On February 9, the Municipal Party Committee Office and the Municipal Government Office issued the "Notice on Further Strengthening the Incentive Work of "Recruiting Masters and Attracting Doctors" Talents in Municipal Institutions Directly Under the Municipal Government" (hereinafter referred to as the "Notice"), implementing the incentive measures for talents in detail, attracting and gathering all kinds of outstanding talents in an all-round way, and providing strong talent support and intellectual guarantee for accelerating the construction of regional central cities in central Hubei Province.

The "Notice" clarifies that the incentive measures for talents of municipal institutions directly under the municipal government to "recruit masters and introduce doctors" cover nine aspects, such as cashing in talent allowances, improving post treatment, strengthening tracking and training, issuing rental subsidies, implementing housing subsidies, implementing cultivation support, coordinating children's school enrollment and spouse placement, carrying out condolence and recuperation, and providing life services, and are applicable to all kinds of high-level talents newly introduced by Jingzhou municipal institutions through the "Recruitment of Masters and Doctors" plan after January 1, 2022.

Cash in on talent allowances. In addition to the normal salary allowance (supplement) for talents introduced by municipal institutions, full-time doctoral students and master's students will be given talent allowances of 160,000 yuan and 50,000 yuan respectively within 5 years.

Improve the salary of the post. After the probationary period of the talents introduced by the municipal institutions is qualified, the full-time doctoral and master's students working in professional and technical posts enjoy the salary treatment of professional and technical level 7 and level 10 respectively; the full-time doctoral students and master's students working in management positions enjoy the salary treatment of level 7 and level 8 of management posts respectively.

Strengthen tracking culture. Those who are guided and trained by talents introduced by municipal public institutions directly under the municipal government, and those who have outstanding performance and meet the provisions on the transfer of civil servants, may be promoted and used in priority. Rental subsidies are granted. Talents introduced by municipal institutions directly under the municipal government who do not have their own housing in the urban area of Jingzhou City can apply for talent apartments.

Full-time doctoral and master's students can stay in talent apartments at a rent of 12 yuan / year within 3 years. When there is insufficient housing, the rental subsidy will be issued according to the standard of 12,000 yuan per year for full-time doctoral students and 9,600 yuan per year for master's students, and will be issued for 3 consecutive years.

Implement housing subsidies. Talents introduced by municipal institutions directly under the municipal government purchase the first set of commercial housing in the urban area of Jingzhou City, and issue housing subsidies according to 100,000 yuan for full-time doctoral students and 50,000 yuan for full-time master's degree students, and the housing subsidies are fully guaranteed by the municipal finance. The cumulative time of the imported talents who enjoy the housing subsidy shall not exceed 3 years. The introduced talents who purchase the first set of commercial housing in the urban area of Jingzhou City can enjoy the local housing provident fund loan amount at the same time, of which full-time doctoral students apply according to the 1.5 times coefficient of the maximum amount of urban provident fund loans, and full-time master's students apply according to the 1.2 times coefficient of the maximum amount of urban provident fund loans.

Implement nurturing support. A one-time reward of 200,000 yuan will be given to those selected for the national major talent plan, a one-time reward of 100,000 yuan will be given to those selected for the hubei provincial major talent plan, a one-time reward of 100,000 yuan will be given to those who have won the "Outstanding Talent Award" of Hubei Province, a one-time reward of 50,000 yuan will be given to those selected for the "Youth Top Talent Training Program" of Hubei Province and the "Public Health Leading Talent Training Program" of Hubei Province, a one-time reward of 80,000 yuan will be given to those selected as "Jinfeng Outstanding Talents" in Jingzhou City, and a one-time reward of 80,000 yuan will be given to those selected as "Professional and Technical Top Talents" of Jingzhou City. A reward of 20,000 yuan is given.

Coordinate the enrolment of children and the placement of spouses. The children of talented talents introduced by municipal public institutions to attend compulsory education schools may, in accordance with their own wishes, coordinate with the relevant county (city, district) education departments to make priority arrangements to ensure enrollment; if the spouse is willing to work in Jingzhou, the employer shall consult with the relevant departments to coordinate within the scope of their duties.
