According to reports, the "Implementation Measures" and "Benchmarks" clearly stipulate the types of penalties, fine enforcement standards, factors to be considered and applicable circumstances for 62 tax violations and violations in 7 categories, optimize and unify the rules for the exercise of discretionary power of tax administrative penalties and discretionary benchmarks, and are conducive to deepening accurate law enforcement in the field of taxation. These 7 categories mainly include tax registration, tax declaration, account book voucher management, invoice management, tax collection, tax inspection, tax guarantee and other tax violations.
