Nanjing, February 10 (Xinhua) -- The family is the first classroom of life, parents are the first teachers of children, and the growth of minors is inseparable from the family. On February 10, the Jiangdu District People's Procuratorate of Yangzhou City, Jiangsu Province, issued a Family Education Order, ordering the parents of a minor victim involved in a case to receive family education guidance and actively perform guardianship duties.

In January 2022, when the Jiangdu District People's Procuratorate accepted and reviewed a case of infringement on minors, it found that the parents of the minor victim Xiao Chen (pseudonym) were busy with work, neglected to communicate, failed to pay timely and comprehensive attention to Xiao Chen's physical and psychological conditions, and failed to provide him with the necessary safety education and rule of law education, resulting in his poor self-protection awareness and ability, and bad behavior. The procurator believes that Xiao Chen's parents, as guardians, failed to perform their guardianship duties in accordance with the law and ordered him to receive family education guidance.

On February 10, the Jiangdu District People's Procuratorate officially read out and delivered the Family Education Order to Xiao Chen's parents, and invited teachers from social work institutions to carry out family education guidance for the victims' parents, understand the victims' family situation through one-on-one communication, and put forward guidance opinions, and at the same time formulate a family education guidance plan for the follow-up year.

"My daughter didn't want to communicate with us." Xiao Chen's parents said the two expressed recognition of the importance of family education and used this opportunity to strengthen communication and repair relationships.

On January 1, 2022, the Law of the People's Republic of China on the Promotion of Family Education came into effect. Article 49 of the Law provides: Where public security organs, people's procuratorates, or people's courts discover in the course of handling a case that a minor has serious negative conduct or committed a criminal act, or that the minor's parents or other guardians have incorrectly carried out family education and infringed upon the lawful rights and interests of minors, they are to be reprimanded on the basis of the circumstances and may be ordered to accept family education guidance.

In recent years, based on the handling of cases, Yangzhou procuratorial organs have comprehensively strengthened the guidance of family education for minors involved in the case, built a unified help and education platform throughout the city, actively introduced social professional forces such as juvenile justice social workers, psychological counselors, and family educators, and in addition, jointly with the Yangzhou Women's Federation, selected professional family education counseling institutions to carry out in-depth parenting education, and promoted the parents of minor persons involved in the case to effectively assume the main responsibility for family guardianship.
