Haibo Bay District deeply promoted the comprehensive treatment of mining areas, realized the comprehensive dynamic "zeroing" of the fire point in the mining area, completed the preparation of the ecological restoration plan of the mining area, integrated and orderly development of the coal mine, and completed and put into operation the intelligent control system; the precise control of air pollution, the implementation of 21 atmospheric environment improvement projects, 5 coking enterprises all completed VOC treatment, 2 bungalow areas, 240 households to achieve clean heating, the number of good air days in the year reached 291 days; the water and soil environment continued to improve, and 9 water ecological environment governance projects in the Yellow River Basin were implemented. Haibo Bay District resolutely fights the battle to defend blue sky, clear water and pure land, invests nearly 7 billion yuan to implement 35 key ecological projects, strengthens the ecological environment governance of mining areas, builds 5 autonomous region-level green mines, and completes the reclamation and greening of 4365 mu of mining areas; coordinates the governance of the landscape, forest, field, lake and grass system, the ecological protection and high-quality development of the Haibo Bay section of the Yellow River are deepened and solid, and the strictest water resources management is fully implemented, and the per capita public green area reaches 22.5%, reaching the best level in history.

This year, Haibo Bay Area will actively and unswervingly take the road of ecological priority green development, in order to maintain the political height of national ecological security, resolutely shoulder the political responsibility for the comprehensive management of the ecological environment in Wuhai and surrounding areas, and cast a solid bottom line for development.
Haibo Bay Area will deeply grasp the ecological protection and high-quality development of the Yellow River Basin, further promote the ecological construction of the Haibo Bay section of the Yellow River, accelerate the restoration of ecological governance of the Gangsteel Wantengcha Dry Ditch, and complete projects such as moore ditch river treatment.
At the same time, Haibo Bay Area will strictly implement the requirements of dual control of energy consumption, resolutely curb the blind development of "two high" projects, strengthen the review of energy-saving and energy-reducing projects, and comprehensively implement energy-using budget management and online monitoring of key energy-using units。
Haibo Bay Area will also make every effort to promote resource conservation, intensification and recycling, actively create a national "waste-free city", improve the ability to treat solid waste such as fly ash, vigorously develop green buildings, actively build a green transportation system, and advocate a green, low-carbon and environmentally friendly lifestyle.
Deeply fight the battle against pollution
This year, the Haibo Bay Area will adhere to systematic, comprehensive and thorough governance, do a good job in the joint prevention and control of air pollution in Wuhai and surrounding areas, and consolidate and deepen the tasks of the "seven governances".
Haibo Bay Area will expand the scope of implementation of special emission limits for air pollutants, accelerate the implementation of 16 air pollution control projects, rehabilitate "scattered pollution" enterprises, and strive to eliminate heavily polluted weather.
In addition, Haibo Bay District will also implement the principle of "four waters and four determinations" in an all-round way, implement deep water-saving and water control actions, strictly control the illegal use of yellow river water, groundwater over-exploitation and the development of high-water consumption industries; accelerate the standardized construction of water sources, build landfill leachate treatment stations, and continuously improve water ecology and water environment.
Haibo Bay Area will also strengthen the prevention and control of soil pollution in key industries to ensure soil environmental safety; solidly promote the rectification of ecological and environmental inspection problems at all levels, ensure that the problem rectification and reform of the sales number does not rebound in place, and greet a new round of central environmental protection inspectors with solid results.

Haibo Bay District will scientifically demarcate the "red line of no mining" on the side of the urban area, resolutely guard the "skyline" of the city, vigorously promote the restoration and treatment projects of 7 remaining mines, and accelerate the implementation of contiguous treatment projects such as the Luotuoshan Mining Area Drainage Site.
At the same time, Haibo Bay District will also actively grasp the clean and efficient use of coal, vigorously promote the integration and upgrading of the coal washing industry, start the construction of coal smart logistics parks, accelerate the transformation of roads in mining areas, and actively promote green transportation modes such as new energy vehicles, closed belts, and container transportation in mining areas.
In the next step, Haibo Bay Area will resolutely implement the requirements of the national "double carbon" goal and promote the concept of green circular development to be deeply rooted in the hearts of the people; comprehensively promote the governance of the grass and sand ecosystem of Shanshui Lintian Lake and effectively solve the outstanding problems of the ecological environment; actively optimize the pattern of land space development and protection, scientifically delineate the ecological redlines in the fields of cultivated land, forests, wetlands and other fields; fully integrate coal mining rights and continuously improve the efficiency of resource utilization; deeply fight the battle against pollution, implement the strategy of doubling the bearing capacity, and promote the construction of green and low-carbon parks.
