Zhang Tong was appointed secretary of the Sichuan Provincial Party Committee and secretary of the Party Group of the Communist Youth League in 2007, and the mayor of Leshan in 2013.

According to the official resume, Zhang Tong was born in August 1973 in Dujiangyan, Sichuan, graduated from the Department of Philosophy of Sichuan Union University in 1994 with a bachelor's degree in philosophy, entered the Sichuan Branch of the Agricultural Bank of China, and was transferred to the Chengdu Municipal Committee of the Communist Youth League in the same year. In 2000, Zhang Tong was appointed deputy county magistrate of Xinjin County, secretary of the Chengdu Municipal Committee of the Communist Youth League in 2002, and mayor of Qionglai in 2005.
In April 2007, Zhang Tong was appointed deputy secretary of the Sichuan Provincial Committee of the Communist Youth League and a member of the party group, and in November of the same year, he was appointed secretary of the Sichuan Provincial Party Committee and secretary of the party group of the Communist Youth League, at the age of 34. In 2013, he became the mayor of Leshan at the age of 40.
After being elected mayor, he said that he should be a good Leshan person with his heart and do his best to do a good job in Leshan.

On the afternoon of July 16, the Leshan Municipal Party Committee held a meeting of the Standing Committee (expanded) to convey the decision of the Provincial Party Committee: Comrade Chen Guanghao was appointed as a member, standing committee member and deputy secretary of the Leshan Municipal Committee of the Communist Party of China.
Chen Guanghao was born in April 1971, formerly the director of the Sichuan Economic Information Center.
Li Jianqin, who stepped down as secretary of the Guang'an Municipal Party Committee, was born in November 1963 and has served in the Ministry of Land and Resources for a long time, and was transferred from the Director of the Law Enforcement Supervision Bureau of the Ministry of Land and Resources to the mayor of Panzhihua, Sichuan Province, in 2016, and has been transferred to the secretary of the Guang'an Municipal Party Committee since 2018.
According to officials, Guang'an was established as a district in July 1993, and was withdrawn from the prefecture in July 1998 to set up a city, with jurisdiction over Guang'an District, Qianfeng District, Huaying City, Yuechi County, Wusheng County, and Linshui County, covering an area of 6,339 square kilometers and a total population of 4.6 million.
