Notice of prohibition and restriction of fire for civilized sacrifices

In order to further enhance the living environment, advocate civilized sacrifices, prevent and control the new crown epidemic, create a clean, tidy and orderly urban environment, and promote the consolidation and upgrading of civilized cities across the country, in accordance with the Environmental Protection Law of the People's Republic of China, the Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, the Regulations of Guizhou Province on the Promotion of Civilized Behavior, and the Measures for the Safety Management of fireworks and firecrackers in Guiyang City, the ban on combustion in central urban areas such as Yunyan, Nanming, Huaxi, Wudang, Baiyun, and Guanshan Lake is now prohibited. The notice on the relevant matters of the fire restriction is as follows:

1. During the Zhongyuan Festival (August 20 to August 23, 2021), it is strictly forbidden to burn incense wax paper candles and other sacrifices in the main and secondary roads in the central urban area, along the Nanming River and its tributaries, on both sides of the railway, underground passages, green areas, parks, squares, stations and other public places, and it is completely prohibited to set off Kong Ming lanterns and fireworks.

2. Where it is truly necessary to adopt the traditional method of burning incense wax, paper money, dark coins and other sacrificial items to carry out sacrifice activities, each district shall coordinate the streets (townships), village (neighborhood) committees, property management companies, etc. under its jurisdiction to designate centralized incineration points to carry out civilized, clean and safe sacrifices, and consciously remove the residue after the ashes of the incinerated sacrifices are extinguished.

Third, the vast number of cadres, workers, and citizens in the city should take the lead in establishing a new style of civilized sacrifice, and influence and drive the families and masses around them to carry out civilized sacrifices with practical actions. Advocate modern ritual sweeping activities such as flower sacrifices, online sacrifices, and electronic incense candle sacrifices, and combine the needs of normalization prevention and control of the epidemic, do not go out to gather, do not burn sacrifices, bid farewell to the bad habits of sacrifice, and create a good atmosphere for civilized sacrifices.

IV. Strictly investigate and deal with uncivilized acts of sacrifice. From now until August 24, public security, emergency management, ecological environment, comprehensive administrative law enforcement, market supervision and other departments at all levels will conduct a comprehensive inspection of the central urban area, and if uncivilized sacrifices are found, they will be dealt with in accordance with their respective duties and in accordance with law. Where incitement to make trouble, threaten, obstruct, or beat law enforcement management and persuasion personnel, the public security organs are to handle them in accordance with law.
