On the morning of January 20th, the launching ceremony of the interior decoration project of Xiyang Yangyang Times Square was held in Yulin Great Wall Road, and the relevant leaders of Yulin City and District attended the event and spoke.
It is understood that the Xiyang Yang times Square commercial complex is located at the intersection of Great Wall Road and Bell Tower Alley in Yuyang District. In 2010, Yuyang West Village, Changcheng Road Street, Yuyang District, signed an agreement with the developer of the project to cooperate in the development of the commercial complex. In 2013, the main project with a total area of 149,600 square meters was capped. Subsequently, due to the economic downturn, credit tightening, and differences between the two sides of the cooperation, the project construction has been in a state of stagnation, unable to continue to perform the responsibilities of the agreement, which has triggered a series of social petitioning incidents. The case involves huge interests of the masses, numerous legal-related provisions, and various contradictions, and the demands of all parties have been difficult to properly resolve.
Since 2014, the municipal government has set up a working group to mediate relevant contradictions and disputes. In September 2021, under the leadership of the Municipal Party Committee and the Municipal Government, Yuyang District handled the case as a "urgent, difficult, and anxious" case for the masses, adjusted the special class for resolving the petition cases in Xiyang Yangyang Times Square, set up a full-time working group in the village, formulated the "Emergency Plan for the Handling of the Xiyang Yang times Square Case", and promoted the mediation and resolution of contradictions through repeated communication and understanding of village conditions and public opinions. The working group has organized and convened meetings of the "three committees" of the village for many times, hired professionals to measure the income of the project, drafted and improved the "tripartite agreement", and determined the core issues such as the proportion of property rights distribution and contracting costs. Yuyang District administrative examination and approval, housing construction, fire protection and other departments work together to strengthen services, and fully guarantee the construction of the project. On December 1, 2021, Yuyang West Village and the developer signed and sealed the "Floor Area Proportional Apportionment Boundary Map" respectively, clarifying the ownership of the property rights of the building, and at this point, the core demands of all parties were coordinated and resolved.

In the next step, we will make every effort to build Xiyang Yang times Square into a one-stop new commercial complex integrating fashion, life, health, food and urban experience. ”
Gao Caixia, head of Xiyang Yang times Square, said in an interview with the China Business Daily-Ersanli reporter that today is the decoration launch ceremony, and the mall is expected to be officially opened from May to October this year, and if the conditions are ripe, it may open in advance.
