In 2018, Xu Chuanliang, chairman of the Huaibin County Science and Technology Association, was stationed in Hongxiangpu Village, Qisi Town, Huaibin County, as the first secretary. In addition, Hongxiangpu Village is located in the Huai River depression, prone to flooding and drought, the life of poor households is very difficult, and young and middle-aged laborers have also gone out to work. In the face of such a large number of poor households and the current situation of labor loss, Xu Chuanliang felt the arduous task of poverty alleviation in Hongxiangpu Village.
In addition, 2019 is also the year of the "poor county" Huaibin County, and in 2020, it is also necessary to achieve the goal of all rural poor people getting rid of poverty under the current standards, which is the so-called "time is tight and the task is heavy", Xu Chuanliang feels that the pressure is doubled. But no one thought that by 2019, Hongxiangpu Village will develop from poverty to a village collective income of 471,400 yuan, in addition, the village currently has 1 farm, 3 workshops, 1 power plant, etc., and many public welfare positions to help poor households find employment at the "doorstep". By the end of 2019, Hongxiangpu Village had lifted 828 people from 189 households and 21 people from 9 households that had not been lifted out of poverty, accounting for only one percent of the entire village population.

Xu Chuanliang learned through many discussions with village cadres and party members and visits to households that there was a villager named Zhu Mengqian in the Zhuzhai group of Hongxiangpu Village, who abandoned medicine and business many years ago and opened a factory in Zhejiang, and the benefits were very good. He also learned from the villagers that Zhu Mengqian was a very capable and responsible person.
After many communications between Xu Chuanliang and the village cadres, they unanimously agreed that Zhu Mengqian was a good candidate for the role of leader. But Zhu Mengqian has been working hard in Zhejiang for many years, and now he is the boss, with an annual income of millions of yuan, and Hongxiangpu Village has no money and no one, how can he bring back people and retain people?
Sure enough, when this was mentioned, Zhu Mengqian's family was very opposed, and Zhu Mengqian himself also felt that returning to his hometown to start a business was a fantasy. However, Xu Chuanliang firmly believes that Hongxiangpu Village must have great potential for industrial planning according to local conditions and all-round accurate poverty alleviation.
In 2016, Xu Chuanliang went to Zhejiang to talk in detail about the poverty alleviation policies announced by the government, the research results of Hongxiangpu Village, the prospect of science and technology to help industrial development, and Zhu Mengqian. Gradually, in Zhu Mengqian's heart, what he used to think of as a heavenly fantasy gradually had a clear outline and path.
