Ursuga, 50, is the leader of Colombia's largest drug cartel, the Gulf Gang, and the head of a right-wing militia. After the militia reached a peace agreement with the Colombian government in 2006, Ursuga refused to disarm and began a drug business in the Gulf of Uraba in northern Colombia, smuggling drugs across forests to the United States.

Ursuga had previously been on the U.S. Drug Enforcement Administration's (DEA) wanted list, which offered a $5 million bounty appealing to insiders to provide clues to arrest him. The federal court in Manhattan, New York, indicted Ursuga in early 2009 on charges of drug trafficking and funding of right-wing militias. Federal courts in Brooklyn and Miami also accused Usuga of smuggling at least 73 tons of cocaine to the United States between 2003 and 2014 via Venezuela and Guatemala.

According to foreign media reports, Ursuga will be extradited to the Federal Court for the Southern District of New York to stand trial.
