On January 19, Liu Xing, director of the Preparatory Work Committee of the Beijing Municipal People's Congress, led a team to Dongsheng Town, Haidian District, to investigate and guide the work of the grass-roots contact points of the Preparatory Work Committee of the National People's Congress. Wang Liqing, second-level inspector of the Financial and Economic Office of the Standing Committee of the Municipal People's Congress, Zhang Yaliang, director of the Comprehensive Department of the Preparatory Work Committee, and other comrades investigated together, and Na Mei, director of the Financial and Economic Office of the Standing Committee of the District People's Congress, and Wang Zhixin, director of the Pre-Trial Office, accompanied the investigation.
Zhao Shiwei, mayor of Dongsheng Town, Li Liangchen, chairman of the people's congress, and Rong Feng, deputy secretary of the people's congress, respectively reported and exchanged views on the main work carried out by the town people's congress since Dongsheng town became the grass-roots contact point of the NATIONAL PEOPLE's Congress Preparatory Work Committee, as well as the existing problems and suggestions. Na Mei and Wang Zhixin reported on the main ideas of the 2022 district people's congress budget review and supervision work and the opinions and suggestions on strengthening the guidance and training of grass-roots people's congresses. Liu Xing fully affirmed the work of the Haidian District People's Congress in examining and supervising the budget and the work of the Dongsheng Town People's Congress.
Liu Xing said that Dongsheng Town, as the grass-roots contact point of the National People's Congress Preparatory Work Committee, is of decisive significance to the implementation of the grass-roots practice of people's democracy in the whole process. In 2022, the Municipal People's Congress will take capacity building as the goal, strengthen the training and guidance of the new district and town people's congresses around the implementation of the deployment of party committees at all levels and the construction of the rule of law of the people's congresses, and coordinate with the people's congresses at the three levels of urban areas and towns to form a joint force, promote the improvement of the budget review and supervision mechanism of the township-level people's congresses, give full play to the role of responsible entities at each level, and explore a fruitful "Dongsheng model" for the establishment of a township-level people's congress budget review and supervision mechanism in Beijing and the whole country.
