Through communication with the elderly and the director of the welfare home, it was learned that the old man's name was Qiu Kunji, born in 1949 in Lishan Village, Longqi Mountain, Bailian Town, Jiangle County, and was sent by his father to his hometown in Lintian Village, Tongfang Town, Changting County, and was brought back to Longqi Mountain by his father two or three years later, without marriage or children, and did not even have a blood relative in Jiangle County. In 2020, the house where Uncle Qiu lived was washed down by heavy rain, and government workers placed him in a county welfare home. Due to the loss of the hukou and the long-term failure to replace it, Uncle Qiu now suffers from mild Alzheimer's disease (commonly known as Alzheimer's disease), which has caused great difficulties in the restoration of the household registration.

Subsequently, Lin Sikai immediately sent a letter to the Police Station of Tongfang Town, Changting County to understand the household registration of the elderly, and soon, the Police Station of Tongfang Town, Changting County replied to explain: The old man has no record of settlement in Changting County, and left Changting at the age of 13 to return to Longqi Mountain. This news confirms that the old man has not had a hukou for nearly 60 years. This undoubtedly increases the difficulty of household registration.

In the following days, Lin Sikai frequently traveled to longqi mountain and jiangle county welfare institutes, visited a large number of villagers to collect information, and carefully searched for the household registration information of the elderly in the household registration file. The effort paid off, and after nearly two months of intensive visits and investigations, the supporting materials for the restoration of Uncle Qiu's household registration were finally collected. On the morning of the first day of work after the festival on February 7, Lin Sikai went to the Jiangle County Public Security Bureau to submit materials.
