It is understood that the "11350 Project" is a project with a total investment of about 30 billion, 10 billion, 3 projects with a total investment of about 5 billion, and more than 50 billion, with a total planned investment of 133.2 billion. The 59 projects have the characteristics of large investment amount, large influence and rich coverage elements, which is an important measure to create an upgraded version of the "Thousand Villages Demonstration and Ten Thousand Villages Rectification" project.
The "11350 Project" will create a number of "tens of millions of projects" models with Zhejiang characteristics by screening high-quality projects, strengthening policy support and investing real money and silver. It is reported that the selected projects must cover the three basic contents of village improvement, farmland improvement and ecological restoration, and also fully display their own advantages and characteristics. "For example, combined with local resource endowments and cultural characteristics, we will carry out the rectification of inefficient industrial land, the protection of historical and cultural villages, and the treatment and restoration of abandoned mines." The relevant person in charge of the Department of Natural Resources of Zhejiang Province explained.
Important resource elements such as capital incentives, land use indicators, and financial credit will be tilted towards the "11350 Project". According to reports, the "11350 Project" project will be extra points as appropriate during the supervision and incentive, and the selected provincial-level boutique projects will receive 5 million to 10 million yuan of capital incentives, and after completion and acceptance, they will also give priority to the implementation of the new construction land plan index rewards in accordance with the increase in storage linkage mechanism. In terms of financial credit, six financial institutions have signed a strategic (credit) cooperation agreement with the Department of Natural Resources of Zhejiang Province, promising to provide 560 billion yuan of intentional credit lines for the comprehensive land improvement and ecological restoration projects in rural areas of the province, of which the "11350 Project" project will be fully covered.
