On February 9, Xinxian County, Henan Province, held a mobilization meeting to create a demonstration county for the modernization of county social governance, and comprehensively launched the work of party building to lead grass-roots governance.
County leaders Xia Mingfu, Li Xiaoliang, Huang Zhankui, Huang Yonglin, Zhang Bin, Li Tinglin, Zhang Shuqing, and Yang Hua attended the meeting. More than 600 people, including the main responsible comrades of the relevant county functional departments, the leading cadres at the township section level of each township (district, street), the person in charge of the station, the secretary of the party branch of each village (community), and the first secretary stationed in the village, attended the meeting at the main sub-venue.
The meeting was presided over by Li Xiaoliang, county magistrate of the Xinxian People's Government.
The meeting issued the "Implementation Opinions on The Creation of a Demonstration County for the Modernization of County Social Governance", and Huang Yonglin, member of the Standing Committee of the County Party Committee and director of the organization, interpreted the implementation opinions and the three-year action plan.
Xia Mingfu, secretary of the Xinxian County CPC Committee, mobilized and deployed the creation work, and he stressed: First, it is necessary to improve the political position and put it in perspective of great significance. All units at all levels in the county should improve their political standing, fully understand the great significance of doing a good job in this work, work together and unite their efforts, and promote the implementation of various tasks and measures of the county party committee. Second, it is necessary to highlight key tasks and clarify measures for advancement. It is necessary to focus on the optimization of the organizational structure of grass-roots governance, the allocation of personnel, and the decentralization and empowerment of power, straighten out the system and mechanism, coordinate the forces of all parties, and accelerate the "integration of four governances" of autonomy, rule of law, rule of virtue, and digital governance. Third, it is necessary to consolidate responsibilities at all levels and form a joint work force. It is necessary to clarify the responsibilities of cadres at the county and department levels, functional departments directly under the county, townships, and villages (communities) in light of the implementation opinions, tighten the chain of responsibility at the three levels of counties and villages, and ensure that everything is grasped and implemented. Fourth, we must innovate supervision and evaluation to promote normal long-term effectiveness. It is necessary to improve the supervision and evaluation mechanism for county social governance work, optimize the supervision mechanism, improve the evaluation method, strengthen the use of results, and create a good atmosphere of pragmatic and heavy work and responsibility throughout the county.
Regarding the implementation of the spirit of the meeting, Li Xiaoliang put forward clear requirements from the three aspects of "strengthening understanding, strengthening implementation, and strengthening implementation".
It is reported that the creation of a county-level social governance modernization demonstration county is an important part of the construction of "four demonstrations, three highlands and one homeland" proposed in the "14th Five-Year Plan" of the new county party committee, led by the organization department of the county party committee, starting from October 2021 to start planning, the standing committee of the county party committee has two special research and discussions, the main responsible comrades of the county party committee and the county government have listened to the report many times, widely solicited the opinions and suggestions of functional departments and villages, and formulated the "Implementation Opinions on the Creation of a County-level Social Governance Modernization Demonstration County in The New County" (hereinafter referred to as the "Implementation Opinions") ）。
The "Implementation Opinions" proposes to build a "1344" work system with the main content of strengthening "one command", improving "three capabilities", condensing the "four forces" and promoting the "integration of four governances". In accordance with the deployment of the municipal party committee, it is necessary to systematically reshape the "king" type grass-roots governance structure of "county-level top line, township (district, street) central line, village (community) grid bottom line" and "linkage command vertical line". It is necessary to deepen the decentralization and empowerment, promote the "three reforms" of a team to manage law enforcement, the nearest office of government service matters, and the joint office of county and township coordination matters, delegate administrative law enforcement and government service authority in accordance with the law, continue to enrich the strength of township and town personnel through the reform of public institutions, "reduce counties and increase townships", and improve rural administrative law enforcement, social management, public services, and emergency response capabilities. It is necessary to strengthen the construction of the organizational system of mass organizations, autonomous organizations, social organizations, volunteer service organizations and other organizational systems under the leadership of party organizations, smooth the communication and docking channels of various subjects, improve the operation mechanism, and unite the forces of all parties to participate in grass-roots governance. It is necessary to give full play to the basic role of autonomy, the role of the rule of law guarantee, the role of moral governance and education, and the supporting role of numerical governance, and promote the "integration of four governances" at the grass-roots level.
The "Implementation Opinions" also set up a new county to create a county social governance modernization demonstration county leading group, formulated the "new county to create a county social governance modernization demonstration county three-year action plan", put forward the vigorous implementation of the organization of the foundation, capacity improvement, incentive guarantee, branch co-construction, village style civilization, "three zeros" creation, home care, digital twin, emergency support, rule of law village "ten major actions", led by county and department-level cadres, the relevant functional departments are responsible, adopt a special class system, project-based promotion, and concentrate on the use of three years. Through process reengineering, system remodeling, and business collaboration, we will build a modernization pattern of grass-roots governance with county and rural integration and all-factor linkage.
