The flood that occurred once in 60 years is about to cross, and Heihe City has entered the national flood prevention and flood defense war.

According to the "Water Forecast" of heilongjiang Provincial Hydrological and Water Resources Center, the section from Oppo to Heihe River in the main stream of Heilongjiang will have a peak flood from June 24 to 27, and the peak water level will exceed the alert water level of 3.22-4.80 meters. The highest water level of the Heihe River is 99.60 meters, and the flood magnitude is about 60 years.

In the face of the severe situation, on June 23, the Flood Prevention and Drought Control Headquarters of the People's Government of Aihui District of Heihe City issued a notice to extensively mobilize the masses to participate in the fight against the 5th flood peak of the main stream of Heilongjiang to ensure safe flooding, and to reward the first people who found the dangerous points of pipe surge in various embankments along the Heilongjiang River and reported them in time.

Chuankai said that in 2013, there was a 30-year flood in the local area, but this year's flood was once in 60 years. He listened to the border guards and said that the peak of the flood was expected to reach the Heihe River on June 27, and the water level would appear after the peak of the flood arrived, and the next estimated water level would rise by nearly 1 meter.

In Ganchazi Township, transport trucks continue to pull sand and gravel to strengthen the soil roads that have not yet been flooded, and border guards wearing yellow vests are on duty at the embankment for 24 hours. Emergency personnel entered a wartime state

After the 1998 flood until 2009, for a period of up to eleven years, heilongjiang did not have a flood process, and after the catastrophic flood of the Ersonghua River in 2010, the northeast region entered a period of abundant water, especially since 2017, the northeast region has experienced continuous flood years, which has brought challenges to local flood control.

Heihe City, surrounded by the Nen River and the Heilongjiang River, is about to usher in the fifth peak flood process of heilongjiang. At present, some sections of the G331 Dan'a Highway have been overstretched and traffic has been closed. In order to ensure the safety of the people's lives and property, the party members and cadres at the township and village levels in Aihui District, Heihe City, and the cadres of Bao Village have coordinated and cooperated, and in line with the principle of "turning around as much as possible, avoiding all the people, and not leaving a single person behind", orderly organized the transfer of personnel and materials in key villages along the river, and made every effort to ensure the safety of the people's lives and property.

According to a new media report by Heihe Daily, on June 23, the water level of the main stream of Heilongjiang rose rapidly, and the Aihui District Flood Control and Drought Control Headquarters decided to evacuate the entire village overnight in Baishi Lizi Village, Yingzi Township, Zhangdi. At about 23:00 that night, 24 people from the Aihui District Agricultural and Rural Bureau and the Aihui District Finance Bureau went into the household five times to carry out dragnet work, using 6 buses to organize the safe transfer of 131 households and 356 people by 131 households.

On the same day, the Border Defense Office of the Heihe Municipal CPC Committee issued an initiative to the party, government, military, police, and people's forces in the frontline of the border, proposing that the border management departments and relevant operational functional departments should make arrangements for flood prevention and flood control work in the central and provincial party committees and municipal party committees, take the initiative to claim tasks, deeply integrate the resources available in the border defense system with flood prevention and flood control work, and go all out to win the battle against floods and floods.

It is proposed that all departments rely on the "border defense command and dispatch platform" to form a command group to deal with the fifth flood peak in Heilongjiang, and establish a four-level response mechanism at the city, county, township and village levels to ensure that first-hand flood information is mastered in real time and the first time to deal with it.
