During the Fifth Session of the 13th People's Congress of Guangdong Province, Liu Hongbing, deputy to the Provincial People's Congress, secretary of the Zhanjiang Municipal Party Committee and director of the Standing Committee of the Municipal People's Congress, was interviewed by Nandu reporters to explain in detail the development direction of industrialization, ecology and digital integration in Zhanjiang. Liu Hongbing said that Zhanjiang will accelerate the construction of large parks, promote the development of large cultural tourism, and deepen the application of big data as a specific starting point for Zhanjiang to focus on and make long-term achievements in the next few years, and strive to create a new situation of high-quality and leapfrog development.

Nandu: How will Zhanjiang seek new breakthroughs in the development of industrialization, ecology, digital integration and promote high-quality development?
Liu Hongbing: We have completely, accurately and comprehensively implemented the new development concept, combined with the actual conditions of Zhanjiang, put forward the concept of industrialization, ecology and digital deep integration, and regard accelerating the construction of large parks, promoting the development of large cultural tourism, and deepening the application of big data as the specific starting points for our city to focus on and make long-term achievements in the next few years, and strive to create a new situation of high-quality and leapfrog development.
Industrialization is to adhere to the industrialization thinking, on the basis of large-scale, standardized and brand-oriented development, accelerate the construction of a modern industrial system with Zhanjiang characteristics.
Zhanjiang will vigorously develop five advanced manufacturing clusters of green steel, green petrochemical, high-end papermaking, green energy and new energy vehicles, and make Baosteel Zhanjiang Iron and Steel Base, Sino-Kuwait Refining and Chemical Integration Project, BASF (Guangdong) Integration Base and other leading backbone projects bigger and stronger, and build a world-class green petrochemical and advanced materials base. Accelerate the construction of a large-scale industrial agglomeration area in Zhanjiang, Guangdong, carry out strategic investment in the automobile industry, and cultivate a new 100-billion-level industrial cluster.
Ecology is to resolutely practice the concept that green water and green mountains are golden mountains and silver mountains, conscientiously implement the national carbon peak and carbon neutrality target requirements, comprehensively improve the level of ecological civilization construction in our city, and unswervingly take the road of ecological priority and green and low-carbon development.
We will vigorously develop the green energy industry and circular economy, and comprehensively improve the efficiency of resource utilization. Vigorously implement the action plan for building a "mangrove city" and build the "Zhanjiang mangrove forest" into a new business card for Guangdong's ecological construction.
At the same time, we will continue to promote the rectification of ecological environmental protection supervision problems, and promote the comprehensive improvement of the environment in key river basins such as jiuzhou river-hedi reservoir, Xiaodongjiang, Jianjiang, Nandu river, and Suixi river. Liu Hongbing: The promulgation of the "Opinions" fully reflects the great concern and strong support of the provincial party committee and the provincial government for Zhanjiang. Zhanjiang attaches great importance to it and regards the "Opinions" as a "road map" for Zhanjiang's future development, promotes new progress in various undertakings, and achieves a good start in the "14th Five-Year Plan". It is estimated that in 2021, the city's gdp will be about 356 billion yuan, an increase of 8.5%.
In response to the requirements of "making every effort to build an important development pole of the modern coastal economic belt" put forward in the "Opinions", Zhanjiang strives to build a high-level modern industrial system and accelerate the construction of a world-class major industrial cluster. Baosteel Zhanjiang Iron and Steel No. 3 blast furnace system ignition put into operation, the preliminary work of the 1 million tons hydrogen-based shaft furnace project is progressing smoothly, the first phase of the Sino-Scientific Refining and Chemical Project has reached production steadily, the preliminary preparatory work for the second phase of the project has been carried out in an orderly manner, and the first unit of basf's integration project is expected to be completed before the Spring Festival.
At the same time, we strive to promote the cluster development of emerging industries, the Wailuo Phase II, Xinliao, and Guodian Investment Zhanjiang Xuwen Offshore Wind Farm Projects have been connected to the grid and put into operation, and the construction of "Guangdong West Digital Valley" has been smoothly advanced, realizing the 5G network "town-to-town connection" and the 4G network "village-to-village connection".
Zhanjiang has also vigorously developed characteristic advantageous industries, and the OCT global tourism cooperation project has progressed smoothly, and Zhanjiang has been listed as one of the "Top Ten Emerging Coastal Leisure Cities" in the country.
Nandu: How will Zhanjiang serve the Hainan Free Trade Port and participate in the construction of a new land-sea corridor in the western region? How to integrate into the "dual zone" construction?
Liu Hongbing: Zhanjiang will comprehensively strengthen its march in the opposite direction with Hainan. At present, the north and south sides of the Qiongzhou Strait have completed the integration of shipping resources and initially realized shipping integration, and the new integrated joint venture platform company will be officially operated in 2022.
The cooperation between Zhanjiang Port and Hainan Port has achieved initial results, and the "Guangdong-Hong Kong-Macao Greater Bay Area - Zhanjiang Port - Hainan Free Trade Port" sea-rail intermodal train has been newly opened. Zhanjiang will vigorously promote the construction of the Qiongzhou Strait Economic Belt, and accelerate the construction of the first opening area of the Lingang Industrial Park in the Guangdong-Hainan (Xuwen) Special Cooperation Zone.
At the same time, Zhanjiang resolutely implements the requirements of "promoting the formation of a new pattern of high-level open cooperation" and actively integrates into the domestic and international double cycle. Continuously improve the "nuclear + sub-center" power mechanism, sign a strategic cooperation framework agreement with Guangzhou City and Guangzhou Automobile Group, and zhanjiang port and guangzhou port jointly open the "Zhanjiang - South China" route.

Nandu: What progress has Zhanjiang made in building a "high-level national comprehensive transportation hub"? What's next?
Liu Hongbing: In terms of port construction, Zhanjiang has accelerated the construction of a port-type national logistics hub bearing city, and the 400,000-ton channel of Zhanjiang Port and the 400,000-ton bulk cargo terminal of Xiashan Port Area have been completed and put into operation; actively participate in the construction of new land-sea corridors in the western region, adding and optimizing 2 container routes and 1 special train for sea-rail intermodal transport. In terms of airport construction, Zhanjiang Wuchuan Airport will soon be put into use.
In terms of high-speed rail construction, the "Yongxing" shield of the Zhanjiang Bay Submarine Tunnel of the Guangzhou-Cham-Zhanjiang High-speed Railway was successfully launched, and the preliminary work of the Zhanhai High-speed Railway, hezhan-Cham High-speed Railway and the Northbound Corridor was steadily advanced.
In terms of highway construction, Zhanjiang has accelerated the construction of a highway network with internal and external smoothness, adjusted the cross-sea bridge and the Donglei Expressway to be completed and opened to traffic, Zhanjiang Avenue is about to be completed and opened to traffic, and the high-speed road network of "the bay area is a ring and the peninsula is a network" has taken shape.
Accelerate the development of digital agriculture
Nandu: How can Zhanjiang do a good job in consolidating and expanding the results of poverty alleviation and rural revitalization, and consolidate and expand the results of poverty alleviation?
Liu Hongbing: We will continue to consolidate and expand the achievements in poverty alleviation. Strictly implement the "four non-picking" requirements, and improve the monitoring and support mechanism for preventing the return to poverty. Deeply carry out the work of stationing in towns and helping towns and villages, and comprehensively implement hierarchical and classified assistance. Continue to deepen the cooperation between the east and west of Zhanjiang-Liuzhou, and strengthen the in-depth cooperation between the two cities in terms of talents, industries and labor services. Organize and mobilize private enterprises to implement the "Ten Thousand Enterprises and Ten Thousand Villages" action, and guide social forces to support and participate in rural revitalization.
Nandu: How will Zhanjiang explore the road of rural revitalization of provincial sub-central cities with common prosperity?
Liu Hongbing: Zhanjiang will become bigger and stronger and enrich the people's industry. Deepen the structural reform of the agricultural supply side and promote the integrated development of rural first, second, and third industries. Strengthen "one county and multiple parks, one town and one industry, one village and one product", and build a number of modern agricultural industrial parks and agricultural production bases with characteristic advantages with high standards. Accelerate the development of digital agriculture, and promote the full integration of big data, Internet of Things, artificial intelligence, blockchain, 5G and agriculture. Vigorously develop aquaculture with special advantages, actively develop distant-water fisheries and marine ranches, build an international aquatic products trading center and an aquatic central kitchen industry base, and create a global aquatic industry highland.
At the same time, we will make every effort to promote the construction of beautiful villages. Deeply implement the five-year action of improving the rural living environment, deepen the "Thousand Villages Demonstration, Ten Thousand Villages Rectification" project, strengthen the control of farmhouses and the improvement of village style, and create a number of beautiful and livable demonstration villages and 3A-level scenic villages with high standards. Increase support for villages in old areas, develop characteristic industries according to local conditions, and make up for the shortcomings of basic public services as soon as possible.
