The housing construction survey is an important part of the comprehensive risk survey of natural disasters and belongs to the survey of major national conditions and national strength. The results of the survey were used by governments at all levels to carry out natural disaster prevention and control work.

Based on the housing construction survey base map uniformly provided by the state, the field survey collects the geographical location, basic information, building information, seismic fortification information and usage data of various types of residential and non-residential housing buildings in urban and rural areas, establishes a data database covering all housing building survey results, and conducts disaster risk assessment, formulates a disaster risk prevention and control zoning map, and provides a scientific decision-making basis for the government to carry out earthquake prevention and disaster reduction. The housing construction survey object is all kinds of non-residential buildings such as urban and rural residential houses and public service buildings, commercial buildings, and industrial storage buildings that are completed and put into use before the standard time point (December 31, 2020).

The housing construction survey in our district is organized and implemented by the district housing construction department, and the investigation work is carried out in the mode of third-party investigation agency + grass-roots organization of the local street (township) community. Housing construction surveys should follow the technical route of internal → field → internal investigation. When conducting field investigations, it is necessary to take pictures of the housing buildings and check and supplement the internal investigation information. The housing construction field survey will go to urban and rural residents' homes, school institutions, enterprise workshops and other non-open units, and require the assistance and cooperation of housing owners and property rights units. Investigators will be certified to work, civilized investigation, will not interfere with residents' lives, school teaching and enterprise production and other activities.
