Recently, the Capital Science and Technology Development Strategy Research Institute released the "China Urban Science and Technology Innovation and Development Report (2021)", announcing the 2021 China Urban Science and Technology Innovation and Development Index ranking, Jiangsu became the province with the most shortlisted cities in the top 20, and Nanjing, Suzhou, Wuxi and Changzhou ranked 4th, 8th, 16th and 19th respectively.

Initiated by the Ministry of Science and Technology, the Chinese Academy of Sciences, the Chinese Academy of Engineering and the Beijing Municipal People's Government, the Capital Science and Technology Development Strategy Research Institute was established in August 2011 and has issued the "China Urban Science and Technology Innovation and Development Report" many times since 2017. The report selects 288 cities at the prefecture level and above in China, and measures and evaluates the level of scientific and technological innovation and development of Chinese cities from indicators such as innovation resources, innovation environment, innovative services, and innovation performance.

According to the report, the top 20 cities in the 2021 China Urban Science and Technology Innovation and Development Index are Beijing, Shenzhen, Shanghai, Nanjing, Guangzhou, Hangzhou, Wuhan, Suzhou, Xi'an, Zhuhai, Chengdu, Hefei, Tianjin, Xiamen, Ningbo, Wuxi, Qingdao, Zhengzhou, Changzhou and Changsha. In the ranking of the prefecture-level city science and technology innovation and development index, Jiangsu performed well, Suzhou, Wuxi and Changzhou ranked 1st, 3rd and 4th respectively, and other prefecture-level cities in the top 10 were Zhuhai, Jiaxing, Foshan, Zhongshan, Dongguan, Wuhu and Huzhou.

The analysis of the report points out that the ranking of the top cities in scientific and technological innovation has diverged, and the "four types" have been roughly formed. Compared with the fluctuations of the top 20 cities in the past 5 years (2017-2021), taking the top 20 cities in 2021 as the benchmark, the first type is "stable", including Beijing, Shenzhen, Shanghai and Xiamen; the second type is "fine-tuning", including Suzhou, Chengdu, Qingdao, Guangzhou and Wuhan, the scientific and technological innovation development of these 5 cities in recent years is relatively stable, and the ranking has changed slightly; the third type is "shock type", including Xi'an, Nanjing, Hangzhou, Zhuhai, Tianjin and Changsha, of which Xi'an, Nanjing, Hangzhou and Zhuhai have increased by 6, 4, 4 and 3 places respectively in the past 5 years, while the rankings of Tianjin and Changsha have dropped by 6 places and 9 places respectively in the 5 years; the fourth type is the "jump type", including Ningbo, Hefei, Zhengzhou, Changzhou and Wuxi, of which the 5-year ranking of scientific and technological innovation and development in Ningbo, Hefei and Zhengzhou has shown a linear and rapid upward trend.
