The Wall Street Journal reported Feb. 14 that Musk said spaceX was preparing to test the giant rocket the company had been developing at a site in Florida if flight safety regulators required additional environmental assessments at one of the company's facilities in Texas. SpaceX already has the ability to conduct some lower-altitude tests of its starship spacecraft from its Texas facility. However, demonstration projects, including orbital test missions, still require approval from the U.S. Aviation Administration (FAA).

An FAA spokesperson has stated that if the FAA determines that the potential environmental impacts associated with the starship program will be significant and cannot be properly addressed, the agency could conduct additional analysis in Texas. The FAA's current assessment involves the potential impact of the starship on wildlife, noise, wetlands and other factors.
