The 63-year-old Lu Fusheng family lives at No. 17 Huayuan Road, Zhenxing District, Dandong City, Liaoning Province, and is sick at home for many years because of scoliosis and other diseases. For years, he has been dependent on his 80-year-old mother and has a difficult life. But what warmed Lu Fusheng this winter was the social security card that the local social security department had applied for him.

Now, he can receive a pension of 1783 yuan per month.

Lu Fusheng was originally a worker of a collective enterprise in Dandong, but because of his aggravated illness a few years ago, he and his old mother basically relied on the help of relatives, neighbors and communities to make a living. In February 2018, when Lu Fusheng reached the retirement age and wanted to go through the retirement procedures, he found that the original unit had long been bankrupt and his personal files could not be found. Because I can't retire without a file, I can't get a social security card.

In 2021, Lü Fusheng's neighbor Lu Jingshuang heard that the Dandong Municipal Human Resources and Social Security Bureau has added a "can't do anything" reflection window for the "difficult and complicated diseases" that the people may encounter in the process of doing things, and the people can go to this special window to reflect on the things that cannot be done because of various problems. "I came to this window with the attitude of trying it out, reflecting on Lu Fusheng's situation, but I didn't expect them to pay special attention to it, and the staff went to Lu Fusheng's home the next day to learn about the situation from him." Lu Jingshuang said.

"After learning about Lu Fusheng's situation, we immediately reported to the party group of the bureau. Guan Liping, chief of the administrative examination and approval section of the Dandong Municipal Human Resources and Social Security Bureau, who participated in the whole process, said that the personal information in Lu Fusheng's file was seriously missing, and after repeated multi-party verification, verification and comparison, Lu Fusheng completed the information and went through retirement procedures.

What touched Lu Jingshuang was that in the process of handling the retirement of Lu Fusheng, the Human Resources and Social Security Bureau also established Lu Fusheng as the object of help and tried its best to help him in life.
