Baoyin Deliger: The "Saiyin ChagoTa" in the Hearts of the Shepherds

In the early spring of the Inner Mongolia Wulat grassland, police officer Baoyin Deliger was wearing a fur jacket on his shoulders and riding a police motorcycle, and was driving into the depths of the grassland. The rolling hills, the dry riverbed, the endless Gobi, these landscapes that seem almost static to others, but in his eyes are signposts to the hearts of the shepherds. As the sound of the motorcycle continued to spread into the distance, the cordial call of the herders sounded in his ears: "Baoyin, Saiyin Tsagoda (Mongolian, meaning 'good policeman')..."

Baoyin Deliger, instructor of the Chaoge Wendur Town Police Station of the Urat Houqi Public Security Bureau and the first community policeman. Because of the total area of 1,672 square kilometers, he is known as China's "largest police officer in the jurisdiction".

Since there are almost no roads in many places, it is often necessary to cross mountains and mountains from one herdsman's home to another. The land is sparsely populated and the terrain is complex, and motorcycles have become the best means of transportation for Baoyin Deliger. In the 24 years since he was a police officer, he rode 8 motorcycles, spent about 260 days a year in the pastoral area, and traveled more than 60,000 kilometers a year, equivalent to running around the earth's equator for one and a half times. In order to protect the peace and happiness of the herdsmen in the jurisdiction, he paid unimaginable hardships and painstaking efforts in this Gobi grassland where "spring is covered in sand, summer is covered in mud, autumn is covered in mosquitoes, and winter is frosty".

Baoyin Drigel still clearly remembers that when he first joined the work, due to his unfamiliarity with the terrain of the jurisdiction, coupled with the fact that many herders lived in the place without any obvious reference, every time they went down the pastoral area, they often took the wrong road, as little as ten kilometers, more than tens of kilometers, suffered a lot, and once they encountered bad weather, there would be danger to their lives.

In the winter of the second year of Baoyin Deliger's participation in public security work, because it had just snowed, the wind was blowing fiercely, and when he crossed a barren mountain in the lower pastoral area, the motorcycle suddenly burst into a tire, and he suddenly flew out with the car and fell down the hillside, and then he fainted. When he woke up, he walked alone and stopped, walking for a day to find a grazing spot, and was found by passing herders before he was finally rescued. "It was the herders who gave me a second life, and I want to repay them with a lifetime of protection." Recalling the scene at that time, Baoyin Drigel choked up.

Faced with the harsh working environment, Baoyin Drigel not only did not flinch, but instead came up with the idea of drawing a topographic map. Without tools, he used the stupid method of carrying a notebook with him, marking the herders' settlements one by one, and at the same time specifying the location of the peaks, roads, rivers, Ao Bao, feed centralized storage points, etc. with obvious signs, so that as long as he found a herdsman, he could find another household in the direction of the map. He united these fragmentary drawings and continuously improved them, forming the later "Baoyin Map". Through the mapping of pastoral areas, every grassland, every barren mountain, and every river trough in the jurisdiction became a "special landmark" in the eyes of Baoyin Deliger, and the 1672 square kilometers of the jurisdiction were engraved in his mind.

Now, this "Baoyin map" has been entered into the police platform by the Bayannaoer City Public Security Bureau, which not only facilitates the people, but also plays an important role in land census and other work.

For more than 20 years, Baoyin Deliger and his motorcycle running on the grassland have long become a different scenery in the eyes of herders. As soon as they heard the sound of motorcycles, many herders knew that Baoyin Deliger had come again.

Akako: The sincere feelings of grassland herders nourish the original heart

"I am the son of the herdsmen, the sons of the grasslands, and the grasslands and herders nourish my original intentions with sincere feelings." This is a phrase that Baoyin Deliger often said.

In 1974, Baoyin Deliger was born in Wulat Houqiqi to an ordinary herdsman family. Their father died early, and the 8 brothers and sisters were supported by their mother alone, making the family particularly difficult. Upon learning of his family's situation, the police at the border police station, the "party members" in the mouths of these herdsmen, became his family's "regular customers", not only often delivering food, clothing, and daily necessities, but also doing their best to help their family solve their problems. The surrounding herders also reached out to help, and the 8 brothers and sisters finally grew up. Baoyin Drigel kept these deep friendships in mind.

In 1992, Baoyin Deliger was admitted to the Secondary School of Animal Husbandry, becoming the only child in Gachari to go out to study. When he was studying in secondary school, he came into contact with the works of Lenin, Mao Zedong and other great men for the first time in the school library, and also read the history of the arduous struggle led by the party to the masses of all ethnic groups in Inner Mongolia. Reading these great works and recalling the warm memories of being cared for and helped, Baoyin Deliger secretly resolved: We must study well, behave well, and become a Communist Party member at an early date.

At the end of 3 years of study, Baoyin Deliger went to work in the animal husbandry department of his hometown. In 1997, baoyin Deliger, who heard that the flag was recruiting policemen, had always had the dream of a policeman, signed up for the first time, and finally entered the police force with the first place result, and became a people's policeman as he wished. From the first day he put on the police uniform, the 23-year-old Baoyin Drigel made a vow: he will do good things and solve problems for the herdsmen all his life, and he will also be worthy of this police uniform.

Provide door-to-door services for herdsmen who handle various types of documents, and immediately go to the door to mediate after learning of neighborhood disputes, and every time they go to the pastoral area, they must visit the lonely, widowed, elderly and elderly, and help the people in need... At that time, the communication signal on the grassland was weak, and Baoyin Drigel prepared two mobile phones to answer 24 hours a day. He was on call whenever the masses needed them.

Over the years, every time Baoyin Deliger went down to the pastoral area, the clothes were always stuffed. Because the postal network can only go to Gacha, the herdsmen who live in the mountains are basically isolated from the outside world. Baoyin Drigel applied for a mailbox No. 48 at the town's postal department, specifically for herders to purchase mail on behalf of the herders. Over time, this mailbox became the most utilized private mailbox in the town, and he naturally became a volunteer postman, and the folds became a veritable mobile mailbox.

For more than 20 years, Baoyin Deliger has long been close to the people in the jurisdiction. "In Chao Ge, I know all the people, and the herders around me know me." Baoyin Drigel said, "The herders are very simple, as long as you are good to him, he will double his kindness to you." My sense of accomplishment is the recognition and trust of the masses. ”

Belief: Repay the trust of the party with blood and loyalty

He has always taken root in the grassroots and dedicated himself to the grassland, bringing countless honors to Baoyin Deliger: the first-class heroic model of the national public security system, the national public security organ model of loving the people, the national outstanding people's police, the national outstanding communist party member who created the first and strived for excellence, the national "most beautiful grass-roots public security police", and the national "civil servants satisfied by the people"...

October 1, 2019, is a day that Baoyin Deliger will never forget in his life. He was invited to Beijing to participate in the National Day ceremony. On that day, Baoyin Drigel felt that his blood was burning. He said: "As an ordinary policeman in the border ethnic minority areas, I must repay the trust of the party with my blood and loyalty, and always be the 'Saiyin Chagota' in the hearts of the herdsmen!" ”

Baoyin Deliger knew deeply that to guard the peace and tranquility of the pastoral area, it was necessary to gather sand into a tower. In 2017, he founded the Baoyin Volunteer Association. The purpose of this association is very clear, that is, to publicize the party's policies, popularize legal knowledge, and provide loving services to the people in remote mountainous areas by paying attention to the disadvantaged groups in society to carry out relief assistance for difficulties.

In 2020, the association's volunteers have grown from a dozen to more than 100. During the epidemic prevention and control period, Baoyin Deliger and volunteers sent medical supplies, rice noodles and vegetables to the pastoral masses, and at the same time publicized the common sense of epidemic prevention and control, winning the support and praise of the masses. In the jurisdiction he is responsible for, there has not been a single case that has disrupted the order of epidemic prevention and control.

Baoyin Deliger's WeChat name is "Grassland Motorcycle Police", and he has formed and joined more than 30 WeChat groups such as Saiwusu Police Online Communication Group, Grassland Motorcycle Police Police Group, Chaoge Public Security Joint Logistics Group, and Grassland Motorcycle Police Volunteer Association Group. Through WeChat, Baoyin Deliger forwards news, notices, meteorological information, disasters and various emergencies on time, and herders also reply to various messages at any time, which allows him to grasp the situation faster and more comprehensively.

Pass on the torch, and the faith will not change. Baoyin Deliger became a mentor and apprentice with the young police officer in the institute, Suri Galatu. Baoyin Deliger took his apprentice to live in the herdsmen's homes, teaching him to communicate with the herdsmen and solve practical difficulties and problems for the herders. Later, in the evaluation of the basic information collection work of "one standard and three realities" by the Urat Houqi Public Security Bureau, the information collection rate, accuracy rate, and completeness rate of Suri Galatu were comparable to those of Baoyin Deliger. The police in the institute all felt that the apprentice also had the strength of Baoyin Deliger, so they gave Suri Galatu a new nickname "Little Baoyin".
