Secondly, according to Article 20 of the Measures for the Administration of Scrapped Automobile Recycling, if, in violation of the provisions of Article 12 of these Measures, a scrapped automobile is sold, donated or otherwise transferred to a unit or individual of a non-scrapped automobile recycling enterprise, or the scrapped car is dismantled by itself, the public security organ shall confiscate the illegal gains and impose a fine of between 2,000 and 20,000 yuan.
It can be seen that the scrapped vehicle should be handed over to the traffic management department or the designated car recycling enterprise for disposal, like the personal waste station is not able to privately recycle the owner's scrapped car.
And for the owner, it is not to sell the car on the line, if the car is directly pulled to the waste station for disposal, the waste station owner can not issue the "scrap car recycling certificate" and "motor vehicle scrap certificate" documents to the owner, without these two documents, equivalent to "white sale" of the car, the vehicle management office and the public security organs will not recognize the cancellation at all.
Therefore, these consequences some unscrupulous waste stations will not tell the owner at all, they are only responsible for receiving the car, after receiving the scrapped car, dismantle the valuable parts at the fastest speed and sell the valuable parts inside for the second time, or directly sell the scrapped car to the used car recycler, transform it into a "new car" on the road, and then what goes wrong with the car, they will not bear any legal responsibility, because there is no crime in the process of recycling, and the only person who suffers the loss in the end is the owner.
So, if the owner of the car sells the scrap car as scrap iron, what kind of punishment will be imposed?
If the waste station recycles the scrap car, it will face a fine of more than 2,000 yuan and less than 20,000 yuan. So, if the owner of the car sells the scrap car as scrap iron, what penalties will be imposed?
Consequence one: I may not be able to drive a new car in my life.

According to Article 95 of the Mainland's Road Traffic Safety Law, if a motor vehicle driving on the road does not hang a motor vehicle number plate and a motor vehicle driving on the road does not hang a motor vehicle number plate, or deliberately obscures, defaces, or fails to install a motor vehicle number plate in accordance with regulations, it will be deducted 12 points at one time and fined 200 yuan. Whoever forges or alters the license plate will not only detain the motor vehicle, but will also be detained for not more than 15 days and fined between 2,000 and 5,000 yuan, and if a crime is constituted, criminal responsibility shall be pursued in accordance with law.
Therefore, motor vehicles without license plates are not allowed on the road!

Although the current law does not explicitly stipulate that a person can only apply for a license plate, that is to say, the law allows a person to have multiple license plates, but like Beijing, Shanghai, Shenzhen and Guangzhou, these 4 places, due to local factors, take the form of lottery auction on the license plate, restricting one person with multiple license plates, and now in addition to these 4 cities, cities such as Tianjin and Hangzhou have also begun to implement limited license plates.
In a city like this, if you still have a car under your name, it will directly affect the problem of buying a new car license plate, if you can't get on the license plate, the new car can't be on the road normally.
Consequence two: may affect the annual inspection of the vehicle, once a traffic accident occurs, the insurance company will not lose a penny.
Some people may have multiple vehicles under their names, and according to the relevant provisions of the mainland's "Road Traffic Safety Law Implementation Regulations": the inspection-free cars are inspected every two years for 10 years, but only the sixth and eighth years need to be tested online.
Some areas have stricter requirements for annual inspection, and it may be that a vehicle is not inspected on time and will affect the normal annual inspection and use of other vehicles under the name.

Many people always think that selling the car to the scrap station for money will be once and for all, but many people do not consider, what will the waste station do after receiving the scrap car? Some directly dismantled parts to sell money, and some waste stations are more bold, directly selling to second-hand car dealers, transforming and processing into new cars to continue on the road.
You should know that even if the scrapped car is changed to "the mother can't recognize it", the information of the vehicle is still yours, and once there is a traffic accident, the responsibility is all borne by the owner.

What is the formal process for car scrapping?
According to the provisions of the Mainland's "Measures for the Administration of Scrapped Car Recycling", units or individuals owning scrapped cars shall promptly go through the procedures for scrapping motor vehicles with the public security organs and hand over and sell the scrapped cars to the scrapped car recycling enterprises.
So, if the car is old and does not want to drive, what kind of process should be taken so that it will not have an impact on the owner?
First, the materials that need to be prepared for vehicle scrapping.
1. Motor vehicle driver's license.
2. Motor vehicle registration certificate.
3. License plate.
4. The organization code certificate (copy) of the unit vehicle with the official seal.
5. The owner of the car carries his or her ID card.

1. The holder of the motor vehicle needs to hold the ID card, motor vehicle registration certificate, motor vehicle driving license, and license plate number to fill in the "Application Form for Suspension, Re-driving/Deregistration of Motor Vehicles" at the business department of the motor vehicle dismantling plant.
2. 3. The car presides over the "Automobile ScrapPing Notice" to send the vehicle to the recycling enterprise that meets the regulations.
4. The recycling enterprise will disintegrate the vehicle after inspecting the "Automobile Scrap Notice": the engine is separated from the vehicle, the cylinder block of the engine is broken, and the chassis of the frame is cut. After dismantling, it is photographed, issued a "Certificate of Recycling of Scrapped Car" and pays the salvage value.
5. The owner brings all the documents and procedures, including the license plate number, scrap sheet, and the on-site photo of the dismantling, and then goes to the vehicle management office to carry out the relevant scrapping process, and the traffic management office will carry out "deregistration" treatment.
Although the scrapping process of regular cars is more complicated and the relevant information submitted is relatively large, it is the safest way for car owners to dispose of scrapped cars.
Therefore, the vehicle should try not to sell as scrap, even if the recycling company only gives you a residual value fee of 200 yuan, or even not enough money to tow the car, but do not do so.
