A key point is the competitive balance tax (the luxury tax threshold), which was $210 million last season, the league has proposed a slow increase to 214 million next season, and faces more severe penalties after exceeding the limit, and the union proposal is 245 million, and there seems to be no need for negotiation between the two sides.
In terms of the minimum wage, the union's proposal was $775,000, the union's previous proposal was 600,000, and in the new talks, the alliance only agreed to raise this figure slightly to 615,000, and the alliance also withdrew the previously improved Super 2 proposal. In addition, the two sides still failed to reach an agreement on the proposal for the income-sharing plan of the big market team to the small market team, and the union believed that the small market team profited too much in the income sharing plan, which made them develop the habit of not spending money.
The two sides talked again after more than 40 days and made little substantial progress, and in order to avoid the team's control period of the top rookie, the union gave the proposal that if the rookie won some awards in the first three years, the team could get the draft pick. For those teams that lie flat and get high draft picks, the union's proposal is to conduct a lotto draw similar to the NBA in the bottom eight every year, and the team cannot participate in the lottery for three consecutive years, the league's counter-offer in this regard is the first three draws, and the two sides are still a long way from a new labor agreement.
