The second is to strengthen the use of data analysis to achieve "effectiveness". According to the needs of economic and social development and water conservancy work, we will effectively strengthen the analysis and use of hydrological data, continuously improve the level of monitoring and early warning of the whole basin, and provide accurate support for the decision-making of leaders at all levels.
The third is to strengthen daily management and achieve "heavy management". It is necessary to change the traditional thinking of "rebuilding light pipes", strengthen the operation and maintenance of hydrological facilities and the management of safe production, strengthen the prevention and control of integrity risks, and ensure the safety of projects, funds and cadres.
