been found to have committed fraud or other serious violations of employment discipline in the recruitment of civil servants at all levels, and are still restricting the application period;

7. Serving civil servants and staff of administrative organs (units) with reference to the Civil Servants Law;

8. Full-time non-2022 fresh graduates of ordinary colleges and universities;

9. Personnel to be recruited by Ningxia selected and transferred students in 2022 or personnel who have been selected on the spot;

10. Active military personnel;

11. Candidates shall not apply for positions that constitute the circumstances listed in the first paragraph of Article 74 of the Civil Servants Law after being hired, nor shall they apply for the position of an employer with whom they have a conjugal relationship, a direct blood relationship, a collateral blood relationship within three generations, or a close in-law relationship as a leading member;

12. There are other circumstances in which the law prohibits employment as a civil servant.

The deadline for calculating the grass-roots work experience involved in this recruitment examination and the graduation certificate and degree certificate required by the 2022 fresh graduates of ordinary colleges and universities is July 31, 2022; the deadline for other qualifications required by the position (such as political outlook, qualification certificate, etc.) is February 22, 2022.

2. Registration method

(1) Inquiry into the position to be applied for

Candidates who need to consult the major, education, degree and other qualifications required for the position to be applied for can contact the recruitment agency directly (the contact telephone number of the recruitment authority is listed in the "Job List"). For detailed answers to the recruitment policy, please refer to the Application Instructions (see Appendix 3). The Application Instructions shall have the same effect as this Announcement.

Candidates should distinguish between the professional requirements of the position when applying for the examination, whether the professional requirements are "discipline category", "professional category" or "specific major". Whether the major meets the requirements of the position is subject to the graduation certificate, and the degree certificate is not used as the basis for judging the major.

(2) Registration method

(3) Registration time

Candidates should log in to the registration website from 9:00 on February 22, 2022 to 18:00 on March 2, 2022.

Among them: The application period for the position of police officer in the political and legal system who requires a physical fitness assessment is from 9:00 on February 22, 2022 to 18:00 on February 24, 2022. The online registration system will be temporarily closed at 18:00 on February 24, after extracting the data of candidates participating in the physical fitness assessment, it will be reopened at 10:00 on February 25, and will be closed on time at 18:00 on March 2. (4) Registration procedures

1. Enter the registration system. After clicking "Online Registration" on the homepage of the Ningxia Personnel Examination Center, select "Ningxia 2022 Examination Recruitment of Civil Servants".

2. User Registration. When registering, you must accurately fill in your name and ID number, and keep your username and password safely.

3. Upload photos. After the registration is completed, upload the photos that have been approved and automatically generated by the "Personnel Examination Photo Review Processing Tool" software. The "Personnel Examination Photo Review Processing Tool" software is downloaded from the login interface of the registration system, and after decompression, please be sure to carefully read the readme .doc file. Uploaded photos must be a recently taken positive, crown-free ID photo.

4. Fill in the registration information. Carefully read and "accept" the "Application Instructions" and "Integrity Pledge", fill in the registration information completely and truthfully according to the requirements, and then click the "Confirm" button to submit. Each candidate can only apply for one position. The ID used to register for the exam must match.

Candidates are responsible for the authenticity and accuracy of the information filled in. Those who do not enjoy the bonus point policy due to missing the information on the extra points will no longer be given extra points; those who provide false application materials and extra points information will be disqualified from applying for the examination once they are verified. Those who forge or alter relevant certificates, materials, and information, or fraudulently obtain examination qualifications, will be dealt with in accordance with the relevant provisions on the handling of violations of rules and discipline in the recruitment of civil servants.

5. Inquire about the results of the preliminary examination of qualifications. The preliminary examination of qualifications is the responsibility of each recruitment authority. Candidates should log on to the registration website to check the results of the preliminary examination of qualifications 1 working day after submitting the application (candidates who register on the last registration day should check the results of the preliminary examination in a timely manner on the same day). If the application information is not submitted or does not pass the preliminary examination of qualifications, it may be re-reported to other positions before the registration deadline; if it has passed the preliminary qualification examination but has not yet gone through the payment procedures, it may be reported to the original preliminary qualification examination unit for consent and reset the review status and then re-apply for other positions; if it has not passed the preliminary qualification examination and has not changed to other positions before the application deadline, it is deemed to have abandoned the application.

6. Physical fitness assessment. Candidates applying for police positions in the political and legal system should first register online and participate in physical fitness assessments in accordance with relevant regulations. Those who fail the physical fitness assessment may reapply for other positions that do not require physical fitness assessment before the application deadline. Those who pass the physical fitness assessment cannot reapply for other positions. Please pay attention to the announcement on the registration website for the specific time and place of the physical fitness assessment.

The physical fitness assessment is carried out in accordance with the relevant requirements of the "Items and Standards for Physical Fitness Assessment of People's Police Recruited by Public Security Organs (Provisional)" (issued by the Ministry of Human Resources and Social Security [2011] No. 48) and the "Letter of the State Civil Servants Bureau on Clarifying the Number of Physical Fitness Assessments of People's Police in Public Security Organs" (Letter [2012] No. 1 of the State Civil Servants Bureau). Any failure or violation of any of the three items in the physical fitness assessment shall be deemed to be unqualified for the physical fitness assessment. The number of round-trip evaluations for 10 meters ×4 shall not exceed 2 times, the number of evaluations for men's 1000 meters and women's 800 meters shall not exceed 1, and the number of evaluations for vertical jumping shall not exceed 3 times.

Candidates for the physical fitness assessment must strictly abide by the relevant regulations and complete each assessment independently and individually. Before participating in the physical fitness assessment, you must ensure that you are in good physical condition and that you will bear the consequences of accidents due to physical health reasons. If there is any objection to the results of the physical fitness assessment for themselves or others, they shall submit an appeal or report to the physical fitness assessment organization unit within 60 minutes of the occurrence of the assessment of the assessment project, and the organizing unit shall accept it on the spot, and will not deal with it after the deadline. Those who violate the relevant provisions of physical fitness assessment such as impersonation or fraud will be disqualified from applying for the examination and will be dealt with in accordance with the relevant provisions.

7. Online payment. After passing the preliminary qualification examination, the fee should be paid through the online payment platform before 24:00 on March 3, 2022, and the application fee is 100 yuan per person. Those who fail to pay the fee after the deadline shall be deemed to have waived their eligibility for the examination.

Poor rural people and urban low-income security personnel who apply for exemption from the application fee must complete the relevant procedures before 18:00 on March 2, 2022. For specific procedures, please refer to the relevant policy answers of the "Application Instructions".

8. Confirmation of results. After the payment is successful or the exemption procedure is completed, the application result will be officially confirmed, and no further adjustment of the application position will be allowed.

9. Print the admission ticket online. Candidates log in to the registration website to print their admission tickets within one week before the written test. Candidates who fail to print or lose their admission tickets within the time limit and affect their participation in the examination shall be responsible for the candidates.

The ratio of written examinations (the ratio of the number of valid applicants for the position to the number of recruitment places) is generally 5:1. The ratio of written examinations for targeted recruitment positions, special positions with strong specialization and fewer students, and recruitment positions in hardship and remote areas can be reduced to 3:1, and the proportion of written examinations for posts with strong specialization such as forensic medicine in the public security system can be reduced to 2:1. Positions that do not meet the proportion of the written examination will be reduced or the recruitment plan will be cancelled. If the recruitment plan is cancelled, candidates applying for the position may apply for other eligible positions instead.

3. Written examination

(1) The content of the written test

The written examination includes both public and professional subjects, and reflects the principle of classification and grading in the content of the examination.

The public subjects are "Administrative Vocational Ability Test" and "Shen Theory" two subjects, with a score of 150 points each. The "Shen Theory" examination paper classification and grading system, the autonomous region, prefecture and municipal comprehensive management positions use the A volume, the county (district), township (street) level comprehensive management positions use the B volume, the whole region public security organs law enforcement service positions, the prefecture level below the city market supervision and management department administrative law enforcement positions use the C volume. All candidates are required to take a written examination in public subjects.

Applicants for law enforcement service positions, forensic positions, and prison doctor positions in public security organs throughout the region are also required to take the professional subject examination with a score of 150 points (if the total score of the scale is 100 points, the professional subject score is multiplied by 1.5 when calculating the total score).

(2) The time and place of the written test

The written test will be conducted on March 26 and 27, 2022:

The specific time and place of the examination shall be subject to the admission ticket.

(3) Calculation of written test scores

The results of the written test are the sum of the results of the Administrative Vocational Ability Test and the Shen Theory. The results of the written examination for the posts in the additional professional subjects are converted and synthesized according to the proportion of the results of the three subjects.

(4) Additional points for the written test

Candidates who meet the requirements for additional points in the written examination will be given extra points when calculating the total score of public subjects. The specific criteria are as follows:

1. 20 points for the spouse and children of martyrs;

2. 10 points are added to the spouse or child of a people's policeman who has sacrificed himself in the line of duty;

3. Ethnic minority candidates add 3 points.

The cumulative bonus points of the same candidate shall not exceed 20 points.

(5) Inquiry of results

After the completion of the written examination, candidates can log on to the website of Ningxia Personnel Examination Center to check the written test results, rankings and minimum passing scores.

(6) The passing score line of the written test and the proportion of interviews

After the results of the written examination are released, the leading group for the unified recruitment of civil servants in the autonomous region will delineate the passing score line according to the examination situation. For positions with 2 or less recruitment places, the interview and examination ratio (the ratio of the number of job interviews to the number of recruitment places) is 3:1, and the interview and examination ratio is 2:1 for positions with 3 or more recruitment places. Those whose written test scores (including extra points) are lower than the passing score line are not allowed to participate in the interview, and positions with strong professionalism and few students may appropriately reduce the proportion of interviews.

4. Qualification review

(1) Before the interview, each recruitment organ uniformly collects the relevant materials of the personnel who intend to participate in the interview, and the Civil Servants Bureau of the Autonomous Region, together with relevant departments and each recruitment organ, will conduct a centralized qualification review (the applicants for the position exempted from the interview shall also conduct the qualification review). If the qualification review is unqualified, the interview qualification shall be cancelled (the physical examination qualification shall be cancelled for the interview position), and the applicant who applied for the same position and the written test score above the passing score line shall be made up from the high score to the low score.

(2) The list of interviewees who have passed the qualification review will be published on the Ningxia Party Building Network and the Ningxia Personnel Examination Center website.

(3) The qualification review of candidates runs through the entire process of examination and recruitment. Any applicant who is found to be ineligible for the examination shall be disqualified from the examination at any time.

5. Interview

(1) The interview shall be organized and implemented by the Civil Servants Bureau of the Autonomous Region. The specific time and place are announced on the Ningxia Party Building Network and the Ningxia Personnel Examination Center Network.

(2) After the list of interviewers is published for 2 working days, no replacement will be made.

(3) According to the characteristics of the recruited position, the interview will be conducted in a structured, leaderless group discussion, and structured group, with a full score of 150 points.

Candidates applying for the position of forensic doctor in public security organs or prison doctors in prison organs will not be interviewed.

(4) There is no pass line for interview results, but those who participate in the interview in a 1:1 ratio must have an interview score of 90 points or more to obtain physical examination qualifications.

(5) The results of the interview will be announced on the Ningxia Party Building Network and the Ningxia Personnel Examination Center website on the day after the interview is completed.

6. Calculation of the total score of the examination

(1) The calculation method of the total score of the examination for ordinary positions (without additional professional subjects) is:

Total test score = (Administrative Vocational Ability Test Score + Essay Score + Bonus Point) ÷2×50% + Interview Score ×50%

(2) The method for calculating the total scores of public security organs' law enforcement service posts examinations is:

Total test score = [(Administrative Vocational Ability Test Score + Application Score + Bonus Points) ÷2×70% + Professional Subject Examination Score ×30%] ×50% + Interview Score ×50%

(3) The method for calculating the total scores of the examination for forensic doctor positions in public security organs and prison doctor positions in prison organs is as follows:

Total test score = (Administrative Vocational Ability Test Score + Application Score + Bonus Point) ÷2×40% + Professional Subject Examination Score × 60%

The total score of the test is rounded to two decimal places.

After the interview and the professional subject examination, the physical examination candidates will be determined in a 1:1 ratio according to the order of the total score of the candidates for each position from the high score to the low score. In the case of the same position, if the total score of the examination is the same, the candidate for physical examination shall be determined according to the written examination score of the public subject from the high score to the low score; if the written examination score of the public subject is also the same, the physical examination candidate shall be determined according to the score of the administrative vocational ability test from the high score to the low score; if the administrative vocational ability test score is also the same, an additional examination shall be organized separately.

7. Physical examination and inspection

(1) The physical examination shall be conducted at a medical institution designated by the Civil Servants Bureau of the Autonomous Region. The physical examination standards strictly implement the General Standards for Physical Examination for the Recruitment of Civil Servants (Trial Implementation) (issued by the Ministry of Human Resources and Social Security [2016] No. 140). The general standards for physical examination for the recruitment of civil servants (trial) (issued by the Ministry of Human Resources and Social Security [2016] No. 140) and the Special Standards for Physical Examination for the Recruitment of Civil Servants (Trial) (issued by the Ministry of Human Resources and Social Security [2010] No. 82) are implemented for police positions, on-site inspection positions and food inspection and supervision positions in the political and legal system. Qualified personnel for physical examination are included in the scope of organizational inspection.

If a vacancy arises due to unqualified medical examination or voluntary renunciation of medical examination qualifications, the post shall not be filled.

(2) The inspection work is carried out in strict accordance with the Measures for the Recruitment and Inspection of Civil Servants (Trial Implementation) (Zhongzuofa [2021] No. 11), the Notice on Doing a Good Job in the Recruitment and Inspection of Civil Servants (issued by the State Affairs Bureau [2013] No. 2) and the Implementation Measures for the Recruitment and Inspection of Civil Servants in Ningxia Hui Autonomous Region (Ning Zuofa [2015] No. 44). Inspection work highlights political standards, employing methods such as on-site visits, individual interviews, reviewing personnel files (student status files), inquiring into social credit records, and interviewing individuals, mainly to understand the political quality, moral character, ability quality, psychological quality, study and work performance, compliance with discipline and law, honesty and self-discipline, and whether there are circumstances that should be avoided, physical and mental health, and the degree of matching with the recruited position.

Where a vacancy arises due to unqualified inspection or voluntary renunciation of examination qualifications, the post shall not be filled.

VIII. Publicity and Employment Approval

(1) The list of personnel to be hired will be published on the Ningxia Party Building Network and the Ningxia Personnel Examination Center Network for 5 working days. Where the recruitment of merged positions is conducted, it will be ranked according to the total score of the examination, and the recruitment organ will organize the candidates to openly and independently select specific positions.

(2) Personnel to be hired who have no objections at the end of the publicity period shall go through the formalities for examination and approval of employment. Those who reflect problems that have an impact on hiring and have solid evidence will not be hired; where the problems reflected are difficult to verify for a while, employment will be suspended, and a decision on whether to hire will be made after it is clarified. If the recruited personnel do not report within the time limit (within 20 working days from receiving the employment notice) without a legitimate reason, the employment qualifications shall be cancelled. Vacant posts after cancellation will not be filled.

The management of newly recruited civil servants shall be carried out in accordance with the Measures for the Administration of the Probationary Period for Newly Recruited Civil Servants (Trial Implementation) issued by the Organization Department of the CPC Central Committee and the Ministry of Human Resources and Social Security (issued by the Ministry of Human Resources and Social Security [2011] No. 62). The probationary period for newly recruited civil servants is 1 year. Those who pass the assessment at the end of the probationary period shall be given a post and shall be registered as a civil servant in accordance with the procedures;

9. Duration of service

The minimum length of service for newly recruited civil servants in the recruiting authorities is 5 years (including probationary period). In accordance with the authority of cadre management, within the same jurisdiction and with the approval of the competent department of civil servants at the same level, newly recruited civil servants may communicate between organs at the same level as the recruiting organ within the minimum service period. Without the approval of the competent department for civil servants of the autonomous region, civil servants who have not yet completed the minimum service period shall not exchange across regions and levels of recruitment organs. Personnel to be recruited for the "three project personnel", "retired college student soldiers", "retired soldiers" and "local business establishment personnel" for targeted recruitment positions, local household registration or student source recruitment positions, and township recruitment positions must sign a "Minimum Service Period Agreement for Newly Recruited Civil Servants" with the employer and the competent department of civil servants at the same level for a period of 5 years; if they do not sign a service agreement, they will not be hired and will be disposed of as if they give up on their own.

10. Supplementary recruitment

The Autonomous Region Civil Servants Bureau will organize supplementary recruitment for posts that are vacant after the recruitment of all localities and departments after the recruitment of this examination, or for positions that require timely replenishment of personnel due to new employment needs due to organizational establishment and functional adjustment. Those who meet the qualification requirements for the supplementary recruitment position, pass the written examination results of this examination and have the same type of examination paper can apply. 11. Precautions
