At 5:07 p.m. on June 19, 1987, the Qinhuangdao Municipal Public Security Bureau received a telephone report from the Criminal Investigation Department of the Hebei Provincial Public Security Department: A certain weapon depot of the garrison in Huludao District, Jinzhou City, Liaoning Province, was recently stolen and 6 May Fourth pistols, 1 submachine gun, 6 grenades, and more than 1,000 rounds of bullets were lost.
Qinhuangdao is the key point of the northeast to Tianjin and Beijing, and Beidaihe gathers a large number of tourists from home and abroad. Wang Qingsheng, director of the Qinhuangdao City Public Security Bureau, immediately felt the seriousness and urgency of the matter, and he immediately convened an emergency anti-riot meeting to convey the combat arrangements of the municipal bureau to the heads of criminal investigation teams, public security sections, and police stations of various districts and counties, and demanded that the city's public security organs immediately enter the first-level combat readiness, protect the safety of Beidaihe, and jam the passage for criminals to flee to Beijing and Tianjin. By this time, the murder had already happened.
At 12:00 noon on June 20, an elderly man in his old age took a leisurely step and walked on the wall of the "first level in the world" about 4 miles north of China. Suddenly, he faintly heard a few painful groans and hurried away. In a pit, he saw a man and a woman lying on the ground, covered with weeds, the man's head was blurred with blood and flesh and dead; the woman could not move, but the breath was still there. The old man pulled out his leg and ran under the city wall, ran to the Shanhaiguan Civil Air Defense Office, and dialed the phone of the East Street police station.
At 2:18 p.m., the Qinhuangdao Municipal Public Security Bureau received a report from the Shanhaiguan Sub-Bureau, and Wang Deming, the person in charge of criminal investigation work, immediately led the criminal police to the scene. Subsequently, Shi Chengyou, deputy director of the Criminal Investigation Department, led the second group of criminal police officers to the scene. The investigation found that the deceased had burn marks of gunpowder in his ear, and the wounded were shot through the neck and wore a Citizen watch on his wrist. At 5:40 p.m. on June 20, a county-wide political and legal work conference was being held in the conference room of the Laoting County Government Guest House. At this time, a police officer from the county public security bureau hurriedly ran into the venue and handed over an emergency circular from the Tangshan City Public Security Bureau to Zhou Shugong, director of the county public security bureau. Zhou Shugong read the shock and immediately handed the briefing to Zhao Zhiyuan, deputy secretary of the county party committee, who was making a report at the meeting. With The consent of Secretary Zhao, Zhou Shugong announced on the spot that the more than 60 public security policemen attending the meeting immediately returned to the county bureau organs to stand by, and decided to first set up a blockade at key parts of the border between Jianggezhuang, Huili, Tingliuhe, Changli, and Luanxian counties.
After receiving the order from the bureau chief, Xu Wantian, head of the criminal police team of the county public security bureau, led investigators Sun Desheng and Li Baoping to Jiang Gezhuang. Ji Jinyou asked with some trepidation, "How did you get here?"
The man said, "Come to Beijing and come and see you."
Ji Jinyou let the people into the house, let them wash their faces, and shaved their beards. Long Xiuqian found that the heavy travel bag had always been carried in the hands of the visitors, and never left his body. From the conversation, Long Xiuqian heard that the young man who knew Ji Jinyou well was called Takayama.

Risking death search

At 19:50, more than 400 police officers and armed police fighters from the Public Security Bureau had gathered at the scene of the jiang gezhuang gun battle. Zhang Hemin, director of the Municipal Public Security Bureau, and Dong Zhaoping, secretary of the Laoting County CPC Committee, personally attended the scene to direct this great battle against bandits!
It was getting late, and the command decided to organize a commando team to conduct a combing search of the wheat fields where the criminals were hiding. At 20:10, Chen Li, deputy director of the Municipal Public Security Bureau, made a pre-war mobilization to more than 70 commandos who participated in the search, and personally led a commando group to stand among the commandos, followed by Jin Zhu, captain of the riot prevention detachment of the Municipal Bureau, Chen Pingchang, deputy director of the Leting County Public Security Bureau, and Gao Qingqi, head of the Tangshan City Detachment of the Armed Police, and Chief of Staff Zhou, who stood on either side. Every civilian police officer and commander who participated in the war knew in his heart that the criminals were armed with Type 54 pistols, grenades and a large number of bullets; they knew that the criminals were in the shadows, and we were in danger of sacrifice at any time. On the same night, the people's police of the luan county, Qinhuangdao city, and other places of public security bureau rushed to the scene one after another; two deputy directors of the Tianjin Municipal Public Security Bureau led 50 special police officers to come to reinforcement; the local garrison sent officers and men to give strong support; the Beijing Municipal Public Security Bureau and the railway public security organs also actively cooperated to do a good job in peripheral control work; and the Liaoning Provincial Public Security Department also sent people's policemen to the scene on a long-distance journey to support the encirclement and annihilation battle.
It was an unpeaceful night, full of tense atmosphere, but also full of tear-jerking love between the police and the people, the military and the people.
Many of the police officers who participated in the war did not wear long-sleeved clothes when they set out, and the sea breeze blew and felt a little cool. Dong Zhaoping, secretary of the Laoting County Party Committee, called the county commercial bureau chief and the manager of the food company and asked them to immediately provide food and clothing for the police. Soon, 1,600 loaves of bread and 1,600 bottles of mineral water were quickly handed over to every civilian police officer and armed police commander and fighter involved in the war. Secretary Dong also ordered all the staff of the county government guest house to stay in the unit to ensure that the combatants could eat hot meals after returning to the county; the county car gas station was open to all police cars, and the medical staff of the county hospital made all preparations, sent ambulances and medical personnel to the scene, and were ready to treat the wounded at any time.
In Jiang Gezhuang, the sales clerk of the supply and marketing cooperatives moved out a box of flashlights, one did not count, two did not want money, and sent it to the scene. Zhou Xishan, a villager in Xiwangzhuang Village, moved 100 loaves of bread from his commissary, and Wang Guisheng pulled the wire from his home to the head of the village and installed a 200-watt light bulb to illuminate the scene. Lu Baoxia brought 5 coats and cotton coats to the police to wear on their bodies. Another unknown old lady brought a mattress and insisted on laying it under her comrades. Some of the villagers brought meals, some brought boiling water, some brought cigarettes, and some brought a pair of clean cloth shoes. A sister-in-law said, "If the bad guys run to the village without you, we ordinary people will suffer!" ”

The results are remarkable
At 5:30 a.m. on June 21, the sky was already light. The public security police who were conducting the second large-scale search found a body in the cornfield on the north side of the wheat field, with the fuse of a grenade on the finger of the left hand, another grenade in the trouser pocket, the pockets of the whole body filled with bullets, and a Type 54 pistol placed next to him. It was identified that the deceased belonged to Chang Baoguo and had a crawling mark about 50 meters long behind him. The autopsy confirmed that the criminal died about 6 hours ago, that is, at about 11 o'clock on the night of the 20th, and died of excessive blood loss after being injured.
The battle ended in victory, 3 gangsters were killed, 1 was captured, and the public security police did not suffer any casualties.

On the evening of June 17, the three people sneaked to a friend's house in Jinxi Alpine for a night, from Jinxi to Xingcheng on June 18, and arrived at Shanhaiguan by train from Xingcheng on the 19th. At more than 1 o'clock in the afternoon of the same day, they committed evil deeds on the wall of Shanhaiguan, shot and killed a man, injured a woman, snatched cash and cameras, took a yellow Fiat taxi to Beidaihe Station, took a taxi three-wheeled motorcycle to Changli, and then took a tractor to Jiang gezhuang in Laoting County. They did not dare to enter the village that night and spent the night in the streets. At 6 o'clock in the morning of the 20th, 3 people infiltrated The Village of Houlongzhuang to find Ji Jinyou and handed him a Five-Four pistol, and Ji himself grabbed a bullet from his pocket. The four of them walked around Jiang Gezhuang all day, drinking and eating in restaurants twice, plotting to rob banks, attack police stations, and then flee from the hijacking plane in Beijing. They inspected the location of the credit union and the police station, and went to the credit union to observe the situation of the personnel on duty. When he was about to start, Ji Jinyou was scared, and on the pretext of going back to his cousin to borrow the road fee, he ran to his cousin's house, and then went to the police station to report the case.
The fierce gun battles in peacetime have tested our public security people's police, armed police commanders and fighters, and also tested the masses of the people, who together handed over a proud answer sheet to the people!
