Since the flood this year, there have been eight significant rainfall processes in Sichuan Province, with an average precipitation of 458.9 mm. Affected by heavy rainfall, floods occurred in the main streams of the Qujiang, Tsingyi and Jialing rivers, as well as some tributaries of the Dadu River and the Fujiang River. What are the characteristics of this year's flood situation? What are the new challenges? On August 13, Tan Xiaoping, deputy commander of the Sichuan Provincial Flood Control and Drought Control Command, deputy director of the Water Conservancy Department and deputy director of the Emergency Response Department, visited the website of the provincial people's government to answer questions for netizens.

Tan Xiaoping introduced that since the flood, there have been 8 obvious rainfall processes in Sichuan Province, with an average precipitation of 458.9 mm, which is 5% less than the same period of the year. Affected by heavy rainfall, floods occurred in the main streams of the Qujiang, Tsingyi and Jialing rivers, as well as some tributaries of the Dadu River and the Fujiang River.

"There are mainly three characteristics, one is the uneven spatial distribution of rainfall and the intensity of local precipitation; the flooding of major rivers is generally small, and the floods of small and medium-sized rivers are frequent; the flooding areas are concentrated, and the pressure of many disasters is large." Tan Xiaoping introduced that the spatial distribution of rainfall in Sichuan is uneven, which is manifested in the northeast of the basin, the middle of the basin, and the northwest of Ganzi Prefecture by 10%-50% more, and most of the rest of the area is less than 1-40%. The intensity of local precipitation is large, which is manifested in the occurrence of heavy rainstorms in 259 county stations in the province, of which 44 county stations have heavy rainstorms, accounting for 17%. The daily precipitation of Kaijiang, Cangxi, Quxian and Dazhu stations all exceeded the historical record of the county.

Since the flood, the water from sichuan's major rivers has been less than the average of the same period of many years, of which the upper reaches of the Tuojiang River are 90% less. 80 stations in 54 rivers in the province have experienced super alert water level floods, of which 22 rivers and 27 stations have exceeded the guaranteed water level floods, and most of the super alert and super guaranteed rivers are mainly small and medium-sized rivers.

In addition, the flood disasters in Sichuan are concentrated in the areas, and some areas in Bazhong, Dazhou, Guangyuan, Nanchong and other places have suffered from serious flood disasters many times, and the disasters have been under great pressure. According to the statistics of the "National Natural Disaster Management System", from May 1 to August 9, heavy rainfall caused 3.9703 million people in 21 cities (prefectures) in Sichuan to be affected, 298,300 people were urgently relocated and resettled, an increase of 238.41% over the same period last year, and the direct economic loss was 10.516 billion yuan, an increase of 44.24% year-on-year.

What challenges will Sichuan face during the flood season this year? Tan Xiaoping said that there are three main challenges, facing the challenge of superimposing the risk of multiple disasters, the challenge of waterlogging control in extreme weather cities, and the challenge of superimposing flood conditions.

At present, there are 166 cities at or above the county level with flood control requirements in Sichuan Province, accounting for 35% of the flood control capacity that does not meet the standards; more than 8,200 reservoirs of various types, and some reservoirs are running beyond the "age"; there are as many as 27,825 flash flood disaster risk areas, coupled with the impact of several earthquakes over the years, the flash flood mudslides in the Pengzhou Mountains and Panxi areas often occur suddenly and concurrently, which can easily lead to river diversion, and the possibility of multiple disasters and risk superposition is significantly increased.

In recent years, China's extreme weather has shown new characteristics such as increasing frequency and aggravated disaster-causing, and extreme weather has tended to be normalized. Extreme rainfall, road failure, power outage, network disconnection and other special circumstances may occur, urban extreme conditions under the prevention of waterlogging is facing severe challenges, rail transit, underground space, urban depressions and other areas of personnel life and property safety poses a great threat.
