Qingdao City implements the 17th Implementation Rules of the "22 Measures for Agriculture and Forestry"

On March 17, 2021, 11 ministries and commissions, including the Taiwan Affairs Office of the State Council, the Ministry of Agriculture and Rural Affairs, and the State Forestry and Grassland Administration, jointly issued the Several Measures on Supporting the Development of Taiwan Compatriots and Taiwan-funded Enterprises in the Field of Agriculture and Forestry in the Mainland (hereinafter referred to as the "22 Measures for Agriculture and Forestry"). In order to implement the Huitai policy of the "22 Measures for Agriculture and Forestry" of the Central Committee and support the participation of Taiwan compatriots and Taiwan-funded enterprises in Qingdao in the high-quality development of agricultural forestry and rural revitalization in Qingdao, the Municipal Taiwan, Hong Kong and Macao Affairs Office, the Municipal Agriculture and Rural Affairs Bureau, the Municipal Landscape and Forestry Bureau, the Municipal Development and Reform Commission, the Municipal Science and Technology Bureau, the Municipal Finance Bureau, the Municipal Natural Resources and Planning Bureau, the Municipal Water Administration, the Municipal Marine Development Bureau, the Municipal Bureau of Commerce, the Qingdao City Center Branch of the People's Bank of China, the Municipal Market Supervision Bureau, the Municipal Local Financial Supervision Bureau, Fourteen departments, including the Municipal Supply and Marketing Cooperative, have jointly studied and issued the following implementation rules for the implementation of the "22 Measures for Agriculture and Forestry" in Qingdao.

Article 17: Support eligible Taiwan Farmers' Entrepreneurship Parks in declaring for the establishment of a National Modern Agricultural Industrial Park and a National Demonstration Park for the Integrated Development of Rural Industries in accordance with regulations. Encourage areas with the capacity to apply for the establishment of new Taiwan Farmers' Entrepreneurship Parks and increase investment in park infrastructure and agricultural and forestry facilities.

(1) Handling procedures

1. Support eligible Taiwan Farmers' Entrepreneurship Parks to apply for municipal modern agricultural industrial parks, and recommend provincial agricultural industrial parks on the basis of merit. If it is approved by the Provincial Department of Agriculture and Rural Affairs, it will be approved to create a provincial-level modern agricultural industrial park, and it will be preferentially included in the scope of the national modern agricultural industrial park declared by our city.

2. After the Ministry of Agriculture and Rural Affairs issues a notice of creation, support it to strive for provincial recommendation qualifications for the creation of a national-level modern agricultural industrial park to the Provincial Department of Agriculture and Rural Affairs.

(2) Handle requirements

The specific notification requirements issued by the Ministry of Agriculture and Rural Affairs in the year of application for the National Modern Agricultural Industrial Park shall prevail.

(3) Required materials

With reference to the "Notice of the Ministry of Agriculture and Rural Affairs and the Ministry of Finance on Carrying out the Work of Creating the National Modern Agricultural Industrial Park in 2018" (Agricultural Planning and Development [2018] No. 11), in principle, it includes the leading industries of the industrial park, the planning layout, the construction status (production + processing + science and technology + marketing, green development, driving farmers, support policies, operation and management mechanisms, etc.), the creation of ideas, the creation of key tasks, the creation of measures, etc., and the relevant certification materials first-level special construction planning and approval documents, and fill in the " National Modern Agricultural Industrial Park Application for Creation of Basic Information Form" and other contents.
