On January 22, the official website of the Central Commission for Discipline Inspection and the State Supervision Commission announced that Wang Minghui, deputy director of the Standing Committee of the Sichuan Provincial People's Congress, was suspected of serious violations of discipline and law and was currently under disciplinary review and supervision and investigation by the State Supervision Commission of the Central Commission for Discipline Inspection.

Wang Minghui, 62 years old, a native of Ziyang, Sichuan, has been working in Sichuan for a long time, and has never crossed provinces in his career, serving as secretary of the Yibin Municipal Party Committee, vice governor of Sichuan Province, standing committee member of the Sichuan Provincial Party Committee, secretary general of the Provincial Party Committee, deputy director of the Standing Committee of the Sichuan Provincial People's Congress, deputy secretary of the party group and other positions.

Since January 8, 2022, in just two weeks, four provincial and ministerial-level officials, Zhang Yongze, Wang Bin, Liu Hongwu and Wang Minghui, have been investigated.

Consecutive absences from important meetings

Judging from public reports, Wang Minghui's last public appearance was five days ago.

According to the Sichuan Daily, on the afternoon of January 17, the presidium of the conference elected by the preparatory meeting of the fifth session of the 13th Sichuan Provincial People's Congress held its first meeting, and the meeting voted to elect 13 executive chairmen of the presidium of the conference, and Wang Minghui ranked third.

On January 18, the fifth session of the 13th Sichuan Provincial People's Congress opened in Chengdu, and Wang Minghui, as the executive chairman of the presidium of the congress, unusually did not attend the meeting, and three days later, the conference closed, and it was also not publicly reported.

According to Chuanguan News, on the afternoon of January 21, the Standing Committee of the 13th Sichuan Provincial People's Congress held its 33rd meeting. The meeting deliberated and voted to adopt the "Decision of the Standing Committee of the Sichuan Provincial People's Congress on Accepting Wang Minghui's Resignation as Vice Chairman of the Standing Committee of the Thirteenth People's Congress of Sichuan Province."

Previously, Wang Minghui attended the event as usual. On January 13, he participated in the democratic life meeting held by the party group of the Standing Committee of the Sichuan Provincial People's Congress, and on the 12th, he went to Deyang City to participate in the visit and condolence activities to comfort the difficult groups, moral models and expert talents.

Wang Minghui started at the grassroots level, and in only 13 years, he was promoted from a water conservancy worker in Mingyang Township, Ziyang County, to a deputy secretary of the county party committee. After that, he successively served as deputy secretary of the Lezhi County (under the jurisdiction of Ziyang City), secretary of the county party committee, deputy secretary of the Ziyang prefectural party committee, and deputy secretary of the Ziyang Municipal Party Committee.

In July 2005, Wang Minghui moved to other prefectures and cities in Sichuan Province, successively serving as deputy secretary and mayor of Neijiang Municipal Party Committee, deputy secretary general and director of the General Office of the Provincial Party Committee, and secretary of the Yibin Municipal Party Committee.

In June 2016, at the age of 56, Wang Minghui was promoted to vice governor of Sichuan Province. After that, the promotion was significantly accelerated, and in March 2017, he concurrently served as the secretary general of the provincial party committee and the director of the reform office of the provincial party committee, and in May he was appointed as the standing committee member and secretary general of the provincial party committee, and in September he stepped down as vice governor.

In January 2020, at the age of 60, Wang Minghui resigned from the Standing Committee of the Provincial Party Committee as secretary general of the provincial party committee, and in May of the same year, he was transferred to the deputy director of the Standing Committee of the Sichuan Provincial People's Congress and deputy secretary of the party group until his dismissal.

Before being promoted to vice governor of Sichuan Province, Wang Minghui was in charge of Yibin for nearly three and a half years (January 2013 to June 2016).

Five months after taking office, Wang Minghui "burned a fire." In order to improve the local business environment, he set up a hotline for the secretary and mayor to accept the supervision of the public, and at the same time expressed his attitude to crack down on eating and taking cards, and investigated and punished those officials who were bent on being justice of the peace and did not dare to do practical things.

Wang Minghui also said at the meeting: "I am here to express my position to the whole city, and the municipal party committee has started from me, taking the lead in implementing the regulations on the environment and rejuvenating the city, and accepting the supervision of the people of the city." ”

However, the relevant inspection and rectification notice shows that there are many problems in Yibin. From August to December 2015, the inspection team of the Sichuan Provincial Party Committee conducted regular inspections of Yibin, Panzhihua, Deyang and other cities.

Among them, the rectification circular on Yibin shows that there are many problems in Yibin City, such as "indiscriminately issuing bonus subsidies and receiving and sending red envelope gifts", "industry and systemic corruption", and "running for office and asking for official positions, saying hello and greeting" in the selection and employment of personnel.

In addition, during Wang Minghui's administration of Yibin, in 2015, the Yibin Municipal Public Security Bureau had a "fighting law" incident. Zhao Fei, then executive deputy director of the Yibin Municipal Public Security Bureau, repeatedly reported Wei Changping, vice mayor of Yibin City and director of the Yibin Municipal Public Security Bureau, under his real name.

According to upstream news previously reported, the contradiction between the two was caused by the accounting, and the amount was larger. Zhao Fei was in charge of financial work during his work at the Yibin Public Security Bureau, including The Director Wei Changping, and the reimbursement was signed by Zhao Fei.

Insiders said that Zhao Fei had reminded Wei Changping many times, but Wei Changping did not think so. In order to check it out afterwards, Zhao Fei made a backup of Wei Changping's account.

Later, Zhao Fei and his wife heard rumors that Zhao Fei would be investigated, and Zhao Fei believed that this was Wei Changping's abuse of power and retaliation, and he was ready to report to the Central Discipline Inspection Commission. However, just a moment before going to Beijing to report, Zhao Fei was implemented by the Yibin Municipal Commission for Discipline Inspection as a "shuanggui".

After that, Zhao Fei's wife Wen Zhengxiu disclosed the inside story of the "Fighting Method" of the director and deputy director on social media, which aroused public concern. The final result was that Zhao Fei lifted the "shuanggui" and Wei Changping was investigated after he was dismissed from his post. In August 2019, Wei Changping was sentenced to 11 and a half years in prison for accepting bribes.

In April 2016, an article about Zhao Fei's wife, Wen Zhengxiu, shouting to Wang Minghui on Weibo went viral. The article pointed out that in the incident in which Wei Changping retaliated against Zhao Fei, Wang Minghui and Xiang Huili (then secretary of the Yibin Municipal Discipline Inspection Commission) played an important role.

After the end of the "Fighting Law" incident, Xiang Huili also ceased to serve as the secretary of the Yibin Municipal Discipline Inspection Commission. In January 2017, Xiang Huili was dismissed from his party post by the Sichuan Provincial Commission for Discipline Inspection.

It has been said that we should be full of righteousness and demonstrate powerfully

Combing through previous public reports found that Wang Minghui's two-faced personality was obvious. On January 12, the Standing Committee of the Deyang Municipal Party Committee of Sichuan Province held a special democratic life meeting on the study and education of party history. Wang Minghui, who attended the meeting to supervise, said that it is necessary to take the lead in the courage of self-revolution, continue to exert efforts to rectify the work style and discipline, and self-discipline with higher standards and stricter requirements, so as to achieve full of righteousness and effective demonstration.

When Yibin was in charge, Wang Minghui said: We must earnestly fight the hard battle of strictly administering the party, dare to struggle against all kinds of unhealthy tendencies and evil tendencies, strictly manage cadres, always persist in being strict with words, govern strictly, uphold principles, and not stress relations.

On the morning of January 22, after Wang Minghui's ouster, the Sichuan Provincial CPC Committee held a meeting of its Standing Committee to report on the decision of the Central Commission for Discipline Inspection and the State Supervision Commission to conduct a disciplinary review and supervision and investigation of Wang Minghui's suspected serious violations of discipline and law.

The meeting stressed: We should earnestly strengthen the routine supervision of leading cadres, especially the "number one leaders" of localities and departments, and ensure that we are really strict in management, dare to manage strictly, and always manage strictly. Leading cadres at all levels must persist in exercising strict self-discipline, using power honestly, and behaving in a responsible manner and doing things cleanly.

Since the 19th Party Congress, two provincial and ministerial-level officials in Sichuan Province have been investigated, namely Peng Yuxing and Wang Minghui, former vice governors of Sichuan Province. Peng Yuxing was investigated in April 2019, expelled from the party in October, removed from government affairs, and demoted to a fourth-level researcher.
