A few days ago, the State Council issued the "Metrology Development Plan (2021-2035)" (hereinafter referred to as the "Planning"), proposing to build a national modern advanced measurement system with quantum metrology as the core, first-class scientific and technological level, in line with the development needs of the times and the trend of international development in 2035.

The full text of the "Plan" consists of seven major parts and thirty-eight articles. It focuses on the overall requirements for basic research on metrology, metrology applications, metrology capacity building and metrology supervision and management. 1. Development Objectives

By 2025, the national modern advanced measurement system will be initially established. Strengthen the research on quantum metrology, flattening of value transmission and digital transformation of metrology, and establish a world-class new generation of national metrology benchmarks. Looking forward to 2035, the level of national metrology technology innovation has been greatly improved, and its comprehensive strength has ranked among the forefront of the world. Build a national modern advanced measurement system with quantum metrology as the core, first-class scientific and technological level, and conform to the development needs of the times and the trend of international development.

2. Strengthen basic research on metrology and promote innovation-driven development

Strengthen the original innovation of the basic theory and core technology of metrology. Implement the "Quantum Measurement and Weights" plan, focusing on quantum measurement technology based on quantum effects and physical constants, metrology benchmarks, and standard device miniaturization technology, breaking through quantum sensing and chip-level measurement standard technology, and forming core device development capabilities.

3. Strengthen the application of measurement and serve the development of key areas

Strengthen the research of core devices, core algorithms and core traceability technologies of high-end instruments and equipment, and promote the localization of key measurement and testing equipment. Promote the application of new technologies such as quantum chips, the Internet of Things, blockchain, and artificial intelligence in measuring instruments and equipment. Accelerate the development and application of quantum sensors, terahertz sensors, high-end image sensors, high-speed photoelectric sensors and other sensors. Establish a cluster area for the development of the instrumentation industry, and cultivate domestic instrumentation brands with core technologies and core competitiveness.

4. Strengthen metrology capacity building and empower high-quality development

Construct a new type of traceability system for value transfer. Adapt to the development of the international system of units quantization reform and the new requirements of digitization and flattening of the traceability of quantitative value transmission, and build a value transmission system managed according to law and a market demand-oriented value traceability system.

Improve the level of metering benchmark capabilities. Aiming at the international advanced level, based on quantum effects and physical constants, a new generation of national metrology benchmarks such as atomic time markers, energy balance method mass benchmarks and thermodynamic temperature benchmarks are established.

Accelerate the construction of metrology technical institutions. Vigorously promote the innovative development of national metrology technology institutions, through organizing and carrying out cutting-edge technology research on major measurement principles and methods, establishing quantum metrology benchmarks and maintaining international equivalents, providing first-class measurement value traceability and measurement services, and supporting national scientific and technological innovation, industrial competitiveness improvement and economic and social development.
